      • Identifying Dyslexia

        Dyslexia is one of the most common learning disabilities and can be observed in every language and culture. In order to properly identify dyslexia educators must not only use multiple kinds of tests, but they must also take into account environmental factors that may cause dyslexia-like problems for a learner that does not have the disability. While educators should be watching for signs of disabilities, different schools and school districts have different amounts of resources that they can devote to the identification and intervention for dyslexic students. This paper looks at the benefits and challenges of trying to identify dyslexia and how we might overcome the obstacles that exist inside and outside the classroom. Ultimately it is the learner who must live with dyslexia and therefore it is the learner or their guardian that must be proactive about which approach to learning best suits them.

        The Future of Electronic Rulemaking : A Research Agenda

        정보 기술의 이용과 발전은 기존의 법제도 형성과 정책 결정 패러다임을 변환기로 이끌고 있다. 특히, 전자행정입법(Electronic Rulemaking)ⅰ)은 정책결정(policymaking)에 있어서 대중(the public)의 참여와 역할을 확대하는데 가장 큰 잠재력을 가진다. 인터넷을 통해서 국민의 공공정책결정이나 입법과정에서의 참여를 증대시키며, 특히 행정입법절차에서의 국민의 역할을 전환시키고 투명성과 신뢰성을 제고하는데 전자행정입법(e-rulemaking)은 중요한 가치수단이 되고 있다. 특히 현대 행정입법의 두드러진 특징 중 하나가 정보(information)의 집약성이라고 할 수 있는데, 정확한 정보는 성공적인 행정입법을 위한 필수적인 전제조건에 속한다고 할 것이다.ⅱ) 이러한 정보의 접근과 획득의 자유를 보장하기 위한 전자입법시스템은 전통적인 행정입법참가 방식들이 가진 시간과 공간의 한계를 극복하게 해주며, 이러한 제약으로부터 자유롭기 때문에 다각적이고 다단계적인 여론 수렴이 가능하고, 무엇보다도 낮은 비용이 큰 이점으로 작용한다. 그러나 인터넷에 의한 (행정)입법참가가 국민전체의 일반의견을 대변하기 보다는 인터넷에 접근이 가능한 유력한 일부계층의 의견만을 반영하는, 즉 접근에 있어서 불평등의 한계를 가진다는 점과, 프라이버시 보호 문제, 컴퓨터에 의한 정보화가 기존의 서류 위주의 정보체계를 완전히 대체할 수 없다는 점, 그리고 인터넷을 통한 (행정)입법참가가 행정입법과정을 과도하게 지배하여 행정청 자신의 책임과 의무를 회피할 위험성을 내포할 수 있다는 점에서 대의제가 가지는 기본가치를 위협할 수 있다는 우려도 간과해서는 안 될 것이다. 전자행정입법(Electronic Rulemaking) 연구에 저명한 학자인 Cary Coglianese 교수는 입법절차를 고안하는 어떠한 결정도 그 자체로 하나의 정치적 선택이 되므로, 온라인 문서보관(online dockets)에서부터 이해당사자들이 가상공간에 모여 의견을 개진하규제배심원(regulatory juries)까지의 선택의 문제에 있어서 신중한 고려가 필요하다ⅳ)고 하였다. 이 글의 저자인 Jeffrey S. ubbers 교수도 입법절차의 전환(transformation)의 필요성을 역설하며 전자행정입법(Electronic Rulemaking)의 정보적(informational)ㆍ참여적(participatory) 목적을 실현하는데 필요한 정책적ㆍ법적ㆍ기술적인 연구를 촉구하고 있다. 입법(rulemaking)은 그자체로 사회적 비용과 혜택 면에서 큰 영향을 미치기 때문에 각종 법규의 질과 제정과정을 개선하는 대안으로 제시된 전자행정입법(Electronic Rulemaking)은 매우 중요한 사회적 의미를 지닌다. 이러한 중요성에 주목하여 미국에서는 1980년대 법학자 Henry Perrit가 정부의 기록 관리와 법규제정분야에 정보기술의 활용 가능성을 주장한 이래로, 1990년대 초 클린턴 행정부가 시작한 정부재창조(Reinventing Government)개혁의 맥을 이어 1990년대 중반에 의회가 문서감축법(Paperwork Reduction Act of 1995)이나 정보자유법(Freedom of Information Act of 1996)을 제정하였으며, 맥을 이어 부시 행정부가 보다 구체적으로 전자법규제정시스템을 추진하였는데 이는 국립과학재단(National Science Foundation)의 연구지원을 받아 Harvard University를 중심으로 본격적인 전자행정입법(Electronic Rulemaking)에 대한 학술적 논의를 진행해 나가가고 있다.ⅴ)

        Novel Wire-Guided Scalpel to Facilitate Central Venous Catheter Insertion without a Skin Bridge

        Central venous catheter (CVC) placement is a commonly performed procedure. More than 5 million CVC placements are performed annually in the United States, with nearly 45% of critical care patients and 8% of all inpatients requiring a CVC during their hospitalization. A novel wire-guided scalpel (GuideBlade; Ambitus Medical Supplies LLC, Oceanside, NY, USA) has recently been introduced into clinical practice. In this communication, we will describe how to use the device and discuss possible advantages associated with its routine use during CVC placement.

