변경되는 경찰채용시험의 출제범위에 관한 연구 : 형사소송법 중심으로

The police officer recruitment test, especially the written test, for selecting excellent talents has been through numerous revisions since the enactment of the <Police Officer Appointment Ordinance> on January 9, 1969. In order to perform the duties of the police stipulated in Article 3 of the <Act on the Organization and Operation of National Police and Self-Governing Police>, it is said that selecting the right talent is the most important thing. There are written tests, physical fitness tests, and interview tests in the recruitment test. The written test will be completely reorganized and implemented from 2022. English and Korean history will be implemented as a test system, and police studies, criminal law, and constitutional subjects will consist of a written test. This study is a study on the changing scope of the Police Recruitment Test under this background. In particular, this study intends to discuss the scope of the <Criminal Procedure Act> subject, which evaluates criminal procedures that may infringe upon citizens fundamental rights. Prior to the change, the current <Criminal Procedure Law> subject covered the entire criminal procedure, that is, investigation-trial-execution, but in the changed police recruitment exam, what is limited to the criminal procedure part, that is, the investigation procedure part, in charge of the police is changed. It is the core of the scope of the Criminal Procedure Act of the Police Recruitment Test. This study will first look at the general part of the Police Recruitment Test, especially the Police Recruitment Test, which will be changed in 2022, and specifically mention the range of questions for each subject, especially the <Criminal Procedure Law> subject. This study analyzes the tendency of questions in the <Criminal Procedure Law> subject recently taken in the Police Recruitment Test, and suggests the range of questions in the <Criminal Procedure Law> subject suitable for the changing police recruitment exam. As it is a newly implemented subject reorganization, there may be many trials and errors, but I hope that this study will be of little help. 우수한 인재를 선발하기 위한 경찰공무원 채용시험, 특히 필기시험은 1969년 1월 9일에 근거규정인 <경찰공무원임용령> 제정 이후 수많은 개정을 거쳐 현재에 이르고 있다. <국가경찰과 자치경찰의 조직 및 운영에 관한 법률> 제3조에 규정된 경찰의 임무를 수행하기 위해서는 이에 맞는 인재를 선발하는 것이 무엇보다 중요하다고 할 것이다. 채용시험에는 필기시험, 체력시험, 면접시험이 있지만 경찰임무의 기본적 수행에 적합한 인재를 선발하는 것은 필기시험이라고 할 것이다. 필기시험은 2022년부터 전면 개편되어 시행될 예정인데 영어, 한국사는 검정제로 시행되고 경찰학, 형사법, 헌법과목은 필기시험으로 이루어질 예정이다. 본 연구는 이러한 배경하에 변경되는 경찰채용시험의 출제범위에 관한 연구로서 특히, 국민의 기본권 침해우려가 있는 형사절차를 평가하는 <형사소송법>과목의 출제범위에 대해 논의하고자 한다. 변경되기 전인 현행 <형사소송법>과목은 전체 형사소송절차 즉, 수사-공판-집행부분이 출제범위였는데 변경되는 경찰채용시험에서는 경찰이 담당하는 형사절차부분 즉, 수사절차부분에 한정되는 것이 변경되는 경찰채용시험의 형사소송법 출제범위의 핵심이다. 본 연구는 먼저 2022년에 변경되는 경찰채용시험, 특히 순경채용시험에 대한 전반적인 부분을 살펴보고 구체적으로는 과목별 출제범위, 특히 <형사소송법> 과목의 출제범위에 대해 언급하려고 한다. 최근 경찰채용시험에서 출제된 <형사소송법>과목의 출제경향을 분석하고 아울러 변경되는 경찰채용시험에 적합한 <형사소송법>과목의 출제범위를 제시하고자 한다. 새롭게 시행되는 과목개편인 만큼 여러 시행착오가 있겠지만 본 연구가 조그만한 도움이 되었으면 하는 바이다.

