        Efficiency Analysis of Spanish Container Ports Using Undesirable Variables and the Malmquist Index

        Spain is Europe’s second-largest country with total throughput reaching 16.7 million twenty-foot equivalent units (TEU) by 2020. The purpose of this study was to measure and compare the efficiency of 17 container terminals. As a study method, the DEA-CCR model, undesirable variable, and Malmquist Index (MI) were used for data envelopment analysis (DEA). The study results are as follow: (1) DEA-CCR is used to evaluate basic efficiency. The most efficient terminals are decision-making units DMU 1 (APM Terminals (Algeciras Port)), DMU 2 (Total Terminal International Algeciras (Algeciras Port)) and DMU 5 (Barcelona Europe South Terminal (Barcelona Port)). (2) Undesirable DEA was conducted to suggest inefficiency from the undesirable output. Overall, the efficiency scores were reduced. However, DMU 1, DMU 2, and DMU 5 maintained efficiency scores regardless of the finish factor. (3) Malmquist Index was used to observe technology and efficiency changes dynamically. The changes in TCI affected Spanish container terminals more than the Technical Efficiency Change Index (TECI) in 2018-2019. However, in 2019-2020, the TECI was 2.706, higher than the TCI value, indicating that the change in TECI had more influence on the increase in productivity. This study offers a broader understanding of Spanish container terminals.

        Policy priorities regarding the Improvement of the Safety of Ice Road Trucking along the Lena River using CFPR

        This research aims to determine potential factors related to the improvement of safety practices regarding ice road trucking in the Lena River area in Russia. The CFPR methodology proposed in this study provides a framework that serves as a guide to prioritizing safety factors in decision-making processes. Furthermore, the identification of ice road conditions, the promotion of ice road information, and driver behavior, as the top three safety factors, highlight the urgent need for improved maintenance efforts, reliable information dissemination, and enhance training for truck drivers. Addressing these safety factors could result in significant improvements in the safety and efficiency of ice road transportation in the Lena River region. Industrial implications can be found in this study in light of the decision-making solutions provided, which can establish a starting point in the policy-making decisions made by the Russian government, local authorities, and related stakeholders.

        국내 양곡 터미널 효율성 분석에 관한 연구

        본 연구는 국내 양곡 터미널 효율성 평가를 위해 DEA-SBM Window 및 DEA-Window 분석을 진행하였다. 분석 대상은 국내 9개의 양곡 화물 전용 터미널을 대상으로 하였다. DEA-SBM-Window 분석 결과, 선광(군산) 터미널이 0.924의 효율성이 도출되어 가장 효율성이 높은 터미널로 나타났다. DEA-Window 분석 결과, DEA-SBM-Window와 비슷한 추세로 선광(군산) 터미널이 0.937의 효율성을 보여 전 기간 평균 1위 터미널로 도출되었으며, 울산항의 태영인더스트리 터미널이 0.934로 평균 상위 2위 효율성을 기록했다. 본 연구는 국내 양곡 터미널의 운영 효율 개선을 위한 정부 부처 및 항만공사 등의 정책 입안 자료로서 활용 가능하다. This study conducted DEA-SBM Window and DEA-Window analyses to evaluate the operational efficiency of domestic grain terminals. The subjects of analysis were nine domestic grain cargo terminals. In the result of the DEA-SBM-Window analysis, Seongwang (Gunsan) terminal was found to be the most efficient terminal as an efficiency of 0.924 was derived. In the result of the DEA-Window analysis, in a similar trend to DEA-SBM-Window, the Sunkwang (Gunsan) terminal showed an efficiency of 0.937 thereby being derived as the number one terminal on average over the entire period, and the Taeyoung Industry Terminal in Ulsan Port recorded the second highest average efficiency with 0.934. This study can be used as policymaking data of government ministries and port corporations to improve the operational efficiency of domestic grain terminals.
