쌀과 민족주의 -국경을 넘어서

쌀 시장 개방에 대해 쌀의 민족문화적 중요성과 우리의 정체성과의 관련, 우리 쌀의 우수성과 건강상의 문제, 식량 주권 등을 강조하며 쌀 농사를 지켜야 한다는 논의가 활발하게 전개되어 왔다. 이 글은 이러한 논의와 관련하여 다음 세 가지를 주장하고자 한다. 첫째, 쌀은 한국인의 민족적 정체성의 중요한 부분을 형성하고 있지만 이는 일본에서와 마찬가지로 근대에 창출된(invented) 것이다. 둘째, 농사, 특히 쌀 농사는 국가적으로 증산을 위한 노력이 집중되면서 자연에 대한 외경이나 생명에 대한 존중 등을 상실하였으며 화학비료와 농약의 대량 사용, 수리시설의 확충, 간척, 기계화 등의 자본 투입을 통해 철저히 계량화, 공업화되었다. 이러한 농업의 왜곡은 새만금 사업이라는 엄청난 모순에서 잘 드러난다. 셋째, 민족주의 담론이나 이미 공업화된 농업을 더 한층 합리화하고 대규모화하는 노력으로는 쌀 수입 개방이나 쌀시장 개방에 대한 대응은 물론 식량안보에도 한계가 있다. 세계화의 물결에 대한 대응은 국가와 민족의 경계를 넘는 세계화된 전지구적 협조가 필요하다. In the face of mounting pressure to open rice market, it has been strongly argued that rice cultivation should be protected at any cost, because rice is not only good for health, food security, and environment, but also closely related with the sense of national identity in Korea. This paper addresses the following three issues. Firstly, rice as an indispensible part of Koreans` sense of identity is a relatively recent idea` it is an instance of invented tradition. Secondly, rice cultivation has been increasingly industrialized. The colonial period and the period of rapid economic growth under Part regime saw the application of modern scientific and engineering methods such as mechanization, extensive irrigation, heavy use of chemical fertilizers and insecticides, reclamation, etc. Saemangeum Reclamation Project reveals the extent to which Korean agriculture lost the sense of being in harmony with or awe of nature. Thirdly, nationalist discourse on rice or increased industrializaiton of agriculture, therefore, cannot become the answer to the challenges faced by Korean farmers. What is needed is the realization of the global nature of the problems and efforts at cooperation beyond the national borders.

