포스트자본주의체제와 사회운동의 탈감정성

본 논문은 최근 사회운동의 경향을 가장 잘 반영하고 있는 촛불집회를 하나의 사례로 설정하여 그것의 성격을 규명하고 새롭게 변화되고 있는 사회운동의 실천양식을 분석하는 데 초점을 두고 있다. 사회운동은 그 자체의 내러티브, 레퍼토리, 내적 동력에 의해서 독립적으로 발생하는 것이 아니라 그 운동에 참여하는 주체들의 실천양식에 따라 그 성격을 달리하게 된다. 그런데 주체의 실천양식은 당대의 물적 조건과 문화적 규범 간의 상호작용의 결과로 나타나기 때문에 사회운동 역시 그것이 발생하고 진행될 수 있는 물적 조건을 수반한다. 또한 사회운동은 감정적 동력을 필요로 한다. 하지만 감정이 어떻게 사회적으로 구성되고 생성되는지에 대한 역사적·맥락적·상황적 독해가 필요하다. 필자는 우리 시대 사회운동은 포스트자본주의체제와의 연관성 속에서 그 성격이 밝혀져야 하고 이를 통해 오늘날 사회운동이 갖는 한계와 의미를 탐색해봐야 한다고 주장한다. 요컨대 포스트자본주의체제 하에서 요구되는 감정적 실천양식과 그것이 사회운동과 어떻게 친화력을 갖는지를 시론적으로 논의해보고자 했다. This article focuses on identifying the characteristics of candlelight vigils, which could be regarded as newly emerged social movements, and analyzing the newly changing practice of social movements. Social movement does not occur independently by its own narrative, repertoire, and internal dynamics, but it differs in its character according to the practice style of the actors participating in the movement. However, the practice of the subject is the effect of interaction between the material conditions and cultural norms. Thus the social movement also involves the material conditions that can occur and proceed. Besides social movements require emotional power. And historical, contextual, and situational reading of how emotions are socially constructed and created is necessary. I argue that the social movement of our time should be revealed in the connection with the post-capitalism regime and that the limitations and meanings of new social movement should be explored. In short, I tried to discuss the emotional practice required under the postcapitalism regime and how it has affinity with the social movement.

노숙인 구호활동의 평가와 전망

이 글은 외환위기 이후 기독교단체들을 중심으로 노숙인구호활동의 내용과 성과 및 한계를 살펴보고 향후 운동의 방향을 모색해보는 데 목적을 두었다. 지난 10여 년 동안 기독교단체는 노숙인의 보호를 위해 국가와 시민단체의 지원 및 협력을 기반으로 꾸준한 활동을 펼쳐왔다. 그러나 대부분 정부의 노숙인 정책과 지원체계에 의존한 나머지 기독교단체의 주체적인 활동을 펼치는 데까지 나아가지 못했다. 결국 이 같은 상황은 노숙인들이 일시적이고 단기적인 복지서비스를 제공받는 데는 기여했지만 노숙인들의 자활과 자립을 유도하는 데에는 많은 한계를 지니게 되었다. 본 글은 이와 같은 문제점을 극복하기 위하여 정부와 기독교단체의 수평적인 협력관계를 전제로 한 체계적인 노숙인구호사업과 노동연계프로그램을 연결시키는 전략을 제안하였다. 그리고 관련 단체들과의 노숙인 관련 정보공유와 상호연계 프로그램을 개발함으로써 노숙인의 자활을 체계적으로 유도할 수 있는 통합적인 정책의 필요성을 강조하였다. 마지막으로 관주도적인 구호활동을 벗어나 적극적인 빈곤운동의 주체로서 노숙인 스스로 탈노숙·탈빈곤을 실현할 수 있는 기회와 교육을 제공하는 기독교단체의 새로운 역할을 강조하였다. This article aims not only to analyze the details, results and problems of the Christian organization-led caring services for the homeless after the financial crisis in 1997 but also to propose the direction of the next movement. Christian organizations have been involved in caring services for the homeless on a constant basis with support and cooperation from the government and civic groups for the last 10 years. However, because Christian organizations depend on the government policy and the public support system, they have not been able to move forward to work on their own independent activities. Consequently, although the caring services led by the Christian organizations have improved the conditions of the homeless temporarily in receiving short-term welfare service, they have also exposed major shortcomings in inducing the homeless to support themselves and become independent. To overcome these problems, this article suggests the strategy that connects a positive policy on the labor market with more systematic services for the homeless which is based on the horizontal collaboration between the government and Christian organizations. Furthermore, I emphasizethe importance of the combined policy which systematically induces the self-support from the homeless by developing a connection program as well as an information sharing program about the homeless people among the related organizations. Finally, I stress that the need for the Christian organizations to provide opportunities and educational programs which lead the homeless to escape from homelessness and poverty by themselves. They thereby can be independent of the positive anti-poverty movement by escaping from being a merely passive beneficiary of the care services from the government.