      • Determining the Effects of Lipophilic Drugs on Membrane Structure by Solid-State NMR Spectroscopy: The Case of the Antioxidant Curcumin

        <P>Curcumin is the active ingredient of turmeric powder, a natural spice used for generations in traditional medicines. Curcumin's broad spectrum of antioxidant, anticarcinogenic, antimutagenic, and anti-inflammatory properties makes it particularly interesting for the development of pharmaceutical compounds. Because of curcumin's various effects on the function of numerous unrelated membrane proteins, it has been suggested that it affects the properties of the bilayer itself. However, a detailed atomic-level study of the interaction of curcumin with membranes has not been attempted. A combination of solid-state NMR and differential scanning calorimetry experiments shows curcumin has a strong effect on membrane structure at low concentrations. Curcumin inserts deep into the membrane in a transbilayer orientation, anchored by hydrogen bonding to the phosphate group of lipids in a manner analogous to cholesterol. Like cholesterol, curcumin induces segmental ordering in the membrane. Analysis of the concentration dependence of the order parameter profile derived from NMR results suggests curcumin forms higher order oligomeric structures in the membrane that span and likely thin the bilayer. Curcumin promotes the formation of the highly curved inverted hexagonal phase, which may influence exocytotic and membrane fusion processes within the cell. The experiments outlined here show promise for understanding the action of other drugs such as capsaicin in which drug-induced alterations of membrane structure have strong pharmacological effects.</P>

        Tempo Doeloe: Wieteke van Dort and the Performance of Colonial Nostalgia in the Indies Diaspora

        Now dispersed over several continents, Indos trace their common heritage to the racial mixing produced by the Dutch colonization of the Indonesian Archipelago. One of the major themes evident in postcolonial, transnational Indo culture is a performed nostalgia for tempo doeloe: the landscapes, social relationships, sounds and flavors of the zenith of the Dutch East Indies shortly before the Japanese occupation and nationalist revolution. Taking a recording of Indo comedian Wieteke van Dort’s performance of “Arm Den Haag (Kassian)” and its subsequent virtual remediations as a guide, I propose a rubric for defining tempo doeloe within a diasporic context. I assert that tempo doeloe is a quality that escapes categorization within extant Anglophonic literature and, citing KUNCI Study Forum & Collective, I propose that tempo doeloe is best understood as a rasa; a flavor, a feeling, and mode of relationality which is developed and strengthened through practice—a theorization which holds important somatic implications for a diasporic audience.

      • CONVERSION OF LANDFILL GAS TO VEHICLE FUEL: CURRENT STATUS

        One of the more interesting potential uses for landfill gas (LFG) is the production of vehicle fuel. LFG can be used to produce compressed natural gas (CNG) or liquefied natural gas (LNG). CNG or LNG can be used to: 1) fuel vehicles at the landfill (water trucks, earthmoving equipment, light trucks, autos, etc.); 2) refuse hauling trucks (long haul refuse transfer trailers aid route collection trucks); and 3) supply the general commercial market. The paper will review the technologies now being used ill an existing CNG project and at several now under construction LNG projects. The paper will discuss: 1) technology; 2) performance; 3) LFG supply issues; 4) fuel quality issues; and 5) economics.

        South Korea as a Middle Power: Capacity, Behavior, and Now Opportunity

        South Korea in terms of physical, economic, and military capacity is often considered as a middle power. However, such a definition sits uneasily given South Korea’s past foreign policy behavior and its limited success in garnering coalition support for recent initiatives dealing with North Korean issues. Effectively, South Korea is representative of the dichotomy that exists between middle-power classifications based on foreign policy behavior and those based on measurements of capacity. Recognizing the constituent differences between emerging middle powers and traditional middle powers, and their ability to evolve from one into the other, allows for a better explanation of South Korea’s recent foreign policy behavior. South Korea has rapidly evolved into a traditional middle-power state. This is reflected in its aim to maintain the status quo and its tendencies towards compromise, coordination, and cooperation in foreign policy behavior. This paper determines how South Korea’s status as a traditional middle power affects its aims and methods on Korean peninsula issues, and how this will affect policies in the aftermath of the agreement reached at the Six-Party Talks in Beijing on February 13, 2007.

        Should TPP Be Formed? On the Potential Economic, Governance, and Conflict-Reducing Impacts of the Trans-Pacific Partnership Agreement

        The proposed Trans-Pacific Partnership (TPP) is a free trade agreement among 12 Pacific Rim countries whose joint gross domestic products (GDPs) account for 36 percent of world GDP and whose mutual trade accounts for approximately 24 percent of world trade. As for most proposed free trade agreements (FTAs), trade economists have provided ex ante computable general equilibrium (CGE) estimates to predict the trade, employment, and real per capita income effects of this agreement, such as ITC (2016). This paper-intended to complement these studies-examines the potential impacts of TPP beyond such traditional CGE estimates, taking a broader economic, governance, and historical perspective. First, we contrast these traditional CGE trade and welfare estimates that treat all firms within an industry as homogeneous with more recent CGE analyses that allow firms’ productivities to be heterogeneous. We show that the latter models’ trade predictions are much more consistent with ex post empirical evidence of average trade effects of FTAs. Second, empirical evidence now strongly confirms the existence of FTA “contagion.” We review this evidence and show that predictive models of the evolution of FTAs indicate that the TPP should be formed. With China now having formed 12 FTAs and negotiating five new ones (including a sixteen member Asia-Pacific FTA), the United States would likely face considerable trade diversion without the TPP. Third, we examine empirical evidence on the likely further economic growth implications of FTAs by reducing firms’ uncertainty over trade relations and trade policies. Fourth, we examine empirical evidence on the additional impact of FTAs on consolidating democratic institutions in countries. The TPP would likely help consolidate some of the less mature democracies. Fifth, we examine empirical evidence on the reductions of conflicts (and enhanced peace) between countries owing to the formations of FTAs. We conclude the paper noting that the potential net benefits to member countries of the proposed TPP extend well beyond the real income gains to households based upon traditional CGE models.
