Biodegradable Acetylated Kenaf Fiber Composites

Bio-composites containing kenaf and starch as the filler and matrix, respectively, and Polyvinyl alcohol (PVA)and Polyethylene glycol (PEG) as plasticizers were fabricated. The acetylation of hydrophilic kenaf increased thehydrophobic matrix and surfactant bonding in the complex, and the starch matrix increased the biodegradability. Thephysical, thermal, and biodegradability properties of composites comprising acetylated kenaf and starch (S), acetylatedkenaf, starch, and PVA (S+PVA), and acetylated kenaf, starch, and PEG (S+PEG) were evaluated. The results showed thatthe acetylation of kenaf caused its surface to swell, improving the interfacial adhesion between kenaf and starch in thecomposites, whereas PVA and PEG did not enhance the physical properties of the composites. The addition of plasticizerscaused a slight improvement in the thermal fluidity and stability of the acetylated kenaf composites. In addition, thecomposites buried in soil showed higher biodegradability than those buried in compost. The presence of moisture in the soilalso increased the biodegradability by 80 %. The results of this study demonstrate the high potential of the acetylated kenafcomposites as an alternative to synthetic polymer products. Moreover, considering their biodegradable nature, thesecomposites can be applied in treatments and techniques that are focused on the safe disposal of plastic waste for themitigation of environmental pollution.
국회예산정책처의 설립이 국회 예산심의에 미친 영향에 관한 실증적 분석: 국회 일반회계 예산안 수정비율을 중심으로

본 논문은 국회예산정책처의 설립이 국회 예산심의의 실질화라는 기대효과를 발휘하고 있는지 검토해보고자 하였다. 국회의 예산심의가 어느 정도 실질적으로 이루어지고 있는지를 측정하기 위한 변수로는 행정부가 제출한 예산안이 국회에서 수정되는 비율을 사용하기로 하고, 국회예산정책처 설립이 국회의 예산안 수정비율에 어떤 영향을 미쳤는지 실증적으로 분석해보고자 하였다. 모형의 추정결과를 살펴보면, 국회예산정책처 설립 여부는 종속변수가 일반회계 감액비율과 총수정비율인 경우 유의수준 5%에서 통계적으로 유의하고 계수는 정(+)의 값을 가지는 것으로 추정되었다. 이에 따라 국회예산정책처 설립 이후 감액비율과 총수정비율이 높게 나타날 것이라는 가설을 채택할 수 있었다. 즉 본 연구의 추정결과 국회예산정책처 설립 이후 감액비율과 총수정비율이 높게 나타나는 것으로 분석됨으로써 국회의 일반회계 예산안 수정비율을 기준으로 국회 예산심의의 실질화를 판단해볼 때 국회예산정책처의 설립은 국회 예산심의의 실질화라는 기대효과를 발휘하고 있는 것으로 판단할 수 있다. This study is revising whether the establishment of National Assembly Budget Office (NABO) brings the expected effect that is actualization of the National Assembly budget deliberation. Ratio of amendment of the budget plan by the National Assembly submitted by the Administration Office was used as the variable to measure whether the budget deliberation of the National Assembly is actually realized to certain extent and was to positively analyze what kind of influence the establishment of the NABO gave to the amendment ratio of the budget plan by the establishment of National Assembly. When looking into the assumption result of the model, the whether the NABO was established was assumed to be statistically significant in the significance level of 5 percent and in case of subordination variable to be the general accounting total amendment ratio and general accounting reduction rate, the coefficient had a positive (+) value, and by this the hypothesis of the reduction ratio to increase and total amendment ratio to be high after the establishment of NABO could be selected. In short, as the assumption result of the study, it was analyzed that the reduction ratio was to increase and total amendment ratio to be high after the establishment of NABO, when judging the actualization of the National Assembly budget deliberation based on the amendment ratio on the budget plan of the National Assembly, it is seen that the establishment of the NABO has expected effect of actualization of National Assembly budget deliberation.
셀룰로스 복합소재 타올의 천연염색과 소취/항균 가공에 관한 연구

The application of madder and indigo plant dyes with various concentrations on five different cellulose blend samples, hansanmoshi/cotton, tencel/cotton, cotton, deodorizing processed cotton yarn, bamboo yarn, resulted in various strengths of color, which is useful for versatile towel design. For madder and indigo dyes, $80^{\circ}C$ and $40^{\circ}C$ were respectively the optimum dyeing temperatures, and 20 min of dyeing time was sufficient to achieve reasonable color strength. Both hansanmoshi-blend towel and tencel-blend towel dyed with natural madder and indigo showed excellent fastness properties: the rated washing fastness, rub fastness, light fastness, and perspiration fastness were 3-4, 4-5, 4, and 4-5, respectively. Those towels exhibited excellent functionality such as 99.8% deodorization effect and 94% antimicrobial activity with no detectable formaldehyde in an assay.

An analysis of the components of clay mineral before and after coloration (XRF) showed that the ele-mants involved in coloration are Fe, Cr, and Ni Fe accounts for 65% of coloring conponents on dyed fa-bric: in addition, Cr and Ni also affect coloring. The optimal coloration condition was to repeat the process of immersing the cotton fabric in 80℃ slurry of 8g of clay mineral to 1g cotton for 60 minutes, dry it for 24 hours and rinse three times. Especially, as the repetition of coloration increased, the (K/S)440 value of sample A increased from 1.0 to 2.5, and sample B increased from 1.0 to 1.6. The effect of the repeated process on coloration was significant: consequently, the rinsing and drying process were important to dec-rease the coloration level. It also showed excellent resuIts in regard to color fastness to washing, light, rub-bing, perspiration, and antibiotic effect.
