楊口郡의 文化産業 發展戰略과 育成方案에 關한 硏究 = The Study of Developing and Promoting Cultural Industries in Yanggu County.

국문 초록 (Abstract)

지방자치제가 본격적으로 시작되면서 다양한 상징적인 문화자원을 발굴하고 이를 관광자원화 하여 지역발전을 이루고자 하는 문화산업이 지방자치단체의 경쟁력 확보수단으로 대두되었고, 이러한 상황에서 양구군은 시대조류에 맞는 문화산업을 대표적인 차세대 육성산업으로 선택하여 핵심역량을 집중하고 있다. 민선시대로 접어들면서 지역의 고유한 문화자원을 발굴하고 자원화하기 위해 선사박물관, 팔랑민속관, 향토사료관, 박수근미술관 등을 건립하였다. 양구군의 문화산업 육성전략은 전문화 · 차별화 · 다양화로 대표할 수 있다. 지원은 하되 간섭은 하지 않는다는 원칙에 기반한 전문화를 위해 전문가에게 전적으로 위임하여 전문성을 최대한 반영하고 있고, 독특하고 차별화된 구성과 운영으로 경쟁력을 확보하고 있으며, 개발이후의 운영을 다양화함으로써 활용도를 제고하고 있다. 앞으로는 연계관광자원의 효율적인 운영과 문화예술활동의 기반을 조성하고, 문화산업에서 전문성을 존중하도록 공공부문의 역할을 재정립해 나가야 한다. 보다 중요한 것은 지역의 다양성이 인정되는 현대사회에서 문화산업의 중요성을 자치단체장들이 먼저 인식하고 올바른 방향을 설정하고 개발뿐만 아니라 개발후의 다양한 운영까지도 관심을 기울여야 자치단체의 문화산업은 성공할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

With the local autonomy system being fully launched, the cultural industries based on finding out a variety of symbolic cultural resources and making them tourist resources for local economy development are gathering strength as a means of getting competitiveness. In such circumstances, Yanggu county centralizes power upon fostering the new representative cultural industries which are suited to the current of the times.
Approaching the age of civil administration, Yanggu built Prehistoric Museum, Pallang Folk-customs Hall, Local Historical Documents Hall, Park Su-geun Art Gallery etc. to find out local unique cultural resources and develop them. The promoting strategies of cultural industries in Yanggu are specialization, differentiation and diversification. We delegate full powers to the specialist under the principle of "support but meddlings forbidden" to reflect specialization and manage cultural industries with unique and differential constitution and operation. Together with we enhance utilization of cultural industries in Yanggu through diversifying management methods after developing them.
From now on, we need to rebuild the role of public sector to make the foundation of cultural art activities and administer efficiently the related tourist resources. More than all, it's the key to success of local government's cultural industries that the local government's leaders recognize the importance of cultural industries in advance, set up the desirable policy and develop it, and have a concern about the diverse managements of cultural industries after developing them.
