      • The Progress of Implementation of Basel Convention in China

        As one of the earliest parties and signatories, China has been actively implementing the Basel Convention in order to promote its full implementation in China. First of all, China has established management mechanism of solid waste import and export, and made efforts to promote cooperation among various ministries, actively carry out waste import and export supervision and combat illegal transboundary movement. Secondly, a complete system of laws and regulations on the control of transboundary movement and environmental management of hazardous wastes and other wastes has been established, such as Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution and Law on Promoting Circular Economy. In addition, China has initially formed a management and technical support system of hazardous waste and other waste by establishing Basel Convention Regional Centre, and the solid waste management centers at all levels. Meanwhile, China's solid waste and hazardous waste treatment industry has been established and gradually expanded.

        Preparation of Self Microemulsion of Ferulic Acid

        목적: 본 연구는 페룰산의 자체 에멀젼을 위한 최적의 포뮬러 및 제조공정을 연구 하기 위한 것이다. 방법: Pseudo three phase diagram방법을 이용하여 각기 다른 계면활성제의 마이크로 에멀젼 영역의 형성 크기에 대한 영향을 연구하고, 또한 SZ-100나노입 자분석기를 이용하여, 계면활성제, 보조계면활성제, 오일의 최적의 비율을 확인하였다. 마지막으로 SZ-100나노입자분석기 및 Zeta 전위 분석기를 이용하여 마이크로 에멀젼의 안정성을 확인하였다. 결과: Pseudo three phase diagram방법과 SZ-100나노입자분석 기를 이용하여 측정한 결과를 종합하여, 최적의 에멀젼 처방비율은 polyoxyethylene castor oil (Cremophor EL):polyethylene glycol 40 (PEG 40):무수에탄올:isopropyl myristate (IPM)=3.15:3.15:1.8:1 이고, 에멀젼의 평균입자크기는 15.5 nm 이며, 이때 마이크로 에 멀젼 체계 수분함량은 90% 이었다. 페롤산의 최대 약물적재량(maximum drug loading)은 5.2% 이며, 에멀젼의 안정성 또한 우수하 다는 것을 확인하였다. 결론: 위와 같은 에멀젼 처방의 연구는 페롤산과 같은 불용성 물질의 수중에서의 용해도를 대폭 증가시킴으 로써, 실제 생산응용 시에 중요한 가치를 가질 것으로 사료된다 Purpose: The optimum formulation and preparation process of ferulic acid self microemulsion was studied. Methods: The effect of different surfactants on the formation of microemulsion area was studied by pseudo three phase diagram method. To determine the best ratio among surfactants, cosurfactant and oil phase, the uniformity and particle size of microemulsion was evaluated by nanoparticle size analyzer. Finally, the stability of microemulsion was measured by nanoparticle size analyzer and zeta potential analyzer. Results: Combined the results of pseudo three phase diagram with particle size distribution, the best ratio of self microemulsion:polyoxyethylene castor oil (Cremophor EL): polyethylene glycol 40 (PEG 40):Ethanol:isopropyl myristate (IPM) is about 3.15:3.15:1.8:1. The average particle size of microemulsion is about 15.5 nm which of system contains about 90% water. The maximum drug loading of ferulic acid was 5.2%, and this self microemulsion formulation has good stability. Conclusion: The formula greatly improves the solubility of insoluble materials like ferulic acid in water and it has guiding significance for the application of the microemulsion in practical production.

      • Zero Waste Initiative from Concept to Practice

        Zero-waste is a concept that appeared in resolution of United Nations Environment Assembly as “zero waste” initiatives. As mentioned in UNEP/EA.4/Res.7 and its support documents, there are many successful stories from member states who develop and implement innovative solid waste management solutions and technologies and engage local communities, including national and local “zero waste” initiatives to foster the environmentally sound management of waste, in particular the minimization and, where feasible, prevention of waste. The paper also introduces international practice of “zero waste” initiatives, including C40’s Advancing Towards Zero Waste Declaration, the goals and actions in the United States, European commission, Singapore, and the other countries. The “zero waste” initiatives pilot in China since 2019, with the concept of “Zero waste” City referring to a city development model that aims at reducing generation and promoting recycling of solid waste, reducing landfill and minimizing the environmental impact of solid waste, promoting the establishment of green development ways and green lifestyles. The practice of “zero waste” initiatives in China, especially the remarkable achievements are summarized, and the good stories are introduced, and the plan and implementation route to extend from 11 cities extending to 113 cities in the following three years till the end of the “Fourteenth five-year” Plan is introduced towards the prospect from “Zero waste” City to “Zero waste” Society.

        Oxygen tank for synergistic hypoxia relief to enhance mitochondria-targeted photodynamic therapy

        Background: Mitochondria play an essential role in cellular redox homeostasis maintenance and meanwhile serve as an important target for organelle targeted therapy. Photodynamic therapy (PDT) is a promising strategy for organelle targeted therapy with noninvasive nature and highly spatiotemporal selectivity. However, the efficacy of PDT is not fully achieved due to tumor hypoxia. Moreover, aerobic respiration constantly consumes oxygen and leads to a lower oxygen concentration in mitochondria, which continuously limited the therapeutic effects of PDT. The lack of organelle specific oxygen delivery method remains a main challenge. Methods: Herein, an Oxygen Tank is developed to achieve the organelle targeted synergistic hypoxia reversal strategy, which not only act as an oxygen storage tank to open sources and reduce expenditure, but also coated with red blood cell membrane like the tank with stealth coating. Within the oxygen tank, a mitochondrion targeted photosensitizer (IR780) and a mitochondria respiration inhibitor (atovaquone, ATO) are co-loaded in the RBC membrane (RBCm) coated perfluorocarbon (PFC) liposome core. Results: Inside these bio-mimic nanoparticles, ATO effectively inhibits mitochondrial respiration and economized endogenous oxygen consumption, while PFC supplied high-capacity exogenous oxygen. These Oxygen modulators reverse the hypoxia status in vitro and in vivo, and exhibited a superior anti-tumor activity by mitochondria targeted PDT via IR780. Ultimately, the anti-tumor effects towards gastric cancer and colon cancer are elicited in vivo. Conclusions: This oxygen tank both increases exogeneous oxygen supply and decreases endogenous oxygen consumption, may offer a novel solution for organelle targeted therapies.

