Extended Dissipative State Estimation for Markov Jump Neural Networks With Unreliable Links

<P>This paper is concerned with the problem of extended dissipativity-based state estimation for discrete-time Markov jump neural networks (NNs), where the variation of the piecewise time-varying transition probabilities of Markov chain is subject to a set of switching signals satisfying an average dwell-time property. The communication links between the NNs and the estimator are assumed to be imperfect, where the phenomena of signal quantization and data packet dropouts occur simultaneously. The aim of this paper is to contribute with a Markov switching estimator design method, which ensures that the resulting error system is extended stochastically dissipative, in the simultaneous presences of packet dropouts and signal quantization stemmed from unreliable communication links. Sufficient conditions for the solvability of such a problem are established. Based on the derived conditions, an explicit expression of the desired Markov switching estimator is presented. Finally, two illustrated examples are given to show the effectiveness of the proposed design method.</P>

Part XI of the UNCLOS lays out the legal framework for deep seabed mining activities in the Area. Several countries have already passed domestic deep seabed mining laws fulfilling their obligations under the Convention and the regulations promulgated by the ISA, established under the Convention. China passed its own deep seabed mining law in 2016. China’s deep seabed mining law aims at securing effective regulation of its sponsored contractors’ deep seabed activities and ensuring the contractors’ compliance with the rules and regulations issued by the ISA. China’s law pays tremendous attention to marine environmental protection during contractors’ deep seabed activities. This paper briefly describes the legal regime for international seabed mining, then illustrates China’s legislative actions, examines the key environmental provisions of China’s deep seabed law and analyzes the balancing of interests of multiple parties behind China’s emphasis on marine environmental protection during the exploration and exploitation of deep seabed minerals.
Delay-Dependent H_∞ Control for Jumping Delayed Systems with Two Markov Processes

This paper addresses the H_∞ control problem for jumping delayed systems with two separable Markov processes. The objective is to design a controller such that the resulting closed-loop system is exponentially mean-square stable with a given decay rate and satisfies a prescribed H_∞ performance level. A decay-rate-dependent condition is obtained for the existence of admissible controllers in term of linear matrix inequalities. Two numerical examples are presented to demonstrate the effectiveness of the proposed method.
Quantized Output Feedback Control for Stochastic Semi-Markov Jump Systems With Unreliable Links

<P>This brief is concerned with the problem of quantized output feedback (OF) control for semi-Markov jump systems subject to unreliable links. The jump among the operation modes is subject to the semi-Markov process, where the transition probabilities depend not only on the next system mode but the sojourn time at current mode as well. The communication link is considered to be unreliable, in which the packet dropouts described by a stochastic Bernoulli parameter and signal quantization are taken into account simultaneously. The purpose is to synthesize an OF controller, which ensures that the closed-loop system is mean-square <TEX>$\sigma $</TEX>-error stable. Some sojourn time-dependent criteria are established for the realizability of admissible OF controller. With the help of those criteria, the controller gains could be obtained by finding a solution to a convex optimization problem. Finally, both a numerical example and a PWM-driven boost converter are presented to confirm the availability and feasibility of the proposed approach.</P>
