지역주민의 보행권확보에 대한 정책과정 분석 : 충북 보은군 사례를 중심으로

본 연구는 보은군민의 보행권확보를 사례로 선정하여 정책과정을 분석하였으며, 다음과 같은 부분들에 초점을 맞추어서 사례분석을 하였다. 첫째, 보은군민의 보행권확보과정을 투입단계, 과정단계, 산출단계 등 3단계로 구분하여 정책과정을 분석하면서 각 단계별로 심층적인 분석을 하였다. 둘째, 과정단계에서는 조직, 예산, 인력, 네트워크라는 분석기준을 가지고 다시 조직화단계(1단계), 실천학습단계(2단계), 모니터링단계(3단계)로 다시 구분하여 더욱 정밀한 분석을 하였다. 셋째, 3단계로 분석한 내용들을 바탕으로 보은군민의 보행권확보라는 사례가 가지는 성과를 제시하는 것과 동시에 시사점을 제시하였다. 분석결과, 지역문제라고 하는 단일의제에 대한 공감대 형성을 통해 호의적인 환경에서 문제해결의 방법들을 찾고자 하였다. 또한 주체들의 자발적인 참여를 통해 주체들 간의 책임감과 신뢰를 가지고 공동의 목표를 이끌어 냄과 동시에 상생의 합의를 통해 신뢰의 구조를 만들어 갔다. 그리고 노점상인들과 지역상가에서의 갈등문제가 발생할 수 있는 여지가 있었으나, 민간단체의 중재에 의한 네트워킹을 통한 대화를 통한 갈등문제를 조기에 해결할 수 있었다.

Hamlet의 性格 分析 : Soliloquies를 中心으로

Hamlet's character in Hamlet exhibited the essential problems tangled enough to drive Hamlet into catastrophe and a terrible tragedy. In the history of drama, there are few instances of so tragic a figure as that of the character portrayed in Hamleta. It is in the very point of view that it is defined that Hamlet's tragedy mainly lies in its pecularity-the tangled incomprehension-of Hamlet's antic disposition. If we study and analyze what the cause is, how it is developed and what result it has by means of examing the factors one after another, chiefly on the soliloquies, we can assert that Hamlet's tragedy can be classified into three catagories: (l)some serious defects in his character, (2)the intellect through the insight into life and death, (3)the intellect through the ethical morality. In the opening chapter of act I, II, we are apt to judge that he, an incapable man, was driven at the mercy of waves of agony, caused by his antic character itself. In the chapter III, especially in "to be or not to be", his intellect through which he can gain an insight into discriminating between life and death, revenge and endurance, present and future, proved that he, a capable man, could answer the problems of the essence of man as well as the questions of the complicated human history. The fact that Hamlet himself set the definite criteria of the complete revenge to get rid of the vices existed in Denmakr Royal, thus saving the Denmark, and the ethical morality that he could not revenge against Moral laws, proved to mankind that Hamlet is the true tragedy of the intellect and that he is the eternal figure of suffering intellect. Hamlet's tragedy is too significant to define simply that Hamlet alone should be doomed to take over it. It should be right to define that man should be experienced in tragedy because all human beings are rational intellectuals.
