Flat plate slab has been widely used in high rise buildings for its remarkable advantages. However, punching shear failure has become increasingly important issue with the spread of flat plate slab. A flat plate-column connection is susceptible to brittle punching shear failure, which may result in the necessity of shear reinforcement. In previous, experimental tests were performed to study the capacity of slab-column connections strengthened with various shear reinforcement, and the capacity of the specimens with curve steel reinforcement, experimental studies was performed. The results of an experiment program on punching shear performance of RC slab-column connection are presented in this paper. Specimens were full-scale representations of a one-story slab in a Korean apartment. The test results showed that failure mechanism of specimens governed by shear fracture and the strength of specimens were different according to the retrofitting strategies.

Flat plate slab has been widely used in high rise buildings for its remarkable advantages. However, punching shear failure has become increasingly important issue with the spread of flat plate slab. The intend of this research was to study the response of slab-column connections containing various types of shear reinforcement when subjected to combined gravity and cyclic lateral loading. The three test specimens were full-scale representations of exterior slab-column connections in a prototype Korea apartment building. The control specimen had no shear reinforcement, while the other specimens had CS-Bar(Curve steel) and SS-Bar(Curve steel) as shear reinforcement. The control specimen failed due to punching shear around the slab-column connection at 4.0% drift. The two types of slab shear reinforcement proved equally effective in resisting punching shear failure for these connections subjected to relatively low levels of gravity load. The presence of shear reinforcement significantly increased the lateral load ductility of the connection. The test results showed that the strength and ductility of the specimens with the SS-Bar/CS-Bar shear reinforcement were improved by 23% and 13% those of the none of the shear reinforcement specimens, respectively.

본 연구는 작년의 동일본 대지진처럼 잦은 재난을 겪으면서도 위기관리에 있어 세계 최고 수준을 자랑하는 일본의 지방자치단체와 한국의 지방자치단체를 비교·분석하였다. 일본의 자치단체들이 위기관리에 있어 가장 선진적인 기법으로 평가되는 업무연속성계획(BCP)의 도입과 방재회의 같은 다양한 방법으로 위기관리를 극복하는 것을 찾았다. 반면에, 한국의 지방자치단체들의 경우, 재난극복계획(DRP) 같은 소극적인 위기관리 방법을 고수하고 있고, 중앙정부와의 연계라든지 관련 전문가 부재로 위기상황에서 1차적인 책임이 있고 대응이 필요한데 그러지 못함을 알 수 있었다. 본 연구는 한·일의 지방자치단체의 위기관리 체계의 비교·분석을 통해 위기관리 선진국인 일본의 지방자치단체들이 주는 시사점을 몇 가지 찾았다. 위기관리 전반을 아우르는 BCP의 도입과 구축, 중앙- 지방정부의 연계체제 구축과 지방정부의 역할 강화, 위기상황을 지휘·통제할 관련 전문가의 육성, 인근 지방정부 및 유관기관의 협력적 네트워크를 위한 방재회의 구성, 그리고 스마트 기기 및 기술의 도입을 통한 위기상황에 대한 정보제공 등이다. In the past decade, it has become increasingly evident that the destruction potential of a wide range of natural and man-made hazards was growing in many countries. One of the major reasons behind this trend is the concentration of people and economic assets in hazard-prone areas. Therefore, the increasing threat of 'mega-risks' urges for the creation of partnerships between the public and private sector, and between local community groups and the national government in order to assess, prevent and respond to harmful events. Particularly, the roles of local government have enlarged in the risk management of disasters. The aim of this study is to establish the basis for an appraisal of all disaster preparedness system in local government of South Korean and Japan. To this end, the study reviews recent Japan's experiences which are significant now and which might be of particular relevance for the coming decades. From these, the study then draws some lessons for disaster preparedness and mitigation policy, considered in a holistic way for local government of South Korea. The first part of the study looks at a short overview of the theoretical concepts on risk management. The second part gives the current situation of Korean and Japan and its disaster management system, with comparison between local governments of both countries, and the lessons learnt from Japan's experiences and policies. Part three then discusses possible policy responses for local government of Korea.