포도청의 역할과 기능에 관한 연구 : 조선왕족실록 중심으로

현대국가인 대한민국의「국가경찰과 자치경찰의 조직 및 운영에 관한 법률」제3조에서는 경찰의 임무를 규정하고 있는데 1. 국민의 생명·신체 및 재산의 보호 2. 범죄의 예방·진압 및 수사 3. 범죄피해자보호 4. 경비·요인경호 및 대간첩·대테러 작전 수행 5. 공공안녕에 대한 위험의 예방과 대응을 위한 정보의 수집·작성 및 배포 6. 교통의 단속과 위해의 방지 7. 외국 정부기관 및 국제기구와의 국제협력 8. 그 밖에 공공의 안녕과 질서유지가 바로 그것이다. 대한민국의 역사에서 위 경찰 역할을 수행한 조직은 많이 있지만 특히 실증자료가 많이 남아있는 조선시대의 포도청이라는 조직이 대표적 조직이다. 포도청이라는 조직을 통해 과거 위 경찰업무수행을 어떻게 행하였는지를 살펴보는 것도 현재의 경찰임무를 연구하는데 도움이 되리라는 판단하에 본 연구는 진행이 되었다. 본 연구는 먼저 조선시대의 경찰관제를 분석한 다음 새로운 시각으로 조선시대역사를 집대성한 「조선왕조실록」을 통해 포도청이 어떻게 묘사되어 있는지 살펴보고자 한다. 아울러 본 연구에서 참조한 자료는 국사편찬위원회에서 제공하는「조선왕조실록」국역본을 검색하여 추출된 내용을 분석하여 연구했으며 「조선왕조실록」에서 표현된 포도청에 대해 포도청의 역할과 기능에 대해 살펴보고 조선시대 경찰역할을「조선왕조실록」을 통해 밝혀보고자 한다. In the history of the Republic of Korea, there are many organizations that have played the role of the police, but the organization of the Chosun Dynasty, which has a lot of empirical data, is a representative organization.,This study was conducted under the judgment that it would be helpful to study the current police duties by examining how the police work was carried out in the past through the organization called the vineyard., ⁇ This study first analyzes the police officer system of the Joseon Dynasty and then examines how the vineyard is depicted through the Annals of the Joseon Dynasty, which compiles the history of the Joseon Dynasty with a new perspective. In addition, the data referenced in this study was analyzed and studied by searching for the Korean translation of 「Annals of the Joseon Dynasty」 provided by the National History Compilation Committee, and examined the role and function of Podocheong expressed in 「Annals of the Joseon Dynasty」. I would like to clarify the role of police in the Joseon Dynasty through 「Annals of the Joseon Dynasty」.

잠자리 모방 모델의 비행특성에 대한 실험적 연구

The flow visualization is conducted in order to investigate an unsteady flight characteristic of a model dragonfly. The flapping wings are analyzed using smoke-wire and high speed camera. The results of this experiment show that three mechanisms and high incidence angle of the wings are responsible for the lift. The leading edge vortex, which is induced by the rapid acceleration of the wing at the beginning of a stroke, causes the lift enhancement. The delayed stall during the stroke and the fast supination and pronation of the wing near the end of each stroke are also responsible for the lift generation.

