Currently in Japan, there are two difficulties in public facilities, plenty of facilities are becoming superannuated, and it will be difficult to renew them due to financial difficulties of municipalities. Under such circumstances, a lot of municipalities focus on compounding public facilities as a method for providing sustainable administrative services by increasing operational efficiency of them. In this paper, we clarified the actual situation and issues of composite public facilities from documentary and interview surveys to the five cases. From these surveys, it became clear that municipalities cannot obtain the operational efficiency of compounding unless they combine the facility functions across barriers and centralize operation by Public-Private Partnerships. Through these, we propose a management system for complex facilities that contributes to municipality finances.

<P>The chemistry of reactive halogens in the polar atmosphere plays important roles in ozone and mercury depletion events, oxidizing capacity, and dimethylsulfide oxidation to form cloud-condensation nuclei. Among halogen species, the sources and emission mechanisms of inorganic iodine compounds in the polar boundary layer remain unknown. Here, we demonstrate that the production of tri-iodide (I-3(-)) via iodide oxidation, which is negligible in aqueous solution, is significantly accelerated in frozen solution, both in the presence and the absence of solar irradiation. Field experiments carried out in the Antarctic region (King George Island, 62 degrees 13'S, 58 degrees 47'W) also showed that the generation of tri-iodide via solar photo-oxidation was enhanced when iodide was added to various ice media. The emission of gaseous I-2 from the irradiated frozen solution of iodide to the gas phase was detected by using cavity ring-down spectroscopy, which was observed both in the frozen state at 253 K and after thawing the ice at 298 K. The accelerated (photo-)oxidation of iodide and the subsequent formation of tri-iodide and I-2 in ice appear to be related with the freeze concentration of iodide and dissolved O-2 trapped in the ice crystal grain boundaries. We propose that an accelerated abiotic transformation of iodide to provides a previously unrecognized formation pathway of active iodine species in the polar atmosphere.</P>
A Configuration of Power Divided Diplexer for Satellite Onboard Application in Ku-Band

In designing of high power satellite communication antenna, the high precise design is necessary to avoid multipactor generation under the condition of high vacuum space environment. Especially, realizing high power-handling diplexer, which separates transmitting and receiving power, os required for antenna feed circuit. This paper proposes a new configuration of high power handling diplexer for satellite onboard application and test results in Ku-band. For surviving high power handling, two methods are applied. One is input power to band pass filter (BPF) is divided into half power using hybrid coupler, and the other is input power of stub of BPF is divided into half power using double sided stub configuration. This configuration can decrease to a quarter power of input to avoid power concentration. And design method of stub filter with optimized procedure to obtain good isolation performance in receiving band is described. Drastic improvement can be achieved by introducing this technique. Further, electric field is also calculated using simulator and power limitation to multipactor is estimated. A diplexer has been designed and manufactured in the Ku-band and its design effectiveness has been confirmed through test results.

We have theoretically studied the nonadiabatic transitions among the five lower states with the Ω=$1_u$ symmetry ($1_u^{(1)} to 1_u^{(5)}$) in the photodissociation of Cl₂, Br₂, and I₂by using the spin-orbit configuration interaction (SOCI) method and the semiclassical time-dependent coupled Schrodinger equations. From the configuration analyses of the SOCI wavefunctions, we found that the nonadiabatic transition between $1_u^{(2)}$ and $1_u^{(1)}$ is a noncrossing type, while that between $1_u^{(3)}$ and $1_u^{(4)}$ is a crossing type for all the molecules. The behavior of the radial derivative coupling element between $1_u^{(1)}$ and $1_u^{(2)}$ and that between $1_u^{(3)}$ and $1_u^{(4)}$ is analyzed in detail. In Cl₂, nonadiabatic transitions can take place even between the states correlating to different dissociation limits, while in Br₂ and I₂, with the usual photon energies e.g. less than 20 eV, nonadiabatic transitions occur only between the states correlating to the same dissociation limits, reflecting the different magnitudes of the spin-orbit interactions.
Internal Mixing of Pollutants for Submicron Particles Observed during Springtime in Japan

Internally mixed states of submicron particles during transport from the Asian continent to the Pacific Ocean were analyzed using a single-particle time-offlight mass spectrometer. The observation was conducted at Tsukuba in Japan in the spring of 2005 in order to investigate springtime transport of particles from the continent. The sum of ion intensities of sulfate (${HSO_4}^-$) detected in particles originating from the continental air masses counted for 75% of that in all particles during the observation. By analyzing correlations among compounds, origins and internally mixed states of compounds were estimated. It was found that nitrate was mixed with sulfate-rich particles as the air mass approached Japan. It was confirmed that Asian mineral dust particles played significant roles for transport of continental sulfate to Japan. As a result of analysis on internal mixing of chlorine and nitrate, it was implied that the chlorine loss in fine sea salt particles had already proceeded at Tsukuba. It was characteristic that fluoride ions were significantly detected, coal combustion in the Asian Continent can be an important source of fluorides detected in Japan through the westward transportation of fine particles including fluorides.
