이 연구는 일본 가와사키(川崎)시가 채택한 공무임용에 있어서의 국적조항철폐정책을 통하여 가와사키시의 ‘내부국제화’의 내용, 성격 그리고 정책과정을 밝히는 것을 목적으로 한다. 가와사키시는 1996년 5월 공무원임용에 있어서 외국인을 배척하는 이른바 국적조항을 철폐하였다. 가와사키시의 정책변화는 외국인의 공무임용에 관한 원칙의 중대한 변화를 가져왔다. 종래 외국인은 지금까지 예외적으로만 공무임용이 허용되었으나, 가와사키시는 일부의 예외적인 직무를 제외한 모든 직종에 원칙적으로 외국인의 임용의 문호를 열었다. 가와사키시의 이러한 정책변화로 다른 지방자치단체의 국제화정책에도 큰 변화가 일어났다. 가와사키시에는 외국인, 공무원, 학자, 노동조합 등 국적 조항 철폐를 요구한 정책집단이 존재하였다. 이 정책집단에는 정책의 대상인 외국인; 실무자로서의 공무원, 이론가로서의 학자, 그리고 운동에 에너지를 공급하는 노조가 참여하였다. 가와사키시의 국적조항 철폐는 이른바 〈당연한 법리〉를 정면 부정하지 않았지만, 외국인에게 실질적으로 문호를 열어준 조치이었다. 가와사키시의 국적조항의 철폐는 일본사회의 개방성과 그 한계를 나타내는 하나의 지표이다. 가와사키시의 정책변화는 다른 여타 도시들이 다수 뒤따름으로써 일본사회 전체의 변화의 출발점으로서의 의의가 매우 크다. This study aims to analyze the policy processes of Kawasaki City’s ‘inward internationalization’ through its policy of substantially repealing the ‘nationality clause’ which had generally prohibited foreigners from assuming city‘s public service positions. Kawasaki city government repealed the nationality clause in May, 1996 to give opportunities for foreigner to be employed in the city government. This new policy of Kawasaki city has brought forth important changes in principle of government employment. Employment of foreign citizen in the local government has been exceptional in principle, but Kawasaki opened to foreigners all areas of local employment except some. There has been a strong policy community comprising of foreigners, local government workers, academics, labor union workers who promoted the ‘inward internationalization’ of the Kawasaki city. Even though Kawasaki city did not deny totally the ‘taken-for-granted norm of law’ that had been used to prohibit foreigners to be employed, this action of policy substantially expanded opportunities for foreigners to be employed in the city government. Some other cities and provinces, following the Kawasaki, rather, completely denied the taken-for-granted norm’. Repletion of nationality clause by Kawasaki city is an indicator for openness of Japanese society. It is really significant that the policy change of Kawasaki city has become a starting point to propel other cities to change policies.
근대일본의 ‘화양절충(和洋折衷)’요리의 형성에 나타난 문화변용

근대일본은 서양의 음식문화를 받아들여 카레라이스, 돈가스, 고로케와 같은 일본의 화양절충요리를 만들어냈다. 화양절충요리 탄생 배경에는 메이지(明治)유신 이후 천황의 서양요리 도입, 단체급식의 영향으로 음식의 서구화가 이루어진 점, 서양요리에 대한 교육과 홍보 등이 있다. 화양절충요리가 발전한 데는 세 가지 추동력이 있다고 보는데, 이러한 추동력에 의해 근대일본에서는 음식문화의 대전환이 있었다. 먼저 메이지유신은 ‘탈아입구(脫亞入歐)’를 지향하며, 각종 제도 등 모든 면에서 서양을 그대로 수용하는 것을 목표로 내세운 일대 구조개혁이었다. 음식문화도 이러한 정책에 따라 서양요리보급이 활발히 이루어졌다. 다음은 근대적 합리성의 수용으로 군대, 학교 등의 단체급식에서 음식의 대량생산, 음식의 표준화와 절차의 합리화가 요구되었다. 따라서 서양요리의 특징인 육류 공급을 통하여 신체의 건강과 요리법의 단순성, 편리성 등을 추구하였다. 세 번째는 일본의 전통적인 미각의 추동력인데, 일본인은 자신들의 미각에 맞는 방식으로 서양음식을 받아들였다. 이와 함께 일본인의 타고난 학습태도와 호기심도 화양절충요리의 발전에 큰 영향을 주었다고 생각된다. Modern Japan adopted western food elements to create new dishes such as kare-raisu (curry rice), tonkatsu (pork cutlets), korokke (croquet), which represents fusion of Japanese and western cuisine. The origination of these can be traced back to several factors including the Meiji Emperor’s active importation of western cuisine, the westernization of cuisine facilitated by mass meal provision, and the education and promotion of western culinary arts in Japan. These three factors are considered to be the impetus behind the development of fusion cuisine, which greatly transformed modern Japanese food culture. To begin with, the Meiji Restoration brought with it a comprehensive drive to westernize every institution and aspect of Japanese life, enforced by a nationwide agenda to “leave Asia and join the West.” Japanese cooking has also followed this philosophy, briskly adopting foreign styles and ingredients. The adoption of modern rationality led also to the mass provision of meals in the military and public schools, which resulted in standardization, mass production, and rationalization of cooking procedures. Thus the influence of the West has increased meat in the diet, inspired more attention to nutritional balance, and promoted simplicity and convenience in food preparation. Lastly, the weight of Japanese traditional palate cannot be ignored, as Western food was adopted according to Japanese taste preferences. The positive attitude towards learning and the natural curiosity of the Japanese are also suggested to be part of the main drive behind the creative development of modern fusion cuisine in Japan.