민간경비 성장에 영향을 미치는 요인에 관한 연구

우리나라의 민간경비는 1950년대에 시작되어 하나의 산업으로 성장하여 치안의 일정 부분을 담당해 오고 있다. 최근 연구들이 성장추이에 대한 분석을 시도하고 있으나 관련 요인들에 대해 기술하는 연구가 대다수이며, 인과적 분석으로까지 진행된 연구는 찾아보기 힘들다. 이 연구는 민간경비 산업의 성장에 영향을 미치는 요인을 분석하기 위해 시계열 분석을 시도하였고, 그 중 인과적 분석을 위해 전이함수를 활용하였다. 분석결과에서는 민간경비원 수에 영향을 미치는 요인은 통계적으로 유의미한 변수가 확인되지 않았다. 다만 민간경비업체 수에 영향을 미치는 요인으로 경제적 요인에 해당하는 1인당 GDP가 유의미한 요인으로 확인되었다. 이러한 결과를 바탕으로 경제성장에 따라 민간경비산업이 성장하는 것은 영리를 목적으로 하는 산업의 특성에서 발생하는 필연적인 결과라는 것과 경제성장으로 인한 재화 구매력의 상승으로 민간경비 산업의 소비가 촉진된다는 결론을 다시 한번 확인 하였다. Private security in Korea began in the 1950s and has grown into an industry and has been in charge of certain parts of security. Although recent studies have attempted to analyze growth trends, most studies describe related factors, and few studies have been conducted to causal analysis. This study attempted time series analysis to analyze the factors affecting the growth of the private security industry, using the transfer function for causal analysis. In the analysis results, there were no statistically significant variables affecting the number of civilian security guards. However, GDP per capita, which is an economic factor, is a significant factor affecting the number of private security firms. Based on these results, the growth of private security industry in line with economic growth is a consequent result of the characteristics of the industry for profit, and the increase in purchasing power of goods from economic growth promotes consumption of private security industry. 드론을 이용한 범죄 및 드론을 활용한 범죄예방

드론은 ‘4차 산업혁명’의 핵심 분야 중 하나이다. 전 세계적으로 드론 산업을 육성하고 발전시키기 위한 노력이 진행되고 있다. 드론의 다양한 기능으로 인해 여러 분야에서 다양하게 활용할 수 있다. 드론의 활용에 대해 크게 두 가지로 논의해 볼 수 있다. 첫째는 드론을 악용해 범죄를 저지르는 것이다. 둘째는 드론을 활용해 범죄를 예방하는 것이다. 드론의 촬영 기능을 이용해 사생활 침해와 같은 범죄부터 정보 수집 및 산업 스파이 등의 범죄를 저지를 수 있다. 그리고 드론의 탑재기능을 이용하여 또한 드론의 운송 기능을 이용하여 불법적인 물품을 운반하는 범죄도 가능하며, 실제로 교도소에 불법 물품을 반입한 사례도 다수 존재한다. 드론은 범죄에 악용될 수도 있지만 반대로 드론을 이용해 범죄를 예방할 수도 있다. 부족한 경찰 인력을 보완하는 순찰 드론, 감시 기능을 이용해 주요 시설을 감시하고 정보를 수집하는 감시 드론, 여성 안심귀가를 도와주는 드론, 실종자 수색 등 다양한 경찰활동을 지원하는 경찰 드론을 들 수 있다. 이와 같이 드론은 양날의 검과 같다. 드론을 어떻게 사용하느냐에 따라 무기가 될 수 있고, 방패가 될 수 있는 것이다. 드론을 악용하지 못하고 잘 활용할 수 있도록 법제도적 정비와 지속적인 지원과 관심이 요구된다. 특히 드론의 범죄 악용 가능성을 높여주는 드론의 익명성을 제한하기 위한 드론 등록제와 같은 정책이 필요할 것이다. The drones are one of the key areas of the Fourth Industrial Revolution. Efforts are being made to nurture and develop the drones industry around the world. Due to the various functions of the drone, it can be used in various fields. There are two major discussions on the use of drones. The first is to commit a crime by abusing the drones. The second is to use the drones to prevent crime. As in the case of attempting terrorism using a drone, We can not rule out the possibility of terrorism using it. Using the drones shooting function, the crimes can be committed from such as invasion of privacy to the information gathering and industrial espionage. Also using the transport function of the drones, It is possible to commit crimes carrying illegal goods. In fact, there are many cases where illegal goods were brought into prison. Drones can be exploited for crimes, but they can also prevent crime by using drones. Patrol drones complementing insufficient police force, Monitoring drones to monitor major facilities and collect information using surveillance function, Drones helping the woman safety homecoming, Police drones to support various police activities such as search for missing persons. There are many useful drones. Thus, the drones are like double-edged swords. Legal institutional maintenance and ongoing support and attention will be needed to do not let the drones exploit and make good use of it.
