This paper discusses the role of people’s cooperation and local institutions in managing local common property resources. This paper is based on an empirical study of 76 irrigation tanks in the South Indian state of Tamil Nadu and it focuses on the organization and functioning of cooperative Water Users’ Association, the impact of the presence of Water Users’ Association on the various performance indicators of tanks and the factors affecting the presence or absence of Water Users’ Associations using simple statistical analysis and econometric model. Based on results of the empirical analysis, the paper argues that efforts should be made to make the Water Users’ Associations self-sustainable by providing them the legal right to harness the multiple benefits of tanks, besides linking the other programs like micro-credit program and national rural employment guarantee program with the tank management activities.

This paper analyzes the phenomenon that the transfer of agricultural land and water resources for urban use with adverse consequences to agricultural production has not been adequately addressed in the Indian context, through a case study of the state of Tamil Nadu which stands in the forefront of industrialization and urbanization. Results show that urbanization and land put to non-agricultural uses have strong negative impact on agricultural sector. Therefore, it is important to give priority for decentralized growth through rural industrialization, and public investment on road network should be increased not only to reduce the growth of urbanization but also to promote rural industrialization. The impact of industrialization especially around a few large cities is undesirable both from the point of view of balanced regional development and also from the viewpoint of the serious negative impacts of the growth of large urban centres on the neighbouring rural economies.

From a review of literature, it is found that while few methods are proposed by various researchers for estimation of lateral stiffness of brick masonry walls with openings, these methods are suitable for strong spandrel-weak pier condition. For weak spandrel-strong pier condition, these methods over estimate the stiffness. An improved method for estimation of stiffness of brick masonry shear walls with opening is presented in this paper. For the weak spandrel-strong pier condition, they overestimate the stiffness of the wall. The proposed method is applicable to both strong spandrel-weak pier and weak spandrel-strong pier conditions. It has been observed that the results of the proposed method are generally in good agreement with the results of finite element analysis and experimental results and are better than the other methods available in literature.

This study intends to predict the influence of injection pressure and injection timing on performance, emission and combustion characteristics of a diesel engine fuelled with waste cooking palm oil based biodiesel using the artificial neural network (ANN) model. To acquire data for training and testing in the proposed ANN, experiments were carried out in a single cylinder, four stroke direct injection diesel engine at a constant speed of 1500 rpm and at full load (100%) condition. From the experimental results, it was observed that waste cooking palm oil methyl ester provided better engine performance and improved emission and combustion characteristics at injection pressure of 280 bar and timing of 25.5o bTDC. An ANN model was developed using the data acquired from the experiments. Training of ANN was performed based on back propagation learning algorithm. Multilayer perceptron (MLP) network was used for non-linear mapping of the input and output parameters. Among the various networks tested the network with two hidden layers and 11 neurons gave better correlation coefficient for the prediction of engine performance, emission and combustion characteristics. The ANN model was validated with the test data which was not used for training and was found to be very well correlated.
A Comparative Analysis of Impulse Noise Removal Techniques on Gray Scale Images

Various kinds of images and pictures are required as sources of information for analysis and interpretation. When an image is converted from one form to another such as scanning, transmitting, digitizing, storing etc., degradation occurs to the output image. Hence, the output image needs to be enhanced in order to be better analyzed. Denoising is the one of the pre processing technique in digital image processing. This paper investigates the performance of four denoising methods for removing the High Density Impulse Noise. They are Adaptive Bilateral Filter (ABF), Fuzzy Peer Group Filter (FPGF), Switching Bilateral Filter (SBF), and Boundary Discriminative Noise Detection Filter (BDND).The performance of the above four filters is compared by using five performance metrics. They are Peak-Signal-to-Noise-Ratio, Mean Square Error and Root Mean Square Error. The Experimental results show that the BDND filter based denoising method performs well than the other three methods.
Characteristics of pulse plated CdxZn1−xSe films

CdxZn1-xSe films (0≤ x ≤ 1) were deposited for the first time by the pulse plating technique at different duty cycles in the range 6–50% at room temperature from an aqueous bath containing zinc sulphate, cadmium sulphate and selenium oxide. To the author’s knowledge this is the first report on pulse plated CdxZn1-xSe films. The deposition potential was 0.9 V (SCE). The as deposited films exhibited cubic structure. Composition of the films was estimated by Energy Dispersive Analysis of X-ray studies. X-ray photoelectron spectroscopy studies indicated the binding energies corresponding to Zn(2p3/2), Cd(3d5/2 and 3d3/2) and Se(3d5/2 and 3d3/2). Optical band gap of the films varied from 1.72 to 2.70 eV as the composition varied from CdSe to ZnSe side. Atomic force microscopy studies indicated grain size in the range of 20–150 nm.

Parametric studies have been conducted into the variability of the factors affecting the ultrasonic testing applied to weldments. The influence of ultrasonic equipment, transducer parameters, test technique, job parameters, defect type and characteristics on reliability for defect detection and sizing was investigated by experimentation. The investigation was able to build up substantial bank of information on the reliability of manual ultrasonic method for testing weldments. The major findings of the study separate into two parts, one dealing with correlation between ultrasonic techniques, equipment and defect parameters and inspection performance effectiveness and other with human factors. Defect detection abilities are dependent on the training, experience and proficiency of the UT operators, the equipment used, the effectiveness of procedures and techniques.
