    이 연구의 목적은 교육행정의 불확실성에 대응하기 위해 관료적 접근의 한계를 인식하고 학교현장에서 교육 실천에 대한 근본 가정을 공유하는 공동체적 접근을 모색하는 것이다. 이를 위해 교육행정의 관료적 접근이 학교현장을 어떻게 구성해 나가고 있으며 이에 대처하는 학교의 역량을 탐색한다. 구체적인 연구 문제는 다음과 같다. 첫째, 교육행정에서 불확실성의 의미를 이해할 수 있는 이론적 개념 체계를 정립한다. 둘째, 교육행정의 관료적 접근으로 학교현장에 초래되는 불확실성을 분석한다. 셋째, 학교현장에서 관료적 획일화에 대응하는 자율적 실천 역량과 조건을 탐색한다. 넷째, 관료적 접근의 한계와 학교현장의 자율 역량에 기초하여 불확실성에 대응할 수 있는 공동체적 접근과 자율성 실천의 기준을 제안한다. 이러한 연구 목적을 달성하기 위해 문헌연구 방법을 사용하였다. 관련 문헌 분석을 통한 이론적 논의는 다음과 같이 요약할 수 있다.
    교육행정에서 불확실성이란 보편적이고 일반화된 원리로서 교육행정 현상에 접근할 수 없다는 의미이다. 교육체제의 이완 결합과 자율성의 요구에 비추어 볼 때 교육행정의 의도와 학교현장의 실천은 불일치하며, 이러한 두 맥락 사이의 괴리로 인해 불확실성을 초래한다. 교육행정이 객관주의적·관료적 접근에 의존할 때 학교현장의 요구를 수용하지 못하고 불확실성을 더욱 가중시킨다. 지금까지 교육행정의 관료적 접근에서는 교육 실제의 모호성과 불확실성을 제거해야 한다는 관점이 지배적이었다. 중앙집권적 관료조직, 교육행정의 표준화, 교육결과의 평가 및 책무성은 공통적으로 교육행정의 확실성을 추구하는 전략이다. 그러나 관료적 접근은 교육 전반에 걸쳐 획일주의를 초래하고, 모호하고 불확실하며 가치 갈등적인 교육 실제에 대응하지 못한다. 뿐만 아니라 관료적 획일화는 교육 실천 맥락에서 제기되는 자율성, 전문성, 다양성의 요구를 교육행정에서 수용하기 어렵게 만든다. 교육행정 기능의 초점은 학교현장에 대한 지원·조성에 있기 때문에 교육 실제의 불확실성에 대응하지 못하는 관료적 접근을 극복할 필요가 있다.
    교육행정의 관료적 접근이 불확실성에 대응하지 못하는 근본 이유는 학교현장에 대한 지식과 이해를 결여하기 때문이다. 따라서 교육행정에서 불확실성에 대응하기 위해서는 관료적 획일화·객관주의가 아닌 학교현장에 기반하는 대안이 필요하다. 지금까지 교육행정의 관료적 접근으로 인해 학교현장의 획일화가 초래되는 가운데, 학교단위에서는 자율성, 전문성, 다양성을 추구하는 역량과 조건을 개발하고 있다. 학교단위 책임 경영제의 도입이 그 사례이다.
    이 연구에서는 교육의 자율성과 전문성이 외적으로 주어지기 보다는 교사의 반성적 실천 과정으로부터 획득될 수 있을 때 진정성을 지닌다고 분석되었다. 더 나아가 학교단위의 자율성과 전문성을 발휘하기 위한 현실적 조건으로서 교사의 참여와 권력 공유, 전문적 동료 관계의 교직문화를 수반한다. 또한 학교현장은 교육 평등과 수월성의 조화, 교육 선택 기회의 확대를 통해 다양성의 요구에 직면하고 있다. 교육 부문에서 다양성의 추구는 학교단위의 자율성·전문성으로 뒷받침되어야만 시장 기제의 비교육적 요소를 극복할 수 있다. 이상의 분석을 통해 교육 실제의 불확실성에 대한 대응을 교사의 개인적인 노력에만 맡길 것이 아니라 학교 공동체를 통해 지원해야 하며, 이것이 교육행정의 가장 핵심적인 과업이 되어야 함을 주장할 수 있다.
