The purpose of this article is to evaluate the phase of Korean economy in relation to economic freedom. The main findings of this paper are as follow. First, this paper summarizes the essences of economic freedom that have been developed by economists. Among them Milton Friedman’s thoughts are more precise. According to M. Friedman. The essences of economic freedom are freedom to choose how to use our income. freedom to use the tesources we possess. and freedom to own property. Second. this paper summarizes the method to evaluate economic freedom and the results of evaluation made by Frazer Institute and many other Institutes in the world. In 1995, the high-rated countries in terms of economic freedom are Hong Kong. Singapore. New Zealand. U.S.A., Switzerland. U.K.…. The ranking of Korea is 18th among 115 countries in 1995. Third. The ratings of Korea are 4.4 in 1975, 4.0 in 1980, 4.8 in 1985, 5.0 in 1990, and 6.7 points in 1995. The important factors that improved economic freedom in Korea are found to be lowering of regulations, import liberalization, capital market liberalization, etc.. This findings suggest that Korea persistently lower the regulations and liveralize the capital market to foreigners. Fourth. it is expected that economic freedom in Korea will be improved under the control of the IMF System. This means that under the control of the IMF System, copetition in Korea will be more vitalized.

Recently universities become to face a fierce competition. The main cause for this changing environment is the reduction of the numbers of applicants to universities. This changes the whole strategy and tactics of the universities. Universities should reduce the operating costs and satisfy the customer’s needs. This new environment threats the life of the universities. In order to overcome this new threat, universities should abandon their old strategy and tactics. They must employ a new and strong strategy. One way to do this is the implimentation of TQM(total quality management). This research analyzes the case study of the Cal Poly State University in the State of California. The Cal Poly introduced the TQM in 1993. The Cal Poly developed the PSM(problem-solving model) to implement the TQM. After the third year, the TQM resulted in both tangible and intangible benefits.
