Language Policy and Intercomprehensibility

While honoring the Korean Government's recent decision to lower the age bracket for the English language-- lower secondary high school to fourth grades in the primary school, this paper attempts to focus on some fundamental concerns in bilingual education as referred to in the UNESCO Monograph On Fundamental Education. In the light of this Monograph, the writer introduces his views or ways of understanding on the effects of early bilingual education. Most exemplary data are drawn from previous experiments carried out mainly in the Philippines and Canada. The writer also attempts to introduce a controversial issue of the term "intercomprehensibility" coined by former British Council Assistant Ceneral, Dr, Arthur Henry King, now at Brigham Young University, Provo, Utah. The term is discussed with both British and American views in mind.

The vitrification process of racemic RS- and enantiomorphic S-ibuprofen was studied by using Brillouin light scattering and modulated differential scanning calorimetry (DSC). The sound velocity and the attenuation coefficient of both compounds were determined for the first time in the glassy, supercooled liquid and liquid states. The sound velocity and the hypersonic damping were similar between the two ibuprofen pharmaceuticals over the whole investigated temperature range including glassy, supercooled liquid and liquid states. The thermal expansion coefficient of the RS-ibuprofen was smaller than that of the S-ibuprofen, which suggests that the intermolecular force of the former is slightly stronger than the latter. The thermal relaxation times derived from the modulated DSC were consistent with the dielectric relaxation times in both RS- and S-ibuprofens. The fragility index of S-ibuprofen just above the glass transition was determined to be 73, which was smaller compared to the value of RS-ibuprofen, 89. This difference in the fragility indicates that the decrease in the fragility of S-ibuprofen compared to the racemic one may improve its stability of the amorphous state below the glass transition temperature against crystallization.
POSITIONAL COINCIDENCE BETWEEN WATER MASERS AND A PLASMA TORUS IN NGC 1052

We present results of the VLBA observation toward the radio continuum and water maser emissions in a nearby LINER galaxy NGC 1052. The jet structure observed in 2000 is similar to that in 1998, and the two jet structures in 1998 and 2000 support the sub-luminal motion with apparent velocity of 0.26c. Distribution of water maser spots are located ${\~}$0.05 pc shifted to southwest from the component which is supported to be the nucleus, and no rapid positional change of the water maser gas with respect to the central engine is seen from 1995 to 2000. The maser gas is positionally coincident with a plasma torus, and the position of the maser gas relative to the nucleus is stable from 1995 to 2000. The maser gas in NGC 1052 could be explained to be associated with the nuclear circumnuclear torus or disk like the situation found in the nucleus of NGC 4258.
Relaxation dynamics and fragility during liquideglass transitions of poly(propylene glycol)s

The acoustic and thermal properties of the liquideglass transitions of propylene glycol and its oligomers, poly (propylene glycol)s, were studied by temperature modulated DSC and Brillouin scattering. The fragility indices were determined from Angell plots using the observed modulation frequency dependence of the complex heat capacity. The variation in the glass transition temperatures is discussed on the basis of the free volume theory. The relaxation time of the structural relaxation obeys the VogeleFulcher law, and its high frequency end is in good agreement with the result of the dielectric measurement in the literature. The correlation between the observed thermal expansion coefficients and the glass transition temperature is discussed based on the free volume theory. The sound velocity and attenuation were accurately determined as a function of the temperature by Brillouin scattering by combination with the refractive index measurement. The relaxation dynamics were discussed by considering the relaxation from segmental motions. All of these physical properties were discussed based on the third-order anharmonicity and the Grüneisen parameter.

Ternary mixtures of water, sugar, and ionic liquid have been studied as new candidates for bioprotectants. To clarify the elastic properties and relaxation dynamics of the supercooled liquid and glassy states at low temperatures, the liquid-glass transitions were investigated by using a micro-Brillouin-scattering technique. The refractive index was measured accurately as a function of content and temperature to determine the sound velocity and the attenuation from Brillouin frequency shift and peak width. The relaxation times of structural relaxations related to liquidglass transitions were determined as functions of temperature. The Meyer-Neldel rule was found to hold for the activation energy and the prefactor of the Arrhenius law for the relaxation time.
The Role of Vibrational Coherency in Ultrafast Reaction Dynamics of PYP

Coherent oscillations in is fluorescence dynamics of W.-t. PYP and its site-directed mutants have been observed. Two oscillatory modes coupled with the ultrafast fluorescence due to the twisting of the excited chromophore were identified, a high ftequency mode (∼135 cm$\^$-1/) with ∼550 is damping time and a low frequency overdamped mode (-45 cm$\^$-1/) with ∼250 is damping time, respectively. Both modes disappear in the fluorescence dynamics of denatured PYP emphasizing the important role of the protein nanospace as the environment for photoreaction. The qualitative picture of fluorescence dynamics in site-directed mutants was rather similar to that in W.-t. PYP, i.e., similar oscillatory modes (∼130-140 cm$\^$-1/ and ∼40-70 cm$\^$-1/) have been observed. This indicates that the vibrational modes and electron-vibration couplings do not change dramatically due to the mutation though the damping time of low frequency mode a little decreases as the protein nanospace structure becomes looser and more disordered by mutation. On the other hand, in the case of some PYP analogues, the qualitative picture of fluorescence dynamics changes, showing the familiar picture of solvation effect whereas the oscillations are almost damped. Comparative analyses of these observations are presented.
Small Angle Neutron Scattering Study on the Structural Variation of Lysozyme in Bioprotectants

The thermal denaturation and subsequent structural variation of lysozyme in various bioprotectant candidate solutions such as trehalose and choline acetate have been investigated by using small angle neutron scattering and differential scanning calorimetry. The gyration radius shows little change with the addition of additives in a native state at room temperature. On heating the lysozyme solution, a remarkable increase in the gyration radius is observed at temperatures above the denaturation temperature without any bioprotectants. Such an increase is suppressed by the additives owing to the intermolecular interactions between the lysozyme molecules and the bioprotectants of trehalose and choline acetate. The fractal dimension of lysozyme varies slightly with the addition of the bioprotectant solutions, and shows a remarkable drop in the vicinity of the denaturation temperature for all the solutions.