    학교의 구성원들이 자율적·전문적 규범을 따를 때 전문적 공동체를 지향할 수 있다. 전문적 공동체는 학교의 근본 가치를 공유하되 그것을 실천하는 모호성을 허용함으로써 차이와 다양성을 수용하고 자율적으로 불확실성에 대응한다. 전문적 공동체로서 구성원들의 교육 실천은 일관성의 기준을 유지함으로써 자율성을 행사할 수 있다. 자율적 실천의 일관성 기준이란 객관성과 주관성, 즉 실증적인 사실들 그리고 이와 관련된 주관적 요소를 포괄하여 행동이나 선택의 일관성을 유지하는 것이다. 교육행정에 관련되어 있는 다양한 지평의 융합은 일관성 기준을 적용한 결과로 획득될 수 있다.
    전문적 공동체에서 일관성의 기준을 다음과 같이 적용할 수 있다. 첫째, 전문적 규범에의 일관성이 필요하다. 전문적 공동체의 구성원들이 전문적 규범을 합의하고, 합의된 규범과 행동의 일관성을 유지함으로써 자율성을 확보할 수 있다. 둘째, 학교현장에 기반한 교육정책의 일관성이 필요하다. 장?단기적 교육정책, 관련되는 교육정책, 교육정책 방향과 구체적 지침 사이의 일관성을 유지함으로써 학교현장의 교육 주체들로부터 신뢰를 확보할 수 있다. 셋째, 학습공동체로서 학습의 일관성이 필요하다. 학교에 변화를 부과하기보다는 학교 스스로 지속적인 문제해결을 통해 학습 공동체를 추구한다. 학습공동체로서의 일관된 공동의 학습 과정을 통해 개인뿐만 아니라 학교 전체의 공동체 역량을 향상시킬 수 있다. 특히 교사의 전문성 개발 경험의 일관성을 확보하기 위해 장기적인 집단 학습 활동과 학교현장 수업과의 적합성을 높일 필요가 있다.
    이상의 논의를 통해 교육행정에서 심화되고 있는 불확실성에 대응하기 위해서는 학교현장의 공동체적 노력과 자율성을 확보해야 함을 주장하였다. 공동체의 이상을 책임있는 실천으로 전환하기 위해서는 전문적 공동체성이 학교 정책, 구조, 문화, 과정에 모두 구체화되어야 한다. 학교에서 전문적 공동체를 실천하기 위해 다음과 같은 교육행정 지원이 필요하다.
    첫째, 교육 실제의 불확실성에 비추어, 정부 수준의 교육정책으로 학교를 규제하기보다는 학교단위와 교사의 자율적인 실천을 지원하는 접근이 필요하다. 관료제에 대한 의존을 탈피하여 학교 단위에 권위와 책임을 부여하는 방법을 다시 생각해야 한다. 전문적 공동체 접근은 실력있는 교사들의 헌신에 의존하기 때문에 교사 전문성 개발에 학교현장의 역할을 현재보다 강화해야 할 필요가 있다.
    둘째, 관료적 표준이 아닌 공동체의 전문 규범을 개발하고 합의할 수 있는 교육행정 차원의 지원이 필요하다. 현실적으로 학교의 근본적 가치를 공유하면서 다원성을 포용하는 전문적 공동체를 개발하기 위해서는 장기적이고 지속적인 지원이 필수적이다. 학교 내부에 다양한 가치를 반영하는 전문적 공동체의 사례로서, 학교 안에서 특성화된 교육 프로그램을 운영할 수 있는 ‘하우스 플랜(House Plan)’, 교사들의 다양한 연구모임 등을 적극 활용해볼만 하다.
