국민연금기금의 대체투자를 통한 청년층 공공임대주택 공급 후보지 분석: 2011-2016년 수도권 아파트 거래 자료를 토대로

한국의 지속적인 인구 고령화는 다양한 사회 갈등을 야기하고 있는데, 국민연금기금 고갈에 대한 위기감은 청년층과 기성세대 간의 첨예한 갈등의 한 양상이 되고 있다. 특히 청년층의 주거복지 수요가 증가하는 가운데, 국민연금기금의 대체투자를 통한 공공임대주택 공급 방안에 대한 사회적 관심이 증가하고 있다. 본 연구는 국민연금기금을 통한 청년층 공공임대주택 공급의 당위성을 검증한다. 그 후 공간통계기법에 기반한 탐색 결과를 바탕으로, 공공임대주택의 수도권 내 후보지를 제안하는 것을 목표로 한다. 연구 결과 세 가지 세부 청년층 분류에 따른 공공주택 공급방안이 도출되었으며, 각 지역과 대상 계층에 적합한 공공임대주택을 공급하는 방안을 모색한다. 본 연구를 통해 한국 사회의 세대 갈등을 완화하고, 국민연금기금의 수익성과 공공성을 모두 충족함을 목표로 한다. Recently, Korea suffered serious social conflicts between generations due to population aging. Anxiety about depletion of the National Pension Fund is one of the social problem to young generation, because of the uncertainty that they will not able to receive the pension they paid. At the same time, due to the high housing rent in Seoul metropolitan area, the demand for housing welfare and supply of public rental housing for young generation was increased. There are some opinions about using National Pension Fund to supplying public rental houses in the society. In this research, we were concentrated on finding the suitable areas for the public rental house using National Pension Fund. First, verifying the validity of the investment using National Pension Fund for the public rental housing was done. And spatial statistical methods were applied to explore the suitable areas for the public rental housing in Seoul metro area. Finally, this study divided young people into three groups and analyzed ways to supply public rental housing for each group in proper areas by their demand. This research's ultimate goals are mitigating the conflicts between the generations and achieving both profitability and publicness of National Pension Fund.

공간 통계를 활용한 서울시 노년 인구 거주지와 노인 수요 시설 분포의 공간적 불일치 탐색

인구 고령화에 따라 세계 여러 나라들은 노년 인구의 삶의 질을 측정하고 향상시키기 위해 많은 노력을 기울이고 있다. 노인 문제와 관련한 대부분의 기존 연구는 노년 인구의 경제적 빈곤, 신체 및 정서적 특성, 노인 문제를 야기하는 사회 구조에 집중되어 있고, 노인들의 삶의 만족도에 중요한 영향을 미치는 거주지의 생활환경적 측면에 대한 고찰은 상대적으로 미비하다. 이러한 맥락에서 본 연구는 노년 인구의 주거 환경에 초점을 맞추어 다양한 노인 수요 시설의 분포 특성을 체계적으로 고찰하고, 실제 노인들의 거주 밀집지와의 공간적 불일치를 다양한 공간 통계를 활용하여 실증적으로 분석하였다. 서울시를 대상으로 한 사례 분석 결과, 서울시 노년 인구 거주지와 노인 수요 시설은 전체적으로 군집화된 패턴을 보이고 있으며, 국지적으로 공간 클러스터를 형성하고 있다. 하지만 국지적 클러스터 패턴이 상이하여 노년 인구 거주지와 수요 시설 간에는 일정한 수준의 공간적 불일치가 지역적으로 상이하게 나타나고 있고 수요 시설별로 상이한 양상을 보여주고 있다. As population is aging, many countries in the world are making great efforts to evaluate and to improve the quality of life for the elderly. Most previous studies regarding problems of the aged have focused on the poverty, physical and mental characteristics of the elderly, and social structures causing the problems. There are a lack of studies that consider the residential living environment which influences significantly the satisfaction with life of the elderly. In this regard, this research addresses the spatial distribution of elderly demanding facilities and analyzes the spatial mismatch between the elderly populated areas and elderly demanding facilities empirically using various spatial statistical techniques. As the results from the case study of Seoul, both the elderly population and elderly demanding facilities are spatially clustered overall, and several local clusters are found. However, there is some level of spatial mismatch between the elderly populated areas and elderly demanding facilities, which differs over areas. This is because local clustering patterns are different for each of the elderly population and facilities distributions. Also, different spatial mismatch patterns are revealed to each of elderly demanding facilities.
