일본 원자력 거버넌스 변화의 정치적 동학

This paper examines institutional changes of Japan’s nuclear governance after the Fukushima nuclear accident as an exogenous shock by addressing a theoretical basis on new institutionalism. While the Fukushima nuclear accident opens windows of opportunity, Japan’s nuclear governance makes changes on technocrats-led nuclear policies and transforms to nuclear safety governance. In contrast to previous works that offer bureaucratic policy preference as an explaining factor, this case study illustrates the role of Japan’s civil society that brings institutional changes on nuclear governance, urging civil discourse in a new process of ‘national debate.’ This paper attempts to explain gradual institutional changes by reflecting various ideas and preferences of individuals and civil groups. To apply an integrated approach to analyze the process of a gradual institutional change after an exogenous shock, we aim to outline a framework for studying institutional transformation affected by social discourses in a civil society.

인터넷을 통한 시민 정책참여: 단일이슈 네트운동의 정책결정과정

본 연구는 인터넷 사용의 보편화와 확산이 정치와 행정의 과정, 보다 구체적으로 정책결정과정을 어떻게 변화시킬 것인가를 구체적 사례를 통해 분석하고 있다. <성수여중사건>, <국민연금제도개선>, <남산타운21>, <수지시민연대>의 사례는 정부 주도나 정부 시민동원형의 정책형성과 결정이 아니라 시민이 주도한 외부주도적 의제설정(agenda setting)과정과 정책참여과정을 보이고 있다. 이들 사례에서 시민은 사이버공간을 활용하여 정책의 변화를 요구하는 단일이슈 네트운동을 전개하여 실제로 정부의 정책변화에 영향력을 행사하였다. 본 연구는 듄(William N. Dunn)의 정책결정모델을 토대로 최근 전개되고 있는 단일이슈 네트운동의 특징과 양상은 무엇이며 이러한 네트운동이 기존의 정책결정과정의 각 단계에 어떤 변화를 가져왔는가를 분석하였다. 그리고 사례의 성격을 전국적/사회적 이슈와 지역적/공동체적 이슈로 나누어 이슈의 성격이 정책결정과정에 특정한 차이를 보이는 지도 분석하고 인터넷을 통한 시민 네트운동이 가지는 정치적인 함의(implication)와 발전방향에 대해 모색하였다. How will the proliferation of the Internet affect political and administrative processes? Or more concretely, how will it transform the policy making process? In Korea, cases such as the Sung-Soo Middle School Incident, Improvement of the Civil Pension System, Nam-san 21, and the Sooji Civil Union demonstrate that, in large part, citizens have been setting political agendas and driving policy-making processes. Interestingly, in each of these cases, cyberspace became the medium whereby citizens would unite with common concerns for and interests in changing government policies. The objective of this research is to analyze the recent single-issue network movements to see how these movements affected each stage of the policy-making process. The theoretical linchpin of this work will be William N. Dunn`s model on the policy-making process. This research also aims to prove whether the particular characteristics of an issue affect the policy-making process by categorizing the issues into nationwide/regional issues and social/communal issues. Moreover, it analyzes the implications of these Internet civil movements on politics and policy-making.

온라인 세대의 인터넷 네트워크와 정치참여

The Online Generation, a term referring to the new generation which is very familiar with expressing their ideas and desires through the Internet, was the main actor in candlelight demonstrations in Korea in 2008. This group exercised a strong influence on Korean politics and society. The Online Generation possess the capability and tools to consolidate and express their opinions directly, and showed its potential to bring about political and social changes in various incidents such as anti-US beef campaign and presidential election in 2003. This research analyzes the possibility and limits of political participation of the online generation by examining the characteristics of blog network as a major communication media of the online generation as well networking activities through these blogs. The significance of the Online Generation in Korean politics and democracy is also discussed.

This study analyzes the transformation of the interventionist state under the era of global competition of WTO regime with a case study of the introduction of competition policy in the Korean telecommunications market. The formation of competition policy in the telecommunications market has emerged as part of selective responses of domestic actors to the changes in the international political economic systems in an attempt to resolve the political and economic problems. This research emphasizes international factors as the main driver of the transformation of the state in East Asian capitalism and examines how Korean officials pursued their strategies of competition policy, using policy tools available in the telecommunication services market. The Korean case shows that Korea does not converge to a neo-liberal competition state although she has introduced competition policies. Instead, the Korean state has promoted a competition policy in a larger consideration of industrial policies.

