농촌도로사업의 지역경제 파급효과

농어촌도로 정비사업은 자원의 효율적인 배분이라는 경제원칙에 충실해야 하는 공공투자사업의 하나이다. 본 연구에서는 정부에서 수십 년간 투자해오고 있는 농어촌도로 정비사업의 지역경제에 미치는 효과를 계량화하기 위하여 추정 모델을 만들고 분석하였다. 농어촌도로 정비사업이 지역경제에 미치는 파급효과는 지방재정, 지역산업! 지역소득, 고용 등의 측면에 다양하게 나타날 수 있다. 이들 파급효과 중 이용 가능한 지역자료 여건을 감안하여 지역재정수입에 미치는 효과와 지역농업의 활성화에 미치는 효과를 중심으로 분석하였다. 수집 가능한 통계자료를 이용하여 회귀분석 방법에 의해 농어촌도로 개발사업이 추진되지 않았을 경우의 여러 측면에서의 지역경제 수준을 추정한 뒤 실제의 수준과 비교하여 농어촌도로의 지역경제에 대한 기여도를 분석하였다. 산간지대(충북 영동군), 준산간지대(경남 밀양시), 평야지대(전북 고창군)를 대표하는 시 · 군을 각각 한 군데씩 선정하여 사례분석 대상지역으로 삼았다. 회귀분석모형을 이용하여 농어촌도로 정비사업이 지역경제에 미치는 파급효과를 3개 사례 시 · 군에 대해 분석한 결과 농어촌도로 정비사업으로 인한 시 · 군의 지방세 증가효과는 실제 지방세 수입액의 약 1.3~3.5%를 나타내고 있으며, 또한 농어촌도로 정비사업으로 인한 시군 지역의 농업생산액 증대효과는 실제 농업생산액의 약 1.2~2.1%로 나타났다. 본 연구에서 회귀분석에 이용한 추정모형은 모형의 불완전성으로 인한 연구의 한계를 지니고 있는 바 이는 향후 연구에서 보완되어야 할 과제이다. 그럼에도 불구하고 농어촌도로 정비사업이라는 공공투자사업이 지역경제에 미치는 파급효과에 대한 추정을 거시적 차원에서 시도하였다는 데에 연구의 의의가 있다고 하겠다. Objective analysis of effects of public investment projects are important because scarce resources must be distributed very efficiently by the government. Korea’s government has been investing rural road project for more than ten years, but there has not been objective ex post facto evaluation for rural road project. Objective of this study is to analyze the effects of the rural road improvement project on regional economy. Effects of the rural road improvement project on the regional economy were analyzed from the macro viewpoint using regression analysis method. Effects of the rural road improvement project could be classified into four categories; local tax increase effects, industrial product increase effects, residents’ income increase effects, and employment increase effects. Effects of the rural road improvement project to the regional economy were analyzed with focus on local tax increase effects and agricultural product increase effects. Effects were estimated for three case areas, that is, Yeongdong-gun, Gochang-gun, and Miryang-si. Local tax increasing effects of the rural road improvement project turned out to be about 1.3 to 3.5 percent of the total actual local tax. Agricultural product increase effects of the rural road improvement project are approximately 1.2 to 2.1 percent of the total actual agricultural products.

밀양지역 농공단지 입주업체에 대한 사례 연구

There are positive evaluation as well as negative evaluation for Rural Industrial Park Project which was implemented since 1984 to boom up the regional economy in Korea. By conducting a survey for Rural Industrial Park enterprises located in Miryang-si, this study intends to examine the management condition of enterprises in Rural Industrial Parks and so derive the policy suggestion. According to the secondary data and the survey results, Rural Industrial Parks play an important role in the regional economy. The result of the survey shows that the enterprises are dissatisfied with excessively high distributing costs and they want improvement of roads and transportation condition. They recruit their employees mainly through advertisement and loan money from banks. One of serious problems is giving up the business due to shortage of fund or failing to find the markets. To prevent quitting business, a preliminary analysis of the feasibility of running business should be conducted. Technology and management guidance and marketing support are necessary not only for new enterprises, but for existing enterprises. Alternatives for connecting local resources and Rural Industrial Park and forming a network between local universities, institutes, and firms should be considered.

