This Study explores the sino-american hegemonic competition and the strategic choice of U.S. The specific structures of the U.S.-centered international order enable the east-asian countries including China to promote the rapid economic development even in short terms. Furthermore, getting on the bandwagon of post-cold war international system, China makes efforts to enhance the comprehensive national capabilities, which would have approached the parity with U.S. approximately within 15 years. This power-shift is dramatically proceeding not only on the east-asian level but also on the global level. Now that the rise of China is not endowed with the democratic system values, but is equipped with exclusive sino-centrism, it possibly collides with the american exceptionalism which has a strong mission to democratize the uncivilized area. Therefore it is not surprising that sino-american hegemonic competition enforces the U.S. to make the strategic choice over the rise of China which could threat both U.S. security and their hegemonic position. Now the Bush administration is pursuing the congagement policy as China-policy, that combined the military containment with economic engagement. However, if China's power would continue to expand while keeping on undemocratic system, the U.S. could not rule out the possibility of the preventive war, that seemingly serves as key instrument for refraining China from ascending the hegemonic position.
