이 연구는 농업, 농촌발전의 최소 공간적, 사회적 단위로서의 마을에 초점을 맞추고 마을이 가지고 있는 농촌 리더십의 역할과 구조를 파악하였다. 이를 통하여 농촌발전을 효과적으로 달성하기 위하여 필요한 요인을 탐색해보는 것을 목적으로 하였다. 리더의 인적 자본, 마을의 사회적 자본, 정책지원을 통한 주민동원, 그리고 물리적 여건에 관련된 이론적, 경험적 논의를 살펴보고 이를 토대로 분석 틀을 설정하였다. 이 통장, 새마을지도자, 새마을부녀회장 등 전·현직 공식적 지도자를 대상으로 우편 설문조사를 실시하였고, 홍성 환경농업시범마을 등 3개 마을에 대하여 심층 사례연구를 수행하였다. 오늘날 농촌마을에는 혁신적 사고를 가지고 적극적으로 새로운 농법과 기술을 수용하며, 지역의 물리적 여건을 활용함으로써 농업의 개방화에 따른 불안한 미래를 오히려 마을 발전의 외부적 계기로 삼는 새로운 리더가 필요하다. 이를 위하여 지도자는 마을사회 안팎에서의 사회적 관계를 사회적 자본으로 갖추어야 한다 농촌주민 사이에 남아 있는 높은 신뢰는 중요한 사회적 자본으로서 마을 발전의 동력으로 작용할 수 있다. 정부의 지원은 마을의 사회적 자본을 활용하여 이룩한 초기 성과를 지속, 확산시킬 수 있는 중요한 유인책으로 작용할 수 있다. 지역이 가지고 있는 물리적 여건은 발전을 위한 촉진 혹은 제약요인 모두가 될 수 있는 중립적 요소이다. 정책적 제안으로서는 다음과 같은 것들이 제안되었다. 농촌에 `신형 리더`를 양성하기 위하여 마을 안의 사회 경제조직을 활성화하고 자발적인 마을발전 계획을 수립하도록 장려한다. 농민 교육 프로그램에 다양한 성공사례를 소개하여 이를 스스로 벤치마킹할 수 있도록 유도한다. 다양한 지역개발 전문가를 활용하여 주민 동기화의 계기를 제공한다. 끝으로 초기에 가시적인 성과가 이루어질 수 있도록 정부가 집중 지원하고 일정한 성과에 대해서는 적극적으로 홍보하도록 한다. The purpose of this study is to understand the roles and structure of rural village leadership, and to identify factors which are positively related with successful development of rural villages. Four factors are theoretically discussed: human capital of leaders, social relationship, governmental subsidization, and the physical setting of the village. These factors would be influenced by some critical events occurred within and without. Carefully sampled formal leaders have been sent questionnaires, and three villages selected for in-depth case study; Environment-friendly Model Farm in Hongseong, Hanmaeum Community in Jangseong, and Cheongmaesil Farm in Gwangyang. Although many rural people thought the leaders` personal characteristics less important than high motivation of villagers and physical setting of villages, it proved that their innovative minds and strong will have been one of key factors of the success. Physical settings have also been mobilized to become a new income source in Gwangyang. Uncertainty and anxiety from the agricultural globalization were paradoxically contributory to the adoption of environment-friendly agriculture in Hongseong and Jangseong. Survey respondents thought the social relationship within the village--strong narrow solidarity--and the active external relationship--weak broad solidarity--as the most crucial properties of the leaders. Regarding the governmental subsidy, the subsidization would provide the villagers with incentives with which initial outcomes can be widely known to others, It is found that the physical conditions are rather neutral in terms of village development. What is crucial is how to utilize the strong points and opportunities over weaknesses and threats. A few policy suggestions are in order. Firstly, it is necessary to encourage so-called `new-type leaders` to emerge, who are equipped with aspiration, information and solid social relationships as well as various managerial skills. Secondly, various social networks are precious social capital, and it needs to encourage the potential leaders to broaden social networks--for instance, to provide educational trips to exemplar villages. Thirdly, it is important for the government to connect the experts in regional planning with village leaders. Finally, governmental subsidies should be timely offered so that the villagers witness promising outcomes relatively a t the early stage of development. Initial success would inspire them with pride and self-confidence in further progress.