지적재산권과 국제레짐의 세계정치

Despite the existence of international regime such as TRIPs(Trade Related Intellectual Property Rights), we observe increasing conflicts on intellectual property rights(IPRs) among nations in the recent years. TRIPs was established in order to manage intellectual property which is increasingly circulated above borders in 21st century. However, disputes on IPRs among states still maintain and states such as the US even search other processes of resolving disputes through bilateral agreements. This article tries to analyze why international regime as TRIPs has limitations in resolving disputes among states contrary to the expectations of neo-liberal institutionalists. It analyzes the formation of and the process of resolving disputes on intellectual property through TRIPs focusing on power relations and interests of states. In particular, this paper focuses on how US filter its interest into international regime of IPRs and on the political implications of the limitation of IPRs regime on world politics.

포털 뉴스의 정치경제: 뉴스서비스 트래픽 분석을 중심으로

포털의 뉴스서비스 이후 뉴스 공급과 소비가 어떠한 변화를 겪고 있는지는 학문적 관심사이다. 그런데 종래의 연구는 주로 포털의 뉴스미디어 기능이나 의제설정 효과에 천착해온 반면, 제반 포털 서비스와 연동된 뉴스 공급과 소비 행태 분석은 거의 제시되지 않는다. 이러한 면에서 이 연구는 다음의 세 문제를 규명하고자 한다. 첫째, 포털 뉴스 효과의 촉진 요인인 포털의 서비스 동향과 집중화 정도를 분석한다. 둘째, 포털이 제공하는 제반 서비스 중에서 뉴스섹션의 위상과 비중을 고찰함으로써 포털의 영향력을 실체적으로 논의한다. 셋째, 포털의 제반 서비스 및 뉴스섹션의 이용 행태를 사회경제적 집단 간에 비교 고찰한다. 이러한 문제들의 고찰을 위해서 이 연구는 실증적으로 주요 포털들 (네이버 never, 다음 drum, 네이트 Nate)에 대한 트래픽 분석을 수행하고 이러한 분석이 가지는 함의를 도출하고자 한다. Since the portal`s news service, how supply and consumption of online news is undergoing some changes? This question is included with the academic interests. Previous researches have mainly explored portal features or agenda-setting effect of the online news media. However, they have not almost analyzed consumption patterns of the portal services and news feeds. In this respect, this study is to elucidate the following three issues. First, this study analyze service trend and centralization level of portals as facilitating factors of online news effect. Second, this study analyze specific gravity of the news section and discusses portal`s influence. This study analyzed readers` use behavior of the portal service and news section between the socio-economic groups. In order to explore these issues, we mobilize traffic analysis and draw some implications.

디지털시대의 정치학 : 정보정치학의 연구내용과 과제

정보기술은 우리의 미래, 우리의 삶과 정치, 정치학에 어떠한 영향을 미치고 있는가? 정보시대의 도래는 단순히 정치과정에 인터넷과 같은 새로운 커뮤니케이션의 수단을 도입하여 활용하는 도구적 차원에 그치지 않고 정치의 본질적인 변화를 가져오고 있다. 본 논문은 기술변수를 정치현상 분석의 내재적이며 구성적인 변수로 보고자 하는 시도를 정보정치학(Information Politics)으로 규정하고 그 문제점과 대안을 분석해 보고자 시도하였다. 먼저 정치학의 주요 관심사인 권력(power)에 정보기술이 어떻게 영향을 미치고 있는지를 살펴보고 비교정치와 국제정치 영역에서 발전되어온 기존 연구의 현황을 통해 정보정치학의 연구 성과들을 정리해 보았다. 이를 토대로 디지털 시대에 정보정치 연구가 당면하고 있는 문제점은 무엇인지를 살펴보고 그 발전을 위한 과제를 제안하였다. How does Information Technology affect our future, lives, politics, and the discipline of political science? The emergence of the Information Age has brought about fundamental changes to politics going beyond simply using the Internet as new tools for communications in the political process. This paper defines Information Politics as an effort to perceive technology variable as an inherent and component variable in analyzing political phenomenon and explores current research trends and problems in the area of Information Politics. First, the existing literature on Information Politics is explored by taking a look at research trends developed over the years in the areas of comparative politics and international politics. This paper also examines problems faced by the research of Information Politics in the digital age and proposes issues for furthering research in this area.