설계전공과 자율연구의 적용 가능성 탐색

설계전공이나 자율연구를 적용시키는 데는 학생들의 더 많은 노력과 함께 이를 운영하는 교수나 지도하는 교수들 모두에게 일반 강의보다 더 많은 시간과 노력을 요구하며 학교에서는 복잡한 행정상의 문제를 야기하는 등 많은 어려움을 동반하므로 처음부터 끝까지 세밀한 진행이 이루어지지 않을 경우 효과적인 교육이 되지 못할 우려가 있다. 그러나 설계전공과 자율연구가 대학, 교수, 학생들에게 매우 긍정적인 기회를 제공하는 것 또한 사실이다. 대학은 학생들이 특정 관심사의 분야를 드러내는 데 도움을 줄 수 있으며, 설계전공을 전통적인 전공의 하나로 만들 수도 있다. 교수에게도 특정 관심을 가지고 있는 열정적인 학생들과 교류할 수 있는 기회를 제공해 준다. 교수는 새로운 학제적인 방법으로 자신의 연구 분야를 보고 가장 뛰어난 학생들과 같이 일하는 기회를 얻게 되며, 전혀 다른 학문 분야의 교수들과 아이디어를 토론하고 같이 일할 기회를 얻게 되기도 한다. 학생들은 자신만의 커리큘럼을 높은 수준으로 발전시키며 능동적으로 참여할 기회를 가질 수 있다. 설계전공이나 자율연구를 하기 위해서 학생들은 주도적으로 생각하고 말하고 조직하는 등 강렬한 지적 노력을 기울여야 하며, 이는 학생들에게 놀라운 대학의 경험을 하게 할 것이다. 교수와 일대일, 그리고 학생들에게 특별한 흥미의 문제나 생각을 추구하는 기회는 학생들의 경험을 극적으로 강화할 수 있을 것이다. 우리나라의 대학생들은 대부분 고등학교까지의 교육을 통하여 암기하고 정해진 시간 안에 주어진 문제를 푸는 훈련이 잘 되어 있는 반면 문제를 찾거나 스스로 계획을 세우고 탐구하며 문제를 창의적으로 해결해나가는 능력이 부족한 경우가 많다. 학생들을 액티브러너로서의 능동적인 잠재성을 이끌어내고 이를 통하여 그 동안 수동적이었던 학습자세를 능동적인 학습자세로 바꾸기 위해서는 이렇게 설계전공을 하거나 자율연구를 하는 것이 어느 정도 긍정적인 역할을 할 수 있을 것으로 사료된다. 아직 기초도 다져지지 않은 대학생들이 하기에는 이르다고 생각할 수도 있지만 학생과 학교의 적극적인 자세와 치밀한 운영이 뒷받침 된다면 설계전공이나 자율연구 등은 평생학습사회에서 자기 주도적 학습자로서의 태도를 기르고, 개인의 필요와 요구에 맞는 맞춤형 학습을 통하여 미래사회에서 필요로 하는 문제해결력을 기르며 스스로 전문화되는 하나의 방법으로 활용될 수 있을 것이다. The purpose of this study is to apprehend the strength and weakness of self-designed concentration and independent study and to explore the issues at discussion and adaptability for the universities in Korea by examining the examples of those self-designed concentration and independent study currently being held in some of prominent universities in the United States of America. For this purpose, this article is drawn up by two ways: reading with critical eyes and analyzing the invited speakers speeches and papers for ‘the International Symposium for Active Learning and Independent Study’ and also examining the interviews with the people in charge for those kinds of majors or concentrations and the people in the admission offices of so-called Little Ivy Universities by visit. Self-designed concentration and Independent major are the necessary phases of the development for the better university education by strengthening the liberal arts and broadening the choices and responsibilities of the students for their own majors. By this self-determination of the students for their studies and majors, not only the students get more autonomy and responsibility for their study but also the universities and the professors are able to understand students ‘current needs and get active stimuli for their research and study from the results and the process of students’ decisions. However, the help and advice from the advisor-professor and the administrative supports from the university institution are indispensible for the self-concentration study and independent major of the students. Only with the scrupulous support and careful advice, the students can get their own way to build their major successfully. The tripartite cooperation among the students, the professors, and the university itself will open the better phase for the university education and can be the necessary condition for the active learning with creative thinking and self-determination.

