        Japanese as a Second Language (JSL) for Foreign Students in Japanese Elementary and Junior High Schools - A Comparison with Korea Focusing on the Japanese Language (kokugo) Subject

        The increase in the number for foreigners in Japan during the 1990s and 2000s created new demands for education as the number of foreign children attending Japanese schools increased. The lack of Japanese language input at home thus makes it more difficult for foreign children to acquire literacy in Japanese at the same rate as Japanese children, which in turn creates new challenges for teachers, particularly teachers of Japanese language (kokugo). In this paper, I investigated various measures taken by teachers, schools, and educational authorities in Japan to meet the complex needs of foreign children in the schools system. The paper focused particularly on the development of the JSL curriculum to help foreign children develop language skills needed in important school subjects. I then discussed the relevancy of the situation in Japan for Korea where the issue of foreign children in Korean schools has been largely ignored as attention has been focused on “multicultural families” in which one parent is a native-born Korean.

        Problems and Prospects in Third Language Acquisition Research

        This paper is a review of important literature on third language acquisition. "Third language acquisition" in this paper is defined as the acquisition of a language beyond the second language or the first foreign language. First, several major problems in third language acquisition research are discussed : the lack of a clear definition of third language acquisition; problems in research methodology; and the lack of a strong theoretical base in much L3 acquisition research. Second, the accomplish ments of third language acquisition research are reviewed from the perspective of how they contribute to developing a research agenda in third language acquisition research. The accomplishements include research on the facilitating role of perceived language distance and of previous language learning experience in learning a third language. Finally, this paper concludes with a proposed agenda for L3 acquisition research and with a brief discussion of how this research agenda may help answer questions about L3 acquisition in Korea.

        Nationalism and Globalism in Transliteration Systems : Romanization Debates in Korea

        The debate over romanization of Korean flared anew in 1997 as the National Academy for the Korean Language presented a proposal for a new romanization system to replace the current system, which closely resembles the 1993 McCune-Reischauer system. The debate between advocates of the new system and defenders of the current system came from differing views on the role of han'gul in the maintenance of Korean cultural nationalism. Supporters of the new system argued that the current system is flawed because it deviates greatly from han'gul orthography by representing allophinic changes with different Roman letters, which makes it difficult for Koreans to use the current system. They further argue that the current system offends Korean national pride because it distorts the "purity" and "scientific intent" of han'gul. Defenders of the current system, however, argue that it helps non-native speakers come up with a reasonably accurate Korean prounciation. They also stress the aesthetic appeal of the current system to non-koreans over all other systems of romanization. In this paper, I first present background information on the politics of romanization since the division of Korea into two states in 1948. Through a detailed analysis of media reports and official documents, I then show how the recent debate in South Korea has unfolded since 1996. Finally, I discuss how the current debate reflects the continuing conflict between nationalism and globalism in Korean orthographic and romanization policies. The current dabate over romanization of Korean is important because it shows how the pressures of globalization cause a nationalistic reaction in transliteration systems as well as native-language orthographies around the world. As globalization continues, transliteration systems will play an increasingly important role in debates about how nations and peoples, particularly those with non-Roman alphabets, represent themselves orthographically in the emerging "global culture."

        Learning Together : How Creative Understanding Can Help Overcome Negative Attitudes toward English in Korea

        This paper discusses the development of negative attitudes toward English in the Korean sociocultural context over time. Positive motivation to learn English on the individual level compensates for some of the negative attitudes in the sociocultural context and results in high levels of proficiency for some learners. Most learners, however, fail to reach the desired level of proficiency because of negative attitudes toward English. Creative understanding as defined by Mikhail Bakhtin encourages the native-speaker teacher of English to engage him of herself with Korean culture which should reduce negative attitudes toward the teacher and English in the classroom. Recommendations on how to put creative understanding into practice and on how to function in a Korean educational institution are included at the end of the paper.

        Too Close for Comfort? Sociolinguistic Transfer from Japanese into Korean as an L3

        최근에 제3언어 습득에 대한 연구의 발전에도 불구하고, 여러 해결되지 못한 이론적인 문제가 남아 있다. 그 중에서 제3언어 습득에 있어서 제2언어 숙달도의 영향, 그리고 제3언어 다음에 습득하는 언어 (제4언어, 제5언어 등)에 있어서의 제1언어와 제2언어는 물론, 제3언어의 영향이 과연 현저한 것인가? 본 연구의 목적은 이러한 문제를 제기하고 제3언어로서와 제5언어로서의 두 영어 원어민 학습자에 대한 케이스 스터디를 통해서 언어 전이의 제 양상을 살펴본다. 요컨대, 두 영어 원어민 학습자가 한국어 습득 이전에 이미 고급 수준까지 일본어를 습득한 경험이 있으면, 본 연구 조사가 실행했을 때 이미 18개월 이상 한국에 거주했고 한국어를 고급이나 고중급 수준까지 습득한 것이다. 본 연구 결과에 따르면 한국어와 일본어의 유사성이 암시하는 바와 같이 고급 수준의 일본어 숙달도가 한국어 습득에 도움이 되었으며, 특히 문법과 어휘 습득을 촉진한 것으로 나타났다. 두 학습자는 한국어와 일본어를 비교하면서 한국어 습득에 도움이 될만한 지식을 적극적으로 이용했다. 다만, 사회 언어학적인 면에서 제5언어로서의 한국어 학습자가 일본어를 말하면서 무의식적으로 한국어 단어를 쓰고 제3언어로서의 한국어 학습자가 한국어를 말하면서 일본어로 자주 생각하는 것이 보였다. 결론으로서는 학습자의 언어 의식 (language awareness)은 제3언어 습득에 있어서 이미 습득한 언어로부터 "습득에 도움이 되는 것들"을 선택하는 데서 중요한 역할을 하면서도 그 효과가 학습자에 따라서 차이가 나타나므로 특히 사회언어학적인 면세서는 다소 예측하기 어렵다는 것이다.
