China's National Innovation System Reform and Growing Science Industry Linkage
Motohashi Kazuyuki The Korean Society for Technology Manageme and Eco 2006 Journal of Technology Innovation Vol.14 No.2
In this paper, innovation policies for systems reform in China since the middle 80's are surveyed and its impacts on science industry linkage activities are investigated by looking into (1) technology market, (2) S&T outsourcing activities of firms and (3) co-invention patents by applicants in firms, universities and public research institutions. All of these findings suggest that the role of science sector in China's economic development process has become larger, and double skin problem (separation of science and industry sector) in China's innovation system has been gradually solved by a number of policy actions to facilitate science industry linkages.

This paper presents the results of a comprehensive analysis of the innovation activities of the entire population of Japanese firms with the use of a linked dataset from the Establishment and Enterprise Census and the Institute of Intellectual Property Patent Database (Japan Patent Office patent application data). In 2006, approximately 1.4% of approximately 4.5 million firms filed for patents, and substantial patenting activities were observed not only in the manufacturing field but also in other sectors, such as business-to-business services and finance. In addition, firm survival and growth are regressed with patenting and open innovation (measured by the joint patent application with other firms and universities). Results show that innovation activities measured by patenting are positively correlated with firm performance. Furthermore, the relationship between patenting and survival rate is strong for large firms, whereas that between patenting and firm growth is strong for small firms.

This paper presents the results of a comprehensive analysis of the innovative activities of the entire population of Japanese firms by using a linked dataset of Establishment and Enterprise Census and the IIP Patent Database (JPO patent application data). As of 2006, it was found that about 1.4% of about 4.5 million firms filed patents, and substantial patenting activities were found not only in the manufacturing field but also in a wide range of fields such as B2B services and financial sectors. In addition, a firm’s survival and growth are regressed with patenting and open innovation (measured by joint patent application with other firms and universities), and it is shown that innovative activities measured by patenting are positively correlated with such firm performance. It is also found that the relationship between patents and the survival rate is stronger for larger firms, while that between patents and firm growth is stronger for smaller firms.

While R & D activities of multinational firms in India focus on offshore development, other companies are developing cutting-edge technologies in the country. Hence, product development for the local market has increased with the expansion of the Indian market. The importance of India as an R & D center is predicted to increase, and multinationals in advanced countries must improve the competency creation mission of R & D entities in India. To do so, attracting exceptional talent and running highly autonomous organizations with reduced control from headquarters are critical. However, within a corporate-wide innovation strategy, fostering unity through social controls, such as international personnel rotations and training, close communication, and permeation of the corporate culture, are essential to the effectiveness of the local entity.
