        Impediments to the Integration of ICT in Public Schools of Contemporary Societies: A Review of Literature

        The era of information technologies has stimulated the demand of educational reform based on the use of information and communication technology (ICT). It requires explicit guidelines, vibrant objectives, mobilization of resources and political commitment at all levels of the country to achieve the desired results. However, change is not easy, it requires to overcome the impediments that hinder the successful integration of ICT in public schools. The pace of this reform is active in developed countries, while developing countries are lagging behind in achieving the required goals. The foremost purpose of this study is to highlight the barriers in the effective integration of ICT faced by developed countries in general and developing countries in particular. Reviewing the impediments to the integration of ICT in public schools may assist educators to become technology adopters in the future. Findings of the study reveal that intrinsic barriers are easy to surmount; once extrinsic barriers have been subdued successfully.

        The purpose of this paper is to provide a model for communication in large scale projects in Big Data environment. Given the fact that Big Data is going to be part of every business organization very soon, this study aims to present a new communication management strategy in order to accommodate the change in technology of data base storage systems. The complex large projects always emerge with different modes and have different attributes for processing the data. In this model different data sources of a large scale project are connected to the enterprise data ware house using Information Inference Framework (IIF). This new approach may provide an enhanced way of communication management for activities in large scale projects.

        Big data introduced several novel opportunities for many organizations worldwide. Big data technologies are now available for businesses of all scales and the organizations are adopting them increasingly to capitalize on various business gains. In this era of growing projects globally, big data is not only assisting in information exchange but also bringing convenience for communication management in large scale projects. This study assesses the level of awareness of communication management professionals regarding Big Data technologies and analyzes the contribution of different factors responsible for the rate of adoption of big data technologies for communication management in large projects. The study is based on online surveys and interviews of different organizations and the academia. The findings show that, among others, fear of job loss is a major hindrance while the enhanced information mobility is the major accelerator towards the adoption of big data technologies for communication management. It further establishes that unawareness of the professionals towards big data technologies plays a negative role in their acceptance.

        Information and communication technology (ICT) is increasingly recognized as an important driver of economic growth, innovation, employment and productivity and is widely accepted as a main feature of development. During the last couple of decades, ICT sector became the most innovative service sector that affected the living standards of human beings all over the world. In the beginning of the $21^{st}$ century, some of the Asian countries made reforms in the ICT sector and spent an enormous amount for the progress of this sector. On the other hand, developed countries in the European Union (EU) faced different crises which badly affected the dissemination of this sector. Consequently, EU countries lost their hegemony in the field of information technology and resultantly, some of the emerging Asian countries like China, India, and South Korea got supremacy over the EU in this field. Currently, these countries have a strong IT infrastructure, R&D sector, IT research centers working for the development of ICT. Moreover, this paper investigates reasons for the shifting of the balance of digital power from Europe to Asia.

        Crowdsourcing Software Development: Task Assignment Using PDDL Artificial Intelligence Planning

        The crowdsourcing software development (CSD) is growing rapidly in the open call format in a competitive environment. In CSD, tasks are posted on a web-based CSD platform for CSD workers to compete for the task and win rewards. Task searching and assigning are very important aspects of the CSD environment because tasks posted on different platforms are in hundreds. To search and evaluate a thousand submissions on the platform are very difficult and time-consuming process for both the developer and platform. However, there are many other problems that are affecting CSD quality and reliability of CSD workers to assign the task which include the required knowledge, large participation, time complexity and incentive motivations. In order to attract the right person for the right task, the execution of action plans will help the CSD platform as well the CSD worker for the best matching with their tasks. This study formalized the task assignment method by utilizing different situations in a CSD competition-based environment in artificial intelligence (AI) planning. The results from this study suggested that assigning the task has many challenges whenever there are undefined conditions, especially in a competitive environment. Our main focus is to evaluate the AI automated planning to provide the best possible solution to matching the CSD worker with their personality type.
