지역 e-Learning 지원센터의 기능분석과 중요도 인식에 관한 연구

Today, many universities are confronted with the changing education paradigm such as e-Learning, Distance Education, Virtual University. This IT-based learning paradigm shift is certainly a new opportunity or a threat to our universities. To build a e-Learning system, not only many H/W and S/W resources but also expert personnels are required. An organization such as local university who is week at financial status can't himself plan the system. The Local University Community e-Learning Centers that support the demand of e-Learning requirements for their community are recommended. In order to operate these centers efficiently, the roles and functions of the center should first be defined, and the priorities of their functionalities must be rated. To define the functions of the center and assess their importance rating, we classified the function of it into four dimensions, ① contents development support, ② learning management support, ③ facilities and equipments support, ④ planning and operational management support, and each dimension has 3 or 5 measurement items. Most respondents say that contents development support factor is most important, and learning management support is next. We also tried to find the differences for each factor by the characteristics of responsor. The data showed that there was little differences between the groups in evaluating the importance of the functions of the center. Nevertheless the cross table analysis showed a significant meaning for each groups. Through the analysis, we could have recommended the operational implications for the e-Learning centers.
계면활성제를 첨가한 TMA-포접화합물의 상변화에 관한 실험적 연구

The purpose of this study is to investigate the propriety of TMA clathrate as a cold storage medium. Particularly, this is to examine the extent of subcooling improvement when the surfactants are added to the TMA clathrate, because water used cold storage material has low phase change temperature and subcooling. This study has been analyzed and compared with TMA 30wt% clathrate how phase change temperature, subcooling and specific heat in the various concentrations are changed. This results view to be improved phase change temperature and subcooling of TMA30wt% as a cold storage medium, when it had some surfactant. Additionally, it is that surfactant must be controlled under available solution limit and study for new additive must be lasted to know its effect.
KOREA'S ECONOMIC STRATEGY UNDER THE ROH MOO-HYUN GOVERNMENT : A PROPOSAL

This paper is a proposal for Korea's economic strategy under the Roh regime and beyond. Since economic strategy is predicated on the nation's economic objective and policy environments, sustainable and equitable economic development is regarded as the key objective. Major trends are identified in the policy environment, including the emerging globalization and information era, demographic changes, declining savings and investment rates, and a widening digital divide. In light of these trends, the Korean government should play a complementary role to the private sector, providing a robust infrastructure to safeguard the private sector's development and to attract mobile resources from abroad. Also, Korea must embrace market principles and global standards, and implement appropriate human resources and equity policies.
Korea’s Green ODA: Performance and Challenges

As international solidarity and cooperation become ever more crucial in the age of COVID-19, efforts in the international community to respond to global issues in the post-COVID-19 era are also receiving a major boost. In particular, the United States, EU and other leading nations held a virtual climate summit in April 2021, announced their 2030 greenhouse gas re-duction goals and are actively promoting decarbonization policies and sus-tainable growth. In response to the global pandemic crisis, discussions on green ODA to support climate change action and green transition in developing countries are also in full swing. At the P4G Seoul Summit held in May last year, the Korean government pushed for transition to a low-carbon economy through Green New Deal policies and “net zero by 2050” strategies, together with plans to expand support for developing countries seeking green recovery by 2025. In addition, the Committee for International Development Cooperation (CIDC) convened in July last year to establish the Green New Deal ODA Promotion Strategy, which aims to achieve the goal of ex-panding green ODA. Development cooperation in the green sector currently accounts for 20% of the total ODA (2015–2019 average), but the Korean government plans to significantly in-crease the proportion of ODA in the green sector to above the OECD average (28.1%) by 2025. In order to lead global cooperation in the green sector to sustain momentum for green transition and boost efforts in the international community, the Korean government has pledged $300 mil-lion in support for the Green Climate Fund (GCF) by 2027. It also plans to expand cooperation with the Global Green Growth Institute (GGGI) through the establishment of a Green New Deal Fund to support consulting and financing green industry activities for developing countries in five major Green New Deal areas. In order to enhance the effectiveness of ODA in green sectors and strengthen development partnerships, it is necessary to focus on areas such as green energy and eco-friendly mobility in developing countries and promote capacity development.
Korea s Aid Agencies and Result-Based Management System

This study was conducted to analyze the current situation of results-based management in Korea s ODA agencies and to find ways to reform the results-based management system. To this end, a fact-finding survey and literature review were conducted for the government agencies implementing ODA. This study also analyzed each institution’s aid implementation system, types of aid, and performance management environment. Based on this analysis, organizations that conduct self-evaluation were compared and classified into three results-based management models. The appropriate results-based management methods and evaluation indicators were derived according to the evaluation system and characteristics of each model.