        3D Analysis on Surrounding Soil Stability of Shaft Boring Machine Based on Plastic Limit Equilibrium Theory

        Shaft boring machine (SBM) plays a significant role in mechanized construction of deep and large shafts. However, surrounding soil instability of SBM pose great threats to the shaft construction. Therefore, it is necessary to analyse the soil stability underlying SBM’s gripper. On the basis of the first SBM (MSJ5.8/1.6D) that independently developed in China, the interaction between the SBM’s gripper and surrounding soil is investigated. According to the failure mode of the shaft obtained by numerical simulation, the geometry of the failure surfaces is first derived, and the stresses distribution on the failure surfaces are clearly presented. Then, the ultimate bearing capacity formula of the surrounding soil underlying SBM’s gripper is derived based on plastic limit equilibrium theory with Mohr-Coulomb criterion. The change rules of bearing capacity factors and the influence rules of basic parameters in this formula are obtained. Finally, the theoretical values in typical soils are compared with those from the numerical simulation to illustrate the rationality of the formula. The results of this investigation not only provide an advanced method for evaluating the surrounding soil stability of SBM in shaft construction, but also provide guidelines for the design and construction risk control of SBM.

      • Progress of Solid Waste Management Policy in China

        In order to further promote the prevention and control of environmental pollution by solid waste in China, the Ministry of Ecological and Environment released the revised draft of “the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste” for Comments in July 2018, and expected to be finished in 2019. The Ministry of Ecological Environment in March, 2018, reviewed and approved the “Implementation Plan for the Reform of Solid Waste Import Management System by Prohibiting the Entry of Foreign Waste”. In addition, in order to further standardize the import management of solid waste and prevent the environmental pollution of imported waste, the Ministry of Ecology and Environment has made four adjustments to the “Catalogue of Imported Waste Management”, which has greatly increased the categories of wastes prohibited from import.

        Fucoidan from Acaudina molpadioides Protects Pancreatic Islet against Cell Apoptosis via Inhibition of Inflammation in Type 2 Diabetic Mice

        Inflammation induces pancreatic islet cell apoptosis. Effects of fucoidan from Acaudina molpadioides (Am-FUC) on inhibition of pancreatic islet cell apoptosis and inflammation in type 2 diabetic mice were investigated. Am-FUC repaired pancreatic islet cells, decreased serum C-reactive protein (CRP), macrophage inflammatory protein 1 (MIP-1), interleukin 1β (IL-1β), IL-6, and tumor necrosis factor-α (TNF-α) levels, and increased the IL-10 level. Am-FUC also reduced TNF-α, CRP, MIP-1, IL-1β, and IL-6 mRNA expressions, and increased IL-10 mRNA expression in epididymal adipose tissues. Am-FUC reduced Bid, Bax, cytochrome c, caspase 9, and caspase 3 mRNA expressions, and increased Bcl-2 and Bcl-xL mRNA expressions. Am-FUC down-regulated t-Bid, Bax, cytochrome c, and caspase 9 activities, cleaved caspase 3 proteins, and up-regulated Bcl-2 and Bcl-xL proteins. Thus, an Am-FUCblocked mitochondrial pathway was the suppression mechanism in pancreatic islet cell apoptosis via regulation of inflammatory cytokines providing dietary intervention in type 2 diabetes and inflammation-induced pancreatic islet apoptosis.

        Weighted Average Consensus of Second-order Multi-agent Systems with Various Intelligence Levels via Sampled-data Control

        In this paper, weighted average consensus of second-order multi-agent systems (MASs) via sampleddata control is investigated. Specially, since the intelligence degree of each agent may be different in practical applications, the concept of intelligence level is introduced to characterize the intelligence degrees of agents in this paper. A novel distributed continuous-time control protocol with various intelligence levels is put forward based on sampled data in order to reduce the updating rates and computational burden of the controller. A necessary and sufficient condition is derived to achieve weighted average consensus under the proposed protocol. Moreover, according to the acquired result, the authors also give the choosing approaches of the feedback gains and sampling period. Finally, several numerical simulations are provided to illustrate the reliability of the theoretical results.

      • Load Transferring Mechanism and Design Method of Effective Detailings for Steel Tube-Core Concrete Interaction in CFT Columns with Large-Section

        Two novel types of construction detailings, including using the distributive beam and the inner ring diaphragm in the joint between large-section CFT columns and outrigger truss to enhance the transferring efficiency of huge vertical load, and using the T-shaped stiffeners in the steel tube of large-section CFT columns to promote the local buckling capacity of steel tubes, were tested to investigate their working mechanism and design methods. Experimental results show that the co-working performance between steel tube and inner concrete could be significantly improved by setting the distributive beam and the inner ring diaphragm which can transfer the vertical load directly in the large-section CFT columns. Meanwhile, the T-shaped stiffeners are very helpful to improve the local bulking performance of steel tubes in the column components by the composite action of T-shaped stiffeners together with the core concrete under the range of flange of T-shaped stiffeners. These two approaches can result in a lower steel cost in comparison to normal steel reinforced concrete columns. Finally, a practical engineering case was introduced to illustrate the economy benefits achieved by using the two typical detailings.