본 논문은 노숙인들이 역사(station)를 중심으로 노숙공간을 형성해가는 과정을 통치성의 시각에서 살펴보는 데 목적을 둔다. 이를 위해 우리는 영등포역사와 그 인근 지역을 중심으로 형성된 노숙공간을 참여관찰하면서 노숙공간이 구성되고 (재)생산되는 사회적 메커니즘을 밝히고자 했다. 그 결과 첫째, 노숙공간은 노숙인을 비롯한 사회복지단체, 행정기관, 지방정부, 민간자본 등 여러 사회적 주체들 간의 다양한 경합이 벌어지는 과정에서 생산된 산물이며, 둘째, 이들은 서로 갈등적 공생관계 혹은 상호의존적 갈등관계를 형성함으로써 노숙공간을 권력투쟁과 상호공생이라는 이중적 성격을 띤 장으로 변화시켜 나가며, 셋째, 이러한 노숙공간의 역설적 성격은 영등포 쪽방촌을 통해 변증법적 합의점에 이르게 된다. 이러한 분석을 통해 우리는 노숙공간은 노숙인다움(homelesshood)을 계속해서 만들어냄으로써 일반시민들의 안전을 보장하려는 국가권력의 통치기술을 비판하고자 했다. This Article aims to explore the process that the homeless make space for homelessness in the center of station through the concept of governmentality. For this, we try to examine social mechanism which such space is made and (re)produced through participant observation in research. The result is as follows: First, space for homelessness is social product from different competitions among the homeless, welfare group, administrative agency, local government and private capital. Second, space for homelessness has a characteristic of duplex field of power struggle and symbiotic relationship. Third, this paradoxial characteristic comes to dialectical agreement through Jjok-bang in Yeongdeungpo. On the base of this analysis, we attempt to criticise governmental technique of state power which try to guarantee security for general public from the homeless by producing homelesshood constantly.

부자되기 열풍의 감정동학과 생애프로젝트의 재구축

본 연구는 1990년대 이후 한국사회의 부자열풍을 감정사회학적 시각을 통해 분석하는 데 목적을 두었다. 이를 위해 우선, 한국사회의 부자열풍이 발생하게 된 사회적 맥락을 경제위기와 관련하여 밝히고자 하였다. 그리고 부자열풍이 단순히 사회구조적 산물이라기보다는 ``부자되기``라는 주체적인 행위의 차원과 결합된 집합적 열망이라는 점을 강조하면서 사람들의 내면세계에 집합적으로 작동하는 감정동학을 분석하였다. 나아가 오늘날 ``부자되기`` 열풍은 자기계발의 한 영역으로서 신자유주의적 주체의 탄생을 예고할 뿐만 아니라 새로운 생애프로젝트를 위한 주체화 과정의 하나가 되고 있으며, 이를 뒷받침하는 전문가체계가 등장하면서, 특히 감정산업이 중흥기를 맞이하고 있음을 주장하였다. 마지막으로 부자열풍에 내재하는 역설을 지적하면서 부자되기의 의미를 새롭게 모색해보고자 했다. This article aims to analyze ``to become rich`` fever in Korean society after 1990``s through the view of emotional sociology. To achieve this purpose, I try to explore social context happening rich fever with economic crisis. And then emphasizing that it is collective enthusiasm combined with the domain of subjective action not the product of social structure, I try to examine emotional dynamics operating in person``s mind. Futhermore, I assert that ``to become rich`` fever does not only announce new liberalistic subjectivity but also is one of the new processes to rebuild life course project, and it makes the emotional industry prosperous along with professional system. Finally, pointing out the paradox of ``to become rich`` fever, I try to explore some meaning which it complicates.
