Deubiquitinases (DUBs) and noncoding RNAs have been the subjects of recent extensive studies regarding their roles in lung cancer, but the mechanisms involved are largely unknown. In our study, we used The Cancer Genome Atlas data set and bioinformatics analyses and identified USP21, a DUB, as a potential contributor to oncogenesis in nonsmall-cell lung cancer (NSCLC). We further demonstrated that USP21 was highly expressed in NSCLCs. We then conducted a series of in vitro and in vivo assays to explore the effect of USP21 on NSCLC progression and the underlying mechanism involved. USP21 promoted NSCLC cell proliferation, migration, and invasion and in vivo tumor growth by stabilizing a well-known oncogene, Yin Yang-1 (YY1), via mediating its deubiquitination. Furthermore, YY1 transcriptionally regulates the expression of SNHG16. Moreover, StarBase bioinformatics analyses predicted that miR4500 targets SNHG16 and USP21. A series of in vitro experiments indicated that SNHG16 increased the expression of USP21 through miR-4500. In summary, the USP21/YY1/SNHG16 axis plays a role in promoting the progression of NSCLC. Therefore, the USP21/YY1/SNHG16/miR-4500 axis may be a potential therapeutic target in NSCLC treatment.
Reassessing China’s higher education development: a focus on academic culture

During the past three and a half decades, China has been progressing in higher education in a surprisingly dramatic manner, evidenced especially by scientific publications and sheer numbers of graduates. Such a fact has national, regional and global implications. China’s higher education development and its future directions are now placed highly on the research agendas of many from various parts of the world. Unlike the general acknowledgment of China’s achievements, assessment of the future development of China’s higher education is wide open to question. To some, Chinese universities are on a trajectory to become “world-class” and China’s high-fliers challenge Western supremacy. To others, China’s notion of “world-class” status has been largely imitative. Pumping resources into universities will only lead to diminishing returns as Chinese culture and practices will act as a brake to the pursuit of academic excellence. An increasing deal of attention has been paid to where China will be located in a global higher education landscape and in what shape. Based on the author’s long-standing professional observation and recent empirical studies, this article assesses China’s higher education development, with a particular focus on the challenges brought forward by academic culture. It interrogates China’s pride of the idea that Chinese universities are not willing to assume that Western models define excellence, and asks how far Chinese universities could move within their current development model.

With the development of network and big data technology, how to dig out the effective information from massive data is the problem that we are facing. Traditional data mining algorithms in the face of big data, it is powerless. With the ability of parallel computing, data is processed on several machines, so the efficiency of data processing will be greatly improved. In this paper, the author analyzes the parallel data mining algorithm application in the evaluation of college counselors' psychological guidance ability, and puts forward the strategies of improving the ability of college counselors' psychological guidance. Based on the statistical analysis, the result shows that there were no significant differences in gender, but in the context of communication, female were better than male. The male instructors are superior to female instructors in the understanding ability of the observation and diagnosis and the plan of action. Obviously, training is a very effective way to improve the ability of College Counselors' psychological counseling, and it should be promoted and applied.
OPTIMAL IMPULSE AND REGULAR CONTROL STRATEGIES FOR PROPORTIONAL REINSURANCE PROBLEM

We formulate a stochastic control problem on proportional reinsurance that includes impulse and regular control strategies. For the first time we combine impulse control with regular control, and derive the expected total discount pay-out (return function) from present to bankruptcy. By relying on both stochastic calculus and the classical theory of impulse and regular controls, we state a set of sufficient conditions for its solution in terms of optimal return function. Moreover, we also derive its explicit form and corresponding impulse and regular control strategies.
A Design of Adaptive Virtual Camera View Modes Based on Optimized Virtual Assembly Relation Model

This paper proposes an optimized virtual assembly relation model on the basis of deep analyses of traditional ones. Some typical adaptive virtual camera view modes are designed based on constraint conditions and dynamic data structure of optimized model mentioned above for a reversible virtual process of assembly and disassembly. These newly designed viewing modes are able to auto-adjust focus and field of view to follow and aid user operations by ensuring that camera view continuously focuses on virtual operating space currently in need, which lower the difficulty of user operations and heighten the efficiency of virtual operations.
Adaptive Subpixel Edge Detection for Locating the Center of Nut Screw Hole

An accurate and fast machine vision-based method for locating the center of disk nuts is of tremendous significant for safe installation and maintaining service life of glass curtain wall. However, current manual or image processing approaches suffer from the problems of inaccurate or time consuming. Based on the intensity distribution model around the edge of screw holes within actual captured images, a Gaussian weighted adaptive threshold method is proposed to replace traditional Otsu threshold algorithm to identify the edge of screw holes in a level of subpixel. The identified edge points are used to fi t the center of hole via a least square estimation algorithm. Both simulation and real object evaluation have shown that the proposed algorithm has higher accuracy in locating the center of the screw holes and demonstrated with good tolerance to noise and faster processing speed comparing to that of the traditional algorithm.
Indigenizing the Western concept of university: the Chinese experience

Modern universities are uniquely European in origin and characteristics. With the diffusion of the European model into the university throughout the world, the heritage of colonialism and the fact that contemporary universities are Western institutions without much linkage to their indigenous intellectual traditions are the fundamental reasons for the failure of non-Western societies to effectively establish their modern higher education systems. In China, the integration between the Chinese and Western ideas of a university remains unfinished despite many efforts to indigenize the Western concept since the nineteenth century. This article examines and compares the characteristics and development of medieval European universities and traditional Chinese higher learning institutions. In contrast to most existing studies on higher education, which have overwhelmingly portrayed the powerful influence of economic and political realities, this article adopts a cultural perspective on the development of Chinese higher education, calling for the return of culture in the analyses of higher education development and arguing that Chinese universities have considerably improved their hardware but not their software. In the current great leap forward of the Chinese higher education, attention to institutions and cultural establishments is usually absent.
