        Investigation of the Legislation of Crimes Concerning Endangering Drug Safety in China

        The protection and improvement of drug safety is a major and realistic issue of concern to Chinese society and the public at present. Thus, the crimes concerning endangering drug safety are one of the key areas of Chinese criminal law. The Criminal Law of the People's Republic of China has been regulating crimes concerning endangering drug safety since 1979, and special activities have been carried out in practice to combat crimes concerning endangering drug safety. Although the criminal legislation on crimes concerning endangering drug safety changes frequently in China, its spirit of legislation and the developmental sequence is clear. Firstly, the main legislative form is the criminal code, supported by administrative laws and regulations. Secondly, the scope of criminal law shows a trend of gradual expansion, which is mainly reflected in the expansion of the object of crime and the scope of regulatory act. Thirdly, the time-point of intervention has been brought forward by the criminal law. Fourthly, the punishment tends to be more severe. In criminal legislation of China, the specific content of the crimes concerning endangering drug safety is mainly concentrated on the core crimes related to the act of producing or selling of counterfeit and substandard drugs. This article carried out a detailed analysis of the constituent elements and the controversial issues about these core crimes such as the crime of producing, selling or providing counterfeit drugs, the crime of producing, selling or providing substandard drugs, the crime of disrupting drug administration, the crime of neglecting duties in drug regulation, and other relevant crimes.

      • An Empirical Research on R&D investment Environment-Friendly Evaluation System of China

        Based on the analysis for economy and science of multinational R&D invested region, 13 index indicators are selected in this paper to establish the multinational R&D investment Environment-Friendly Evaluation System of China. The empirical research is carried out on 31 provinces of China with principle componential analysis and clustering analysis. Firstly, the main component is extracted from the 13 indexes with principle component analysis, and the comprehensive rank is concluded based on principle component function; Secondly, as far as comprehensive rank is concerned, clustering analysis is used to rank the investment environment to four clusters (A, B, C, D). Finally, the key factors can be obtained which affect the R&D investment environment-friendly through the result of empirical research, and play an important role in choosing and improving the R&D investment regions.

        <P>Polymers featuring photolabile groups are the subjectof intense research because they allow the alteration of polymer propertiessimply by irradiation. In particular, the <I>o</I>-nitrobenzylgroup (<I>o</I>-NB) is utilized frequently in polymer andmaterials science. This Perspective pays particular attention to theincreasing utilization of this chemical group in polymer chemistry.It covers the use of (i) <I>o</I>-NB-based cross-linkersfor photodegradable hydrogels, (ii) <I>o</I>-NB side chainfunctionalization in (block) copolymers, (iii) <I>o</I>-NBside chain functionalization for thin film patterning, (iv) <I>o</I>-NB for self-assembled monolayers, (v) photocleavable blockcopolymers, and (vi) photocleavable bioconjugates.         Quercetin Enhances Cisplatin Sensitivity of Human Osteosarcoma Cells by Modulating microRNA-217-KRAS Axis

        Quercetin can suppress osteosarcoma cell growth and metastasis. However, other effects of quercetin on osteosarcoma remain largely unknown. This research aims to evaluate the effects of quercetin in combination with cisplatin as treatment for osteosarcoma and investigate its regulatory mechanism. Cell viability and apoptosis in 143B cell line were determined after treatment with quercetin and/or cisplatin. RT-PCR and Western blot analysis were performed to determine the RNA or protein expression levels. Moreover, transwell assay was used to evaluate metastasis. Furthermore, rescue experiments were performed to investigate the potential regulatory mechanism of the treatment. Results showed that quercetin with concentration that was equal to or greater than 10 μM inhibited 143B proliferation, while 5 μM quercetin enhanced the cisplatin sensitivity of 143B cells. Expression of miR- 217 was upregulated after quercetin and/or cisplatin treatment, while its target KRAS was downregulated both at mRNA and protein levels. MiR-217 knockdown led to the loss of enhanced cisplatin sensitivity while miR-217 overexpression showed the opposite effects, indicating that quercetin regulated cisplatin sensitivity by modulating the miR-217-KRAS axis. In conclusion, 5 μM quercetin enhanced the cisplatin sensitivity by modulating the miR- 217-KRAS axis. This finding suggests that quercetin may be administered with cisplatin to improve the treatment for osteosarcoma.

        Induction of apoptosis in HT-29 cells by quercetin through mitochondria-mediated apoptotic pathway

        With increasing use of natural plant-derived components, exploring the anti-proliferative effects of phytochemicals is increasingly gaining importance in designing anticancer drugs. Quercetin, a natural constituent abundantly present in food products, is capable of inducing apoptosis in tumor cells. However, little is known about its biological effect on colon cancer cells and molecular mechanism leading to this event. The aim of this study was to investigate the effect of quercetin on the apoptotic pathway in human colon carcinoma cells (HT-29 cells). The results indicated that quercetin induced suppression of cell viability and apoptosis in HT-29 cells in a dose-dependent manner. This involved characteristic changes in nuclear morphology, activation of caspases-3 and caspases-9, collapse of Mitochondrial membrane potential (DCm), upregulation of pro-apoptotic Bax, and downregulation of antiapoptotic Bcl-2 and Bcl-XL. Quercetin, which exerts anti-proliferative effect though different signaling pathways, is a classic candidate for anti-colon cancer drug design.

        Manipulation of Yeast Cells by a Tapered Fiber Probe and Measurement of Trapping Force

        Optical tweezers including near-field optical trapping have been developed theoretically and experimentally. For a novel method, an optical trapping system with a tapered fiber probe inserted at an angle is built and discussed in this paper. Yeast cells can be trapped and manipulated by moving the sample chamber or the tapered fiber probe in three dimensions. Then, twenty-one yeast cells are manipulated to form a pattern of two letters “TH”. Next, the optical-trapping-force curves as a function of the offset are measured and discussed by reference to static and dynamic methods at various laser powers.

        PHOTOCATALYTIC DEGRADATION OF PYRENE IN POROUS Pt/TiO₂–SiO₂ PHOTOCATALYST SUSPENSION UNDER UV IRRADIATION

        Pyrene is a high molecular weight polycyclic aromatic hydrocarbon (PAH) that is found in water systems worldwide. It is harmful to living organisms, even when taken in very small amounts. The photocatalytic degradation of pyrene in porous Pt/TiO₂–SiO₂ photocatalyst (PPtPC) suspension under UV irradiation was investigated in this study. PPtPC was prepared by a simple heat treatment of the compacted powder mixtures of anatase TiO₂ and amorphous SiO₂ with camphor as a pore directing template, followed by coating platinum by the dip-coating method. X-ray diffraction (XRD), scanning electron microscopy (SEM) with an integrated energy-dispersive analysis of the X-ray (EDX) system, and Brunauer–Emmett–Teller (BET) were used to characterize PPtPC. The degradation kinetics of pyrene in different experimental conditions, such as initial concentration of pyrene, oxygen concentrations, pH, and temperature, were investigated. The durability of PPtPC was also tested. The results indicate that the structure of TiO₂ in PPtPC is anatase. The aggregated size of PPtPC is in the range of 10–100 μm, the mean pore diameter is 3 nm, and the BET surface area is 109 m² g-¹. The photocatalytic degradation process of pyrene follows pseudo-first-order kinetics. The rate constants increase as the initial concentration of pyrene and pH decrease. Higher temperature slightly enhances the rate constant. The dissolved oxygen in the photocatalytic degradation process is not as important as in the photolysis process. The recovered PPtPC still shows high photoactivity. This work suggests that PPtPC offers a promising method for high molecular weight PAH removal.
