The evaluation of embrittlement of nuclear reactor pressure vessel must be exactly developed because the feasibility of irradiation embrittlement of reactor pressure vessel steel is increased owing to irradiation of neutron during service operation. In assessing the structural integrity of the pressure vessel, useful approaches, such as a nuclear reactor surveillance test,are provided. A new fracture toughness parameter K_c^* was recently introduced by K. Date, H. Takahashi, M. Suzuki as an measure of the elastic-plastic fracture condition, based on the critical plastic strain energy concept. In this report, the effects of specimen geometry, using the new parameter K_c^*, and the applicability of that criterion to a small size specimen, were investigated experimentally for evaluating the fracture toughness of reactor pressure vessel steels, such as unirradiated high tensile steel and mild steel, first of all. The results investigated are summarized as follows : It is verified experimentally that a new parameter K_c^* for assessing the plain strain fracture toughness is available to evaluate the fracture toughness in small size specimens failed after general yielding. Half size Charpy specimens can be adopted for the nuclear reactor surveillance test because the parameter K_c^* of half size specimens has same value as K_c^* of standard Charpy specimens without regard to specimen geometry and notch acuity.

In order to evaluate throughly fracture toughness of weld HAZ in structural steels, it is necessary to analyze the factors which cause the brittle fracture initiation in practical use. It is one of the most important factors of brittle fracture that hot straining embrittlement occurred in weld HAZ during welding due to the locallized plastic deformation at pre-existed crack tip or defects. In this paper, the effects of the accumulated hot straining amount at the crack tip of weld HAZ in low alloy steel on the deterioration of fracture toughness are quantitatively evaluated. The obtained results are summarized as follows : ① The COD tests of hot strained materials at 250℃ show that the fracture toughnesses on the crack tip of weld HAZ and parent material in low alloy steel are considerably influenced by hot straining embrittlement. ② The micro Vickers hardness tests of hot strained materials at 250℃ show that the rises of hardness value around the crack tip of weld HAZ and parent material are considerably influenced by hot straining embrittlement. ③ The shift of transition temperature(ΔTtr.) and the hardened zone length(X) around the crack tip are linearly increased with the accumulated hot straining amounts(Σ|δ_t|). ④ The effects of hot straining embrittlement on the shift of transition temperature(ΔTtr.) and the hardened zone length(X) in weld HAZ are more sensitive than those in parent material.

본 연구는 전자상거래에 대한 지방세 과세방안을 마련하고자 하는 목적을 가지고 있다. 연구 목적을 달성하기 위하여 전자상거래에 대한 논의, 전자상거래에 대한 지방세 부과의 필요성과 가능성, 지방세 과세방안 등을 검토하였다. 먼저 전자상거래에 대하여 지방세를 과세하여야 하는 대표적인 이유를 두 가지로 제시하였다. 오프라인 상거래에 대해서는 지방세를 부과하면서 온라인 거래에 대해서는 지방세를 부과하지 않고 있는데 이는 조세형평성문제를 야기시킨다. 또한 전자상거래가 확대될수록 지역내 중소기업이 어려움을 겪을 것이고 이는 곧 시장에서의 퇴출로 이어질 것이다. 이와 같은 지방 중소기업의 퇴출은 지방세수의 감소로 연계된다는 것이다. 다음으로는 전자상거래에 대한 지방세 과세가능성에 대한 검토를 하였다. 이론적인 측면과 실제적인 측면을 동시에 고려한 결과 이론적인 측면에서는 부과 가능한 것으로 나타났다. 다만, 실제적인 측면을 고려하기 위하여 지방세원칙을 적용한 결과 보편성의 원칙, 안정성의 원칙, 신장성의 원칙은 충족하고 있으나 지역성의 원칙과 징세편리성 측면에서는 요건을 충족시키지 못하는 것으로 나타났다. 그러나 이러한 문제는 과세기술로서 해소가능한 것으로 판정되었다. 전자상거래에 대한 지방세 과세방안에서는 과세주체, 과세대상, 과세표준, 세율 그리고 징수방법이라는 과세요건을 검토하였다. 과세주체는 지방소비세와의 연계고리를 확보한다는 차원에서 광역자치단체로 하고 과세권의 귀속은 소비지주의에 의거하는 것으로 하였다. 과세대상은 인터넷비지니스(Internet Business) 유형, 기업간・기업과 소비자간・기업과 정부(기업과 정부의 경우에는 기업이 생산한 재화나 서비스를 정부에 제공하는 경우), 모든 전자상거래(온라인거래+오프라인거래)에 부과하는 것으로 제안하였다. 과세표준은 전자 상거래 관련 시・도별 최종소비지출액으로 하였고, 세율은 현행 지방소비세와 마찬가지로 5%로 출발한 후 전자상거래시장규모의 확대 등을 고려하여 신축적으로 조정할 수 있도록 하였으며, 징수는 전자상거래 기업이 신고 납부하는 것으로 하되, 국가에서 징수한 후 시도별 최종소비지출액 비중을 기준으로 배분하는 것으로 하였다.

The susceptibility of weld metal(AWS, F76-EH14) on hot straining embrittlement has been examined. The sharp notch was machined on the weld metal of 1st bead and on coarse-grained HAZ transformed by next pass. After machining the notch, these specimens were bended at 250℃ to receive the hot straining embrittlement and they were done COD fracture toughness test by the three point bending, and then the change of plastic zone at notch tip was evaluated by microhardness test. The obtained results are summarized as follows. 1. Fracture toughness of weld metal was greater than that of base metal. 2. Fracture toughness of the coarse-grained HAZ was similar to that of weld metal. 3. Hardness of weld metal reheated by next pass was lower than that of weld metal owing to the effect of heat treatment. 4. Plastic deformation of the coarse-grained HAZ was less than that of weld metal.

1) Lishu village is located in a riverside of an upper Tu-men river. Since an upper tream of Tu-men river is narrow and easy to pilot a boat, early in the past, it facilitated the form of the village near to the North Korea. 2) As for elevation, it consisted of only doors, but as time goes by, windows were made. So windows and doors were appearing much in the elevation. In 1970s', elevations are constructed in various ways; in 1980, attributed to brick housing, the elevations become much more diverse; from 1990, symmetrical elevation was revealed which consists of one door and two windows in each side of a door after 2000, the structure of the housing restored of 1930s' style which contained one window in Jungji and 1970s' style consisting of 3 windows, moreover, many free-style elevations appeared to be commercial use.

That is, increasing the number of houses in the time of the Cultural Revolution Campaign, and the Japanese colony, the village has transformed into the bigger size about 72 families from the small town. After the cultural revolution, due to private asset allowed in accordance with the Chinese Reform and Open Policy, the number of families in the town and the population have been decreased.