    셋째, 학교 공동체 접근은 아래로부터의 혁신을 공유하는 협력적 교육행정 설계를 필요로 한다. 교육행정기관과 학교현장 사이에 전통적인 규제와 통제 관계보다는 협력과 지원의 관계를 형성하려면, 학교현장의 실제로부터 교육정책을 수립하는 방법론을 개발해야 한다. 지속적으로 현장을 연구하는 교육행정가의 역할과 역량을 통해 학교현장 중심의 교육정책을 수립하는 데에 도움을 줄 수 있다.
    넷째, 단위학교를 비롯한 교육체제 전반에서 전문적 공동체를 실천할 수 있는 조건을 일관적으로 갖추어야 한다. 현재의 교사 준비 및 사회화 과정, 교사 직무 기준, 학교 협의 기구, 정부의 교육정책과 기준 등이 전문적 공동체에 적합한가를 검토해 보아야 한다. 특히 교육행정의 관료적 통제가 지속되는 한, 학교의 공동체적 노력을 북돋울 수 없기 때문에 교육행정 기능의 전환이 절실히 필요하다.

    The purpose of this study is to explore the school-based professional community to cope with uncertainty, by recognizing the limits of bureaucratic educational administration. For this purpose, by analyzing the uncertainty caused by bureaucratic approach in educational administration and searching for capacities and conditions to be needed for educational practices in schools, it suggests the meaning of professional community and autonomous practical criteria that can confront uncertainty on actual sites of schools.
    In order to accomplish the purposes of this study, it uses literature research method. The theoretical discussions through the analysis of related literature can be summarized as follows.
    It has been believed that we could secure the certain results in bureaucratic approach by excluding the uncertainty in educational administration. Centralized bureaucracy, standardization in educational administration, and evaluation-based accountability system are the typical strategies for commonly pursuing the certainty in bureaucratic approach. However, the bureaucratic approaches that controls schools in a way of uniformity and pursues of result-oriented certainties can not properly deal with real educational situation, which is uncertain, ambiguous, and value conflicting. On the contrary, the bureaucratic approach for the uncertainty has caused standardization in all education fields, and it hasn't accepted the demands of autonomy, professionalism, and diversity in the line with educational practices. Moreover, this problem cannot be resolved only with efficient administration and objectivism apart from educational reality. It is necessary to overcome the bureaucratic dysfunction not to cope with the uncertainty of education because the aim of educational administration is to support and encourage school education.
    Because the educational phenomena have the characteristics of complexity, uniqueness, value conflicting and others, it is needed an alternative, non-bureaucratic approach to cope with uncertainty in educational administration. Accordingly we note that educational administration includes the function of building school culture to lead a cultural approach corresponding to the uncertainty through autonomous practice capabilities in each school.
    While the bureaucratic approach in educational administration has caused the standardization in schools, each school moves toward educational autonomy, professionalisms, and diversity. Traditionally, they are considered as the important principles of educational administration. Recently, with the introduction of school-based management, each school has developed the practical capacity for the principles. This study analyzed that educational autonomy and professionalism has a authentic meaning when they are obtained from reflective practices of teachers, not offered from outside. Furthermore, for improving school-based autonomy and professionalism, the present conditions are that teachers should participate and empower in decision-making, and build the relationship with professional colleagues. Also, the recent educational trend reflects that each school confronts the demands of diversity through harmonizing educational equality and excellency, and expanding the right of school choice. It is important that the educational diversity depends on the educational autonomy and professionalism in school.
