        International information transfer has increasingly been a topic of concern since the 1970s and has been discussed in numerous forums, including the OECD, the UN, Unesco, and ITU. It is made possible by the convergence of computer and telecommunications technologies which has facilitated the transfer of machine-readeable information across national boundaries with unprecedented speed and efficiency. While information flow between nations occupies an increasing percentage of the population in advanced countries the developing countries continue to experience information disparity. Yet even with this situation, information remains a major resource and commidity in international trade and commerce. Neither its value or its threat can be ignored by any nation. Both national and international information policy should be constructed with cognizance of the social, economic, cultural, and technological aspects of information

      • Korean international co-authorship in science 1994-1996

        Research performance in Korea has increased considerably for the past few years, both in regard to relative output of publications and the number of internationally coauthored papers. The purpose of this study is to characterize international scientific cooperation in Korea through the numbers of internationally coauthored papers covered by the Science Citation Index (SCI) CD-ROM, 1994-1996. A total of 3,627 collaborative papers published in 1,083 scientific journals were selected to analyse papers written in collaboration between Korea and other countries. The data reveal that Korea's coauthorship level with other countries was relatively high, representing 26.8% of national output. Among the collaborative papers, a large majority of the papers (84%) were authored by researchers at universities, while about 10% came from scientists at government-supported institutes and only 6% from industry. The country with the highest rate of cooperation with Korea is the USA. (42%), followed by Japan, Italy, Germany, the U.K., and France. Considering the strong interaction between Korean and American science, economic and political factors appear to play a strong role in the international coauthorship process. The results show clear variation in levels of international cooperation according to the disciplines: technology, agriculture and earth sciences represent local interests, while physics, chemistry, and biology are mainstream subjects.

      • The Making of Information Professionals in the United States : Education vs. Training

        Despite the fact that 100 years has elapsed since the opening of the first American library school, the questions of what and how to teach students have pursued the profession to the present day. It remains one of the most prevalent topics in library and information science literature, and with fundamental changes taking place in the information environment, the problem has gained increasing attention. Shortages of qualified professionals holding the MLS (Master of Library Science) or MLIS (Master of Library and Information Science) degree coupled with low salaries in the field have contributed to greater reliance on non-professionals for tasks once considered under the professional's domain Thus, concern over the necessity of the MLS as an entry level requirement into the information profession has grown. In addition, the subjert matter covered in a library and information science school's curriculum has also come under scrutiny as practitioners seem to place greater emphasis on skills training as opposed to theory. The idea that one can become an information professional without the formal education embodied in the acquisition of the MLS degree, but rather through training on the job, seems to be a cause of concern for advocates of the professional standard of the MLS as evidence of "true" librarian status. This paper has no pretensions of solving the problem, but merely intends to explore some of the aspects affecting the issue. Nevertheless, a few preliminary points can be made. Regardless of the endless debate over whether librarianship and information studies is indeed a profession at all, this paper assumes it is. As Wilson has stated, it is really a non-issue because ". what counts is that librarianship is organized as a profession and uses the methods of a profession to achieve its occupational goals" (Wilson, 1984, pp. 563-4). If one does not believe librarianship is a profession, the problem of educating librarians becomes almost a non-exis-tent point that can be covered by skills training alone. A second point that can be made is that the continual debate over education versus training has both positive and negative effects on the profession. It is positive in that it forces the practitioners and educators alike to constantly review and evaluate the job they are doing and to revise both education and/or practice as inadequacies become apparent. It forces professionals to take a hard look at what they have done in the past and prepare for expected changes in the future. However, the continual debate may be viewed as negative, especially in its effect on the general public, which will likely see it as an indication of the uncertainty librarians have over their position in society. More importantly, this negative view can turn away many potentially brilliant students who might aspire to be information professionals but find the image within the profession itself unsuitable. A third and final point is that library and information science is not the sole profession to question its educational and training practices. For any profession to survive in a changing environment will require constant questioning about how best to prepare future professionals to meet the challenges wrought by change. However, the difference in librarianship centers around the fact that society's perception of librarians is so poor that librarians have begun to believe in it, too. Nevertheless, the fact that information professionals do question their educational practices should not be a cause for too much concern. Essentially, this paper will cover many problems arising from the education versus training debate. Both sides will be considered as to their merits and demerits with a brief overview of the history and purpose of library and information education in America. Furthermore, the significance of the MLS as an appropriate employment credential and the effects of changes in the information environment on its status will be covered. Finally, the appropriateness of practice versus theory in education will be discussed.