연변지역에서의 한국위성방송 수용의 특성

연변지역의 조선족들이 알고 있던 ‘한국’은 ‘과거의 한국’이기 때문에 인적 교류나 한국위성방송을 통해 유입되는 현대의 한국문화는 상당히 낯설면서도 매력적이다. 위성방송 시청은 연변지역의 조선족 사회에 커다란 영향을 미치고 있으며 문화의 수용 및 변동과 관련하여 매우 중요하고 흥미있는 주제이지만, 이에 대한 연구는 부족한 실정이다. 이 글은 "한국 위성TV가 연변사회의 문화에 어떤 영향을 미쳤는가"라는 공동연구의 일부로서 "연변 조선족의 한국방송 수용이 연변사회에 어떠한 사회문화적 영향을 미치는지"를 살펴보려 노력하였다. 공동연구는 커뮤니케이션을 전공하는 언론학부 교수들과 공동으로 수행되었다. 매우 민감한 주제이기 때문에 어려움이 많았으나 2001년 6월 29일부터 7월 6일까지 연길시에서 한국방송 수용의 전반적 특성을 알아보기 위한 설문조사를 일부 시도하였으며 주로 ‘심층면접’을 통하여 자료를 수집하였고, 부분적으로 집단면접 기법 및 참여관찰도 사용하였다. 연변지역에서의 한국방송 시청은 공식적으로 금지되고 있는 행위이기 때문에 심층면접조사의 수행 자체가 상당히 조심스럽게 진행될 수밖에 없었으며 면접 대상자의 선정도 접근 가능성을 우선적으로 고려하였다. 중국의 한인은 재외한인의 40%를 차지하고 있다. 비록 문화대혁명기간에 상당한 어려움을 겪기도 했으나 다른 그 어느 지역의 재외한인보다도 우월한 정치적 지위를 누리고 있으며 또한 자부심을 가지고 있다. 자신이 살고 있는 호스트 국가에서 호스트 민족과 동등한 대우를 받고 있으며, 자녀출산 등의 면에 있어서는 어느 의미에서 오히려 더 나은 대우를 받고 있다. 한국방송은 연변 조선족의 삶을 풍요롭게 하고 고유한 민족문화를 계승, 발전시키는 데 매우 커다란 기여를 할 수 있다. 나아가 3세, 4세 등 조선족 젊은이들의 한국어 학습과 한국실정에 대한 이해를 높여 사회진출에도 기여할 수 있으므로 재중한인을 위한 장기적인 방송대책을 수립하여 추진할 필요가 있다. 그러나 연변 등 중국에서 한국방송을 시청하기란 정체성의 정치(politics of identity) 등 여러 쟁점 및 문제들과 관련되어 있어 매우 복잡하다. 그러므로 영향력의 확산이나 시청의 증가는 매우 조심스럽고 신중하게 추진되어야 할 것이다. 또한 연변의 조선족, 나아가 중국의 한인들은 매우 다양한 성격의 사람들로 구성되어 있으며 한국방송 및 한국의 여러 영상물들에 대한 태도와 수용방법도 매우 다양하다는 사실을 염두에 두면서 정책을 추진하는 것이 중요하다. 첫째, 한국위성방송의 영향력과 관련하여 신중한 태도를 유지하며 민족정체성 문제로 중국당국을 자극하지 않도록 해야 한다. 둘째, 한국방송의 시청은 직접적인 것도 중요하지만 연변방송과의 협력을 강화하도록 해야 한다. 셋째, 시청의욕을 자극할 수 있는 다양하고 유익한 프로그램의 공급면에 노력을 기울여야 한다. 예를 들어, <태조 왕건> 같은 남성용 드라마의 지속적 개발, 일기예보 등 실생활 정보의 제공, 조선족관련 콘텐츠 개발, 민족문화 관련 교양 프로그램 등 다양한 프로그램을 제공하도록 한다. 넷째, 모든 프로그램에 가급적 한글 자막을 넣는다. 특히 외래어나 어려운 용어 등에 대한 해설을 자막으로 제시하는 것이 바람직하다. 이는 젊은층의 한국어 능력 유지와 발전에 커다란 역할을 할 것으로 기대된다. 다섯째, 경제적 사정과 안테나 설치의 금지 때문에 인터넷으로 한국방송을 시청하고 있는 젊은이들의 경우 소액의 프로그램 시청료라 하더라도 환율 및 연변 조선족의 경제상태를 고려할 때 커다란 부담으로 작용할 수 있다. 따라서 이러한 점을 감안하여 유료화에 신중을 기할 것이 요망된다. Korean residents in Yanbian area are fascinated with contemporary Korean dramas and news programs brought to their home through satellite TV. These new images of Korea are quite new to the first and second generation Korean-Chinese who had known the "Old" Korea only. The impact of the satellite TV on the social and cultural life of the Korean-Chinese is a very significant and interesting theme that has been seldom studied so far. This study is an attempt to study the social and cultural impact of Korean satellite TV on the Korean-Chinese living in Yanbian area. This study was carried as part of a joint research with mass communication studies specialists. As the watching of Korean satellite TV is a very sensitive topic-it is generally prohibited in Yanbian, this study was based on in depth interviews with selected informants who could be contacted with the help of native students. In addition to this, participant observation and survey method, although limited in time and scale, were employed. Korean-Chinese comprise about 40% of the overseas Koreans and enjoy a much more favorable political status compared to other Korean residents in other parts of tile world, mainly due to the fact that they made a significant contribution to the founding of the People's Republic. However, Korean-Chinese are under increasing apprehension that their ethnic identity is rapidly eroding due to urban migration and changes in population structure, and satellite TV is expected to become a major tool for maintaining cultural ethnicity. In this situation, Koreans might be tempted to use satellite TV as a tool of cultural nationalism, but this runs the risk of infuriating the Chinese authorities. Therefore, I would like to suggest the following: first, it is very important to be exceedingly careful concerning the possible impact of Korean satellite TV Secondly, it is important to put more effort into cooperation with Yanbian Broadcasting Service. Thirdly, it is important to develop more and more good and interesting programs, which include history dramas, practical informations for everyday life, history of Korean-Chinese, and studies of national culture and history. Fourth, it is necessary to put subtitles in Korean. This would help young Korean-Chinese learn and remember Korean language. Fifth, recent tendency to charge a fee for watching contents on the Internet must be reconsidered, because even a modest fee is a heavy burden for Korean-Chinese young men and women who heavily rely on Internet.
