Economic Paradiplomacy of Canadian provinces in North America

This article analyzes the international relations of the Canadian provinces in recent decades, especially observing exports and imports with the United States and Mexico, but also in the international arena. The analysis is conducted both from a national and subnational perspective, considering economic patterns and trends. In the same way, we observe the productive activities and the most relevant industries in the economy of the Canadian provinces and their connection with international markets. The aim of this article is to examine the economic relations and international activities of Canadian provinces. We concentrate on the cases of Ontario, Quebec, Alberta and British Columbia. Economic integration in North America has paved the way to other forms of cooperation between subnational governments on diverse topics, through diverse regional organizations and through international agreements.

Chia oil has the highest recognized α-linolenic acid (ALA) content. ALA is associated with beneficial changes in plasma lipids and the prevention of cardiovascular diseases. Present article aims to analyze the effect of Chia oil–enriched restructured pork (RP) on aged rats in a nonalcoholic steatohepatitis (NASH) model. Groups of six male Wistar rats (1-year old) were fed the experimental diets: control RP diet (C) noncholesterol high saturated; cholesterol-enriched high-saturated fat/high-cholesterol control RP diet (HC) with added cholesterol and cholic acid; and Chia oil- or Hydroxytyrosol RP cholesterol–enriched high-saturated fat/high cholesterol (CHIA and HxT). Total cholesterol, hepatosomatic index, Nrf2, antioxidant, and inflammation markers were determined. CHIA reduced the hypercholesterolemic effect by lowering levels similar to C; also, ameliorated redox index. CHIA, despite high polyunsaturated fatty acids (PUFA) content, reduced thiobarbituric acid reactive substances (TBARS) and induced the lowest SOD protein synthesis but not a reduction on its activity. Chia oil activated the Nrf2 to arrest the pro-oxidative response to cholesterol and aging. Endothelial nitric oxide synthase (eNOS) system was lower in HxT than in CHIA, suggesting its antiatherogenic activity and related protective effect against high PUFA. Increase in tumor necrosis factor alpha (TNFα) was partially blocked by CHIA. Chia oil has the ability to prevent oxidative damage and modify the inflammatory response, suggesting adequate regulation of the antioxidant system. Results stress the importance of incorporating ALA into the diet.

We present here an in silico search of fungal sterol-esterase/lipase and bacterial depolymerase sequences from environmental metagenomes. Both enzyme types contain the α/β-hydrolase protein fold. Analysis of DNA conserved motifs, protein homology search, phylogenetic analysis, and protein 3D modeling have been used, and the efficiency of these screening strategies is discussed. The presence of bacterial genes in the metagenomes was higher than those from fungi, and the sequencing depth of the metagenomes seemed to be crucial to allow finding enough diversity of enzyme sequences. As a result, a novel putative PHAdepolymerase is described.
High-Strength Reinforcing Steel Bars: Low Cycle Fatigue Behavior Using RGB Methodology

Low cycle fatigue life of high-strength reinforcing steel bars (ASTM A706 Grade 80), using photogrammetry by RGB methodology is evaluated. Fatigue tests are performed on specimens under constant axial displacement with total strain amplitudes ranging from 0.01 to 0.05. The experimental observations indicate that buckling of high-strength reinforcing bars results in a damaging degradation of their fatigue life performance as the slenderness ratio increases, including an early rebar failure as the total strain amplitude increases since it achieves the plastic range faster. In addition to this, the results show that the ratio of the ultimate tensile strength to yield strength satisfies the minimum of 1.25 specified in ASTM A706 for reinforcement. On the other hand, the RGB methodology indicates that the axial strains measured by photogrammetry provide more accurate data since the registered results by the traditional experimental setup do not detect second-order effects, such as slippage or lengthening of the specimens within the clamps. Moreover, the RGB filter is faster than digital image correlation (DIC) because the RGB methodology requires a fewer computational cost than DIC algorithms. The RGB methodology allows to reduce the total strain amplitude up to 45% compared to the results obtained by the traditional setup. Finally, models relating total strain amplitude with half-cycles to failure and total strain amplitude with total energy dissipated for multiple slenderness ratios (L/d of 5, 10, and 15) are obtained.

Southeast Asia accounts for nearly a tenth of total worldwide cross-border movements of migrant workers. Cambodia, Indonesia, Laos, Myanmar, and Philippines make up the sending countries while Malaysia, Singapore, and Thailand are the major destinations. Migrant worker movements are predominantly in production process and low- to medium- skilled sectors. It is not unusual for irregular or undocumented movements to take place. In not a few instances, migrants work under harsh and exploitative conditions. In recent years, however, ASEAN has taken steps to manage labor migration at the regional level. The paper argues that ASEAN has not managed these cross-border labor flows as well as it should particularly in terms of protecting and promoting the human rights of migrants. It will be difficult to establish the genuine building blocks for a regional human rights mechanism unless there is a diffusion of alternative universal norms and standards to what ASEAN already embodies. As long as states resist any attempt to weaken or question or deligitimize their capacity to determine who gets to enter, stay, and leave their jurisdictions, it will be difficult to establish an effective migrant rights framework for the region.

The study of the in vitro cell growth of mycobacteria still remains a fastidious, difficult, and time-consuming procedure. In addition, assessing mycobacterial growth in the laboratory is often complicated by cell aggregation and slow growth-rate. We now report that the use of a stainless steel spring in the culture led to an absence of large cell clumps, to a decrease of dead cells in the exponential phase and to growth of a more homogeneous population of large cells. We also report that flow cytometry is a rapid, simple and reliable approach to monitor mycobacterial cell growth and viability. Here, we monitored Mycobacterium smegmatis cellular growth by optical density, dry cell mass, and colony forming units; in addition, viability, cell size and granularity profiles were analyzed by flow cytometry, and cell morphology by electron microscopy. Cultures monitored by flow cytometry may lead to a better understanding of the physiology of mycobacteria. Moreover, this methodology may aid in characterizing the cell growth of other fastidious species of microorganisms.