        Weaknesses in the Distribution System for Korean Government Publications

        정부의 범위와 역할이 확대되고 그 활동내용이 다양해지면서 정부차원에서 생산되는 정보량도 지속적으로 증가하게 되었을 뿐만 아니라 정부가 생산한 정보는 국민이 국가정책을 이해하는데 중요한 정보원이 되고 있다. 이에 본 연구에서는 우리나라 정부간행물의 발간정책과 최근 발간경향을 살펴보았으며 정부가 생산한 정도의 합리적 배포체계를 위해 법적 제도적 기술적 측면에서 분석하였다. Government agency information has steadily increased as the role of government has expanded, and information provided by the government is increasingly a significant source for the public's understanding of government policy. Further, this information is an important resource for academic research oriented toward national development. However, in South Korea the distribution system for government information is far from ideal. This paper critiques that system It begins with a short history of Korean government Publishing policy, followed by a more detailed look at recent publishing trends. It then goes on to describe the legal, institutional, and technical aspects of Korean government's distribution of its information, focusing on weaknesses that prevent information from reaching those who desire or need it.

        국내 다문화 측정도구에 대한 고찰 : 학술지 논문을 중심으로

        본 연구에서는 국내 학술지에 게재된 다문화 측정도구 연구의 경향과 측정도구의 심리측 정적 특성을 살펴보고자 하였다. 2008년에 처음으로 게재된 이후 2018년도 1월까지 학술지에 게재된 총 53편의 다문화 측정도구 연구가 분석에 사용되었다. 다문화 측정도구의 측정영역 (개인의 다문화적 특성, 다문화환경, 다문화교육), 측정대상(영유아, 아동, 청소년, 성인)을 살펴 보았고, 측정도구의 형식(하위요인, 응답자, 평가방식, 반응양식)과 심리측정적 특성(신뢰도와 타당도)을 분석하였다. 그 결과는 다음과 같다. 첫째, 전반적인 동향을 살펴보면, 다문화 측정 도구는 2010년 이후에 급격히 증가하였으며, 개인의 다문화적 특성을 측정하는 도구가 가장 많았고, 성인을 대상으로 하는 도구가 가장 많았다. 둘째, 측정대상별 다문화 측정도구의 경 향을 살펴보면, 측정대상에 따라 측정영역이 다양하게 나타났다. 셋째, 국내 다문화 측정도구 의 심리측정적 특성을 살펴본 결과, 전반적으로 양호한 것으로 나타났다. 이러한 분석결과를 바탕으로 다음과 같은 시사점을 제시하였다. 향후 다문화 측정도구는 이론적 체계에 기초한 정확한 개념 정의가 이루어져야 하며, 학교 다문화교육을 통해 아동과 청소년의 다문화적 역 량을 측정할 수 있는 도구 및 다문화 환경 척도의 개발이 필요하다. This study investigated the research trends of multicultural instruments published in the KCI journals. In order to complete this project, a total of 53 papers were analyzed. Research papers concerning multicultural scale were reviewed in terms of the assessment domain (multicultural personality traits, multicultural climate, multicultural teaching, and so on) and participants (infants and preschoolers, children, adolescents, adults). Additionally, the formats of the measurements (sub-factors, respondents, assessment methods, responding types), and the psychometric properties of the measurements (reliability, validity) were analyzed. Descriptive statistics were conducted in analyzing the research data. The results were as follows. First, the most constantly popular assessment domains were the multicultural personality traits, and most of multicultural instruments developed were for adults. Second, the assessment domains varied according to participants. Third, the psychometric properties of multicultural instruments were found to be generally good. Based on the results of this study, it is suggested future measures should be based on theoretical framework to measure multicultural constructs accurately. It is necessary to develop instruments to measure the multicultural competence of children and adolescents and the school multicultural environment.

        예비유아교사 대상 교육프로그램 연구동향 분석

        본 연구는 예비유아교사를 대상으로 한 교육프로그램의 동향을 분석하기 위해 등재학술지(KCI)에 실린 논문 298편을 고찰하여 연구주제와 연구방법 측면에서 살펴보았다. 분석결과 첫째, 예비유아교사 대상 교육프로그램은 2015년 이후 연구가 급증한 것으로 나타났다. 예비유아교사 대상 교육프로그램의 주제 동향을 살펴보면, 교수학습방법과 관련된 내용이 가장 많았다. 이를 시기별로 살펴보면 2000년 초반에는 유아교과교육에 대한 주제가 가장 많이 다루어졌으나, 2005년 이후부터는 교수학습방법에 관한 주제, 2010년 이후에는 교사역량에 관한 주제가 상당히 증가한 것으로 나타났다. 둘째, 연구방법 동향을 살펴본 결과, 초기에는 질적연구가 주로 이루어졌으나 최근 들어 양적연구가 증가하고 있고, 연구설계로는 사전-사후 실험설계가 증가하고 있으며 다양한 자료수집방법이 사용되고 있는 것으로 나타났다. 이러한 연구결과는 변화해가는 사회에서 예비유아교사에게 필요한 교사교육의 방향을 제시한다. This study reviewed 298 research articles in terms of research subjects and research methods to analyze the trends of education programs for pre-service early childhood teachers. The results were as follows. First, the number of education programs for pre-service early childhood teachers has increased sharply since 2015. Regarding the topic trends of education programs for pre-service early childhood teachers, the most frequent contents were teaching methods. The number of programs focusing on promoting pre-service teacher’s teaching methods and teacher competency has increased recently. Second, as a result of examining the trends of research methods, quantitative research has increased recently. The pre-post experimental design was frequently used and various data collection methods are used to verify the effect of the programs.