    Through the above analysis, it wa recognized that corresponding to the uncertainty of real education shall not be left only to individual efforts of teachers, but it must be supported through school community and this must become the most essential task of educational administration. When school members follow autonomous and professional norms, the professional community can be improved. In the community, education practitioners can autonomously handle the uncertainty and value conflicting confronting in educational practice by sharing basic values of education and accepting the ambiguity of the practices. The school community accepting differences and diversities is appropriate for corresponding to the uncertainty of education. Especially, autonomous practices in professional community should preserve the criteria of coherence. The coherence in autonomous practices means the coherence of actions and selections covering actual proofs and related values, assumptions, intentions, and meanings including objectivity and subjectivity. In the concrete situation of value judgment, coherence between objectivity and subjectivity can have situational compatibility. By understanding the mutual relation between existing abundant theories, knowledge, forecasts, policies and methods, education practitioners can pursue the coherence of thinking and action. The fusion of various horizons relating to educational administration can be obtained by applying the criterion of coherence.
    In professional community, the coherence can be applied as the following. First, practical coherence to professional norms is necessary. The members of the community can secure the autonomy by agreeing professional norms and preserving coherent action to the agreed norms. Secondly, the coherence of educational policy with school sites is necessary. The coherence of educational policy is considered as the conformity to present the effectiveness of policy. Thirdly, the coherence of learning as learning community is necessary. Autonomous practices in professional community pursue of learning community by constantly solving own problems, not imposing changes to schools. Learning community focuses on developing knowledge and technologies necessary for changes by making for members of each school to diagnose and study educational problems, and obtain solutions by themselves. It is important to improve the capacities of schools as well as individuals through the consistent process of learning. Especially, teachers are necessary for improving long-term group learning activities and suitability with on-site school lessons to secure the coherence of the experiences of professional development.
    The above study stressed that the community-based efforts and autonomy in schools should be secured to correspond to the uncertainty getting more deeply involved in educational administration. On transforming the idea of community into responsible practices, learner-oriented professional community should be concreted in all school policies, structures, cultures and processes. Specifically, the following efforts are necessary to practice professional community in schools.
    Firstly, considering the uncertainty of actual education, the school-based and teachers' autonomous practices rather than the governmental educational policies are necessary. It is needed that teachers equipped with professional knowledge and abilities work devotedly rather than the educational authorities directly control and supervise schools. It presents that the professional approach of community should focus on the professionalism development of teachers in schools.
    Secondly, in order to request teachers for following practice norms agreed in community, not bureaucratic standards, it is necessary to develop professional practice norms in schools and to support them in the level of educational administration. It is recommended to introduce "House Plan" to operate specialized education reflecting various values in schools as a case of professional community sharing basic values in schools and accommodating diversity. Even in existing public and private schools, cooperative structures, leaderships and time considerations are necessary. Also, when schools have agreed professional practice norms, peer evaluation can be conducted in schools.
    Thirdly, the approach of school community are necessary a cooperative educational administration design sharing the bottom-up innovation . It is needed that educational administrators working for traditional bureaucratic systems should be offered the knowledge about what to do to help school practices. Also the methods to develop educational polices from school knowledge should be developed to form the relation of cooperation and support, not that of traditional control and supervision between schools and educational administration institutions. The role and capacity of educational administrators can be developed by continuously conducting on-site study.
    Fourth, the conditions for practicing professional community in all educational systems including school-based one should be equipped in consistency. That is, teacher preparation, socialization process, practice norm of teachers, school structure for agreement and cooperation, and government educational policy should be compatible for professional community in consistency. Especially, the bureaucratic control of educational administration not consistent with the concept of professional community discourages the efforts of school community. Also long-term perspective of process is necessary to bring up teachers having proper knowledge and dispositions for learner-oriented reflective teaching, an aim of community.

    The purpose of this study is to explore the school-based professional community to cope with uncertainty, by recognizing the limits of bureaucratic educational administration. For this purpose, by analyzing the uncertainty caused by bureaucratic approach in educational administration and searching for capacities and conditions to be needed for educational practices in schools, it suggests the meaning of professional community and autonomous practical criteria that can confront uncertainty on actual sites of schools.