농어촌도로사업이 지역사회 주민의 사회ㆍ경제 활동에 미치는 영향

The objectives of the study are to analyze the impacts of rural road project on the social and economic activities of community people, offer basic data to perform evaluation of the project, and suggest future directions of the project. Research methodology adopted is a questionnaire method. There were interviewed 281 adult residents selected from 34 villages in Yeongdong-gun(mountainous), Miryang-si(middle), and Gochang-gun(plain). Results of the study are as follows: 1) Increase of income and land prices in mountainous and middle regions by the rural road project is higher than in plain; 2) Most inconvenient road expressed by the interviewee is the one linking farm and residence; and 3) The problems of rural roads derived are narrowness, unpavement and partial pavement, unreliable maintenance, and long construction time. In order to meet the community needs on rural roads, it may be necessary that community people participate in the process of the project. And it is desirable to put priority on expanding and paving existing roads rather than constructing new one.

소규모 농촌개발사업의 사회,경제 부문 환경영향평가 방안 연구

The objectives of the study are to improve techniques for social impact assessment and to suggest their measuring methods to apply in small scale rural development projects. Population, residence, industries, and traffic volumes were selected to measure the social and economic impact assessment of Seongeup agricultural water development project in Jeju Province. Existing data gathering methods were used to estimate the changes of population and traffic volumes. Interview schedule for villagers was applied to estimate the residents` satisfaction to living environments. Interview schedule for experts was applied to estimate agricultural productivity and land price. The results of social and economic impact assessment show that there will be considerable changes in lining environments, agricultural productivity, and land price. On the contrary, the project will make little impacts on the changes of population, employment, and traffic volumes.

기업의 사회공헌활동이 기업가치에 미치는 영향 : 기부금지출을 중심으로

최근 들어 기업의 사회공헌활동이 사회구성원으로서 당연히 수행해야할 임 무로, 또한 지속가능경영의 수단으로 세간에 오르내리고 있다. 또한 자본시장 에서도 공익적 목적을 강조하는 사회책임투자펀드에 대한 관심이 증폭되고 있다. 그러나 기업의 사회공헌활동이 기업가치의 극대화와 실질적인 관련이 있는가에 대한 연구는 아직 부족한 실정이다. 따라서 본 연구에서는 기업의 사회공헌활동이 기업가치와 어떠한 관계에 있는지를 실증분석하였다. 먼저 본 연구에서는 기업의 사회공헌활동이 명성구축을 위한 무형자산투자 로 기업가치에 긍정적인 영향을 미치는 반면 경영진의 재량에 따른 과잉투자 의 가능성과 사적효용의 증가를 위한 특권적 소비라는 측면이 부정적인 영향 을 미칠 수 있을 것으로 보아 기업들의 사회공헌활동이 기업가치와 역U자형 의 비선형관계에 있을 것으로 예상한다. 이를 위해 1999년부터 2005년까지의 비금융업 상장기업들을 대상으로 하여 Pooled OLS, 고정효과패널분석, 임의효과패널분석을 수행하였다. 그 결과 사 회공헌활동과 기업가치 간에 역U자형의 비선형관계를 확인하였으며 일부 분석에 서는 양의 선형관계를 확인할 수 있었다. 이러한 결과는 종업원수 대비 기부금지 출규모, 기부금지출규모의 자연로그값을 독립변수로 사용하거나 Tobin's Q의 변 화량을 종속변수로 사용한 추가분석 및 극단치를 제거한 하위표본을 사용한 분석 에서도 동일하게 나타났다. 변수간의 내생성을 고려한 2SLS 분석을 통해 사회공 헌활동 지출을 많이 하는 기업이 기업가치가 높음을 확인할 수 있었다. 이상의 결과에서 우리나라 기업의 사회공헌활동이 기업가치와 양의 관계가 존 재하며 아직 최적지출규모에 비해 낮은 수준에 위치하고 있는 것으로 판단할 수 있다. 또한 사회공헌활동에 대한 지출규모가 현재보다 증가하여도 기업가치에 크 게 부정적인 영향을 미치지는 않을 것으로 보인다. 따라서 기업이 사회공헌활동 을 수행하는데 있어 기업가치에 미치는 비선형성을 감안하여 그 적절한 수준을 찾는 것이 중요할 것이다.