        중등 전환기 청소년의 학교적응 유형과 주관적 안녕에 관한 연구

        본 연구는 전환기 청소년의 학교적응 유형을 군집분석을 이용하여 탐색해보고, 성별과 경제소득에 따라 학교적응 유형에 차이가 있는지 살펴보았다. 또한 학교적응 유형에 따라, 주관적 안녕(삶의 만족도, 우울, 사회적 위축)에 차이가 있는지 살펴보았다. 본 연구는 한국아동청소년 패널조사의 자료 중 전환기를 경험한 중학교 1학년 청소년 1,570명을 대상으로 진행하였으며, 군집분석과 일원변량분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 학교적응 하위요인에 기초한 2단계의 군집분석 결과, 다섯 가지 군집유형(부적응형, 교사중심형, 학습부진형, 학습중심형, 학교친화형)이 확인되었다. 둘째, 다섯 가지 군집유형에 따른 성별 차이는 없었으나, 경제소득에 따른 차이가 있는 것을 알 수 있었다. 셋째, 다섯 가지 군집유형에 따른 주관적 안녕에서 유의미한 차이가 있는 것으로 나타났다. 이러한 연구결과는 청소년의 학교적응 군집유형별 특성을 파악하고 이에 따른 주관적 안녕의 차이를 이해함으로써 전환기 청소년의 학교적응에 도움을 줄 수 있는 개입전략을 제시하는데 유용한 자료를 제공하였다고 생각된다. This study examined the patterns of school adaptation during the middle school transition period and investigated the differences in the patterns of school adaptation according to gender and economic income. Also, the differences in subjective well-being (life satisfaction, depression, and social withdrawal) by the patterns of school adaptation were explored. This study used data from the Korean Children and Youth Panel Survey. Participants were 1,750 first-year middle school students who experienced a transition period. The cluster analysis and ANOVAs were conducted. The results of the study are as follows. First, five patterns of clusters (inadequate, teacher-centered, poor learning, learning-oriented, and school-friendly) were identified as a result of cluster analysis in the second stage based on school adaptation sub-factors. Second, there were no differences in school adjustment profiles according to gender, but there were differences in school adjustment profiles by economic income. Third, there were significant differences in subjective well-being according to school adjustment profile. These findings provided useful data for setting intervention strategies that could help youths adapt to schools during the transition period as well as promoting the subjective well-being of youth.

      • Minocycline Attenuates Neuronal Cell Death and Improves Cognitive Impairment in Alzheimer's Disease Models

        Minocycline is a semi-synthetic tetracycline antibiotic that effectively crosses the blood–brain barrier. Minocycline has been reported to have significant neuroprotective effects in models of cerebral ischemia, traumatic brain injury, amyotrophic lateral sclerosis, and Huntington's and Parkinson's diseases. In this study, we demonstrate that minocycline has neuroprotective effects in in vitro and in vivo Alzheimer's disease models. Minocycline was found to attenuate the increases in the phosphorylation of double-stranded RNA-dependent serine/threonine protein kinase, eukaryotic translation initiation factor-2 α and caspase 12 activation induced by amyloid β peptide<SUB>1–42</SUB> treatment in NGF-differentiated PC 12 cells. In addition, increases in the phosphorylation of eukaryotic translation initiation factor-2 α were attenuated by administration of minocycline in Tg2576 mice, which harbor mutated human APP695 gene including the Swedish double mutation and amyloid β peptide<SUB>1–42</SUB>-infused rats. We found that minocycline administration attenuated deficits in learning and memory in amyloid β peptide<SUB>1–42</SUB>-infused rats. Increased phosphorylated state of eukaryotic translation initiation factor-2 α is observed in Alzheimer's disease patients' brains and may result in impairment of cognitive functions in Alzheimer's disease patients by decreasing the efficacy of de novo protein synthesis required for synaptic plasticity.         Adenoid cystic carcinoma constitutes 4 percent of ail benign and malignant epithelial salivary gland tumors and is a highly malignant tumor of the salivary glands. The cytologic presentation in aspirates is usually characteristic with spherical clusters(balls) of small tumor cells filled with hyaline material. But in case of the poorly differentiated variety(solid type), it is difficult to differentiate from other tumors because sheets of small, fairly monotonous malignant cells, with somewhat larger and more conspicuous nuclei are only seen. The cytologic findings of fine needle aspiration of solid type adenoid cystic carcinoma of buccal mucosa in a 51-year-old man are presented. On cytologic findings, solid sheets of monotonous tumor cells with focal necrosis was noted on a hemorrhagic background and the characteristic cytologic features of adenoid cystic carcinoma was absent.