    In order to accomplish the purposes of this study, it uses literature research method. The theoretical discussions through the analysis of related literature can be summarized as follows.
    It has been believed that we could secure the certain results in bureaucratic approach by excluding the uncertainty in educational administration. Centralized bureaucracy, standardization in educational administration, and evaluation-based accountability system are the typical strategies for commonly pursuing the certainty in bureaucratic approach. However, the bureaucratic approaches that controls schools in a way of uniformity and pursues of result-oriented certainties can not properly deal with real educational situation, which is uncertain, ambiguous, and value conflicting. On the contrary, the bureaucratic approach for the uncertainty has caused standardization in all education fields, and it hasn't accepted the demands of autonomy, professionalism, and diversity in the line with educational practices. Moreover, this problem cannot be resolved only with efficient administration and objectivism apart from educational reality. It is necessary to overcome the bureaucratic dysfunction not to cope with the uncertainty of education because the aim of educational administration is to support and encourage school education.
    Because the educational phenomena have the characteristics of complexity, uniqueness, value conflicting and others, it is needed an alternative, non-bureaucratic approach to cope with uncertainty in educational administration. Accordingly we note that educational administration includes the function of building school culture to lead a cultural approach corresponding to the uncertainty through autonomous practice capabilities in each school.
    While the bureaucratic approach in educational administration has caused the standardization in schools, each school moves toward educational autonomy, professionalisms, and diversity. Traditionally, they are considered as the important principles of educational administration. Recently, with the introduction of school-based management, each school has developed the practical capacity for the principles. This study analyzed that educational autonomy and professionalism has a authentic meaning when they are obtained from reflective practices of teachers, not offered from outside. Furthermore, for improving school-based autonomy and professionalism, the present conditions are that teachers should participate and empower in decision-making, and build the relationship with professional colleagues. Also, the recent educational trend reflects that each school confronts the demands of diversity through harmonizing educational equality and excellency, and expanding the right of school choice. It is important that the educational diversity depends on the educational autonomy and professionalism in school.
    Through the above analysis, it wa recognized that corresponding to the uncertainty of real education shall not be left only to individual efforts of teachers, but it must be supported through school community and this must become the most essential task of educational administration. When school members follow autonomous and professional norms, the professional community can be improved. In the community, education practitioners can autonomously handle the uncertainty and value conflicting confronting in educational practice by sharing basic values of education and accepting the ambiguity of the practices. The school community accepting differences and diversities is appropriate for corresponding to the uncertainty of education. Especially, autonomous practices in professional community should preserve the criteria of coherence. The coherence in autonomous practices means the coherence of actions and selections covering actual proofs and related values, assumptions, intentions, and meanings including objectivity and subjectivity. In the concrete situation of value judgment, coherence between objectivity and subjectivity can have situational compatibility. By understanding the mutual relation between existing abundant theories, knowledge, forecasts, policies and methods, education practitioners can pursue the coherence of thinking and action. The fusion of various horizons relating to educational administration can be obtained by applying the criterion of coherence.
    In professional community, the coherence can be applied as the following. First, practical coherence to professional norms is necessary. The members of the community can secure the autonomy by agreeing professional norms and preserving coherent action to the agreed norms. Secondly, the coherence of educational policy with school sites is necessary. The coherence of educational policy is considered as the conformity to present the effectiveness of policy. Thirdly, the coherence of learning as learning community is necessary. Autonomous practices in professional community pursue of learning community by constantly solving own problems, not imposing changes to schools. Learning community focuses on developing knowledge and technologies necessary for changes by making for members of each school to diagnose and study educational problems, and obtain solutions by themselves. It is important to improve the capacities of schools as well as individuals through the consistent process of learning. Especially, teachers are necessary for improving long-term group learning activities and suitability with on-site school lessons to secure the coherence of the experiences of professional development.
    The above study stressed that the community-based efforts and autonomy in schools should be secured to correspond to the uncertainty getting more deeply involved in educational administration.
