국내 기업의 경쟁력 및 업무역량 분석 - 해외 플랜트 사업을 중심으로 -

최근 해외건설은 외부환경에 의해 급속도로 수주량이 증가하고 있는 실정이다. 하지만, 국내 건설기업들의 높은 수주량이 해외시장의 확대 등 외부요건에 의해 발생된 것이고 내부역량이 높아진 것이 아니라는 우려의 목소리가 나오고 있어 지속적인 수익률을 위해서는 외부 환경에 최소한의 영향을 받는 전략 수립과 함께 효율성 있는 업무 체계를 갖추는 등 기업 내부의 경쟁력 강화에 각별한 노력을 기울일 시기이다. 이에 본 연구를 통해 국내 건설기업의 경쟁력을 플랜트사업 중심으로 살펴본 결과 해외건설에 외부 요인인 환율 변동과 국제 원자재 가격 변동은 타 산업에 비해 타격이 크지는 않지만 점차 악화되고 있는 등 국내 주요 건설기 업들의 수익률이 낮아질 가능성이 존재하는 것으로 나타나 지속적인 수익률을 위한 기업의 각별한 노력이 필요한 시기임을 확인할 수 있었다. 또한 건설기업 내의 주요 기능별 업무를 국내사와 선진사와의 상대비교 분석을 통해 국내 건설기업들이 향후 가져가야 할 중점 강화 역량으로는 설계업무 그리고 전략적 강화역량으로는 사업기획, 사업개발 및 영업, 외주관리, 원가관리 업무인 것으로 나타났다. 이러한 결론들은 향후 해외시장에 진출하는 건설기업의 입장에서 전략적 방향을 설정하는데 기초 자료로 활용될 수 있을 것으로 판단된다. Last decade, Korea's export scale has resulted in remarkably increasing tendency, and the Korean construction firms(KCFs)' activities on the global markets also have been revitalized. Therefore, this paper analyze a correlation between changes in the oversee market conditions and firms' competitiveness focused on plant business. The aim of this paper is to analyze the internal competency change of the KCFs on the global markets in the past 5 years and to find gap of internal competencies between KCFs and outstanding foreign firms. From a survey analysis this paper found that the external impacts on the global markets(changes of exchange rates, raw materials prices, supply-demand conditions, etc.) have highly influenced the sales amount of the KCFs. But the impacts to change the operating profit have been analyzed as not important. So it is necessary to reinforce the KCF's internal competencies rater than expecting an improvement of the external conditions. Also, the KCFs should strengthen the design engineering as a core competency.

해외 플랜트 수주액은 지난 2005년 158억달러를 시작으로 지난해 462억까지 최근 몇년간 고성장을 해왔으나 전세계 경제침체 및 국제자금시장의 위축 등으로 하락세로 돌아섰다. 이는 유가 하락에 따른 주요 발주국의 재정 악화, 원자재 가격하락을 활용해 입찰단가를 낮추기 위한 입찰 연기 및 취소 등에 따른 것으로 풀이된다. 전체의 46%를 차지한 중동이 34억달러로 전년보다 54% 감소했고, 아시아, 아프리카 등이 전체 평균을 밑돈 반면 유럽과 미주 지역의 감속폭이 컸다. 그러나 올 하반기에는 글로벌 금융위기의 진정 등 제반 환경 개선으로 얀부 정유프로젝트, 로열더치셸 해양프로젝트 등 그동안 연기됐던 대형 프로젝트 발주가 재개될 것으로 전망됐다. 본지는 해외플랜트 시장을 알아보고 앞으로 회원사들이 해외플랜트 진출 시 고려해야 할 점 등을 알아본다.

IPA 기법을 활용한 베트남 토목시장 진출 역량강화 방안

Korean construction companies has maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasingly global economy uncertainties. In order to promote the continuous growth and development of overseas construction, Korean construction companies need to secure overseas market information, and to be strongly competitive. Therefore, this study aims to analysis of competitiveness for international construction by business types, in order to enter the Vietnamese infrastructure market, which presents abundant development potential. According to the IPA results, Korean construction industry has weaknesses in its ability to obtain business information and experience, which are the most important factors in entering the overseas construction market, and also presents a lack of feasibility study for creating new construction business. However, this work is still considered to provide the basic data that can help Korean construction companies who plan to enter the Vietnamese infrastructure market strengthen their medium and long-term capabilities. 글로벌 경제의 불확실성 확대와 저성장 지속에 따른 해외건설시장의 성장 정체에도 불구하고 국내기업은 높은 기술 및 가격경쟁력을 바탕으로 견조한 시장점유율을 유지하고 있다. 계속적으로 해외건설진출을 하기 위해서 우리건설기업들은 해외건설시장 동향을 주의 깊게 살피고 높은 경쟁역량을 확보해야 할 것이다. 따라서 본 연구에서는 경제 성장과 더불어 정부의 인프라 시설 확충 및 개발 부문의 투자가 증가하고 있는 베트남 토목시장의 진출을 연구의 목적으로 한다. 베트남 토목시장 진출을 위해 사업유형별 필요경쟁역량을 IPA기법으로 분석하였으며 분석결과 특화된 기술 및 노하우와 발주정보 수집능력과 설계전 단계의 기획 및 타당성 분석 역량이 필요한 경쟁역량으로 나타났다. 본 연구의 결과는 우리 건설기업들이 향후 베트남 토목시장 진출 시 필요한 기초자료로 활용되기를 기대한다.

해외 선진 설계회사의 사업구조 혁신 동향 분석

본 연구는 ENR지를 통해 파악할 수 있는 선진 설계회사들이 급변하는 세계 설계 및 엔지니어링 시장에서 환경변화에 어떤 방식으로 대응하여 성공하고 있는지를 파악함으로써 최근 어려움을 겪고 있는 국내 설계 및 엔지니어링 업체들에게 향후 생존과 성장을 위한 시사점을 도출할 목적으로 이루어졌다. 분석결과 순위가 올라가거나 유지한 기업들의 특징은 시장과 상품에 대해 사업구조 전략적 측면에서 전문화를 추구하였으며 M&A나 전략적 제휴를 통하여 급변하는 산업 환경에 능동적으로 적응하였기 때문에 성공한 것으로 나타났다. 국내 엔지니어링 기업이 해외에서 성공하기 위해서는 기업 입장에서 시장과 상품에 대한 전략적 특화가 필요하며 정부는 정책상의 해외진출 전략수립과 지원, 학계와 연구소는 핵심 기술육성을 위한 산 $\cdot$ 학 $\cdot$ 연 연구의 활성화가 절실히 필요하다. Dynamic nature of the A/E/C industry, rapidly changing global market environment, and lowest cost competitive bidding make it difficult to survive in global engineering markets. To understand of the global design&engineering market, a case study has been undertaken. The top 150 global design forms represented in the ENR(Engineering News Record) from 1995 to 2003 are classified three groups for the case study, First group is the firms that its rank is getting raised from 1995. Second group is the firms keep holding its rank from 1994 until 2003. Third group is the firms that its rank has gone down from 1995 until 2003. However, finding key factors and changing business strategies of successful top design fm are the fundamental goals in this paper, After examined case study, this paper concludes and suggests that professionalization, M&A strategies, patrons of government, and academic supporting are needed to be succeeding in the global design & engineering industry.

우리나라 해외건설 누적 수주 금액은 2012년 6월을 기준으로 5,000억 달러를 달성하였으며 더 나아가 2020년 1조 달러를 목표로 하고 있다. 또한 국내 건설기업들도 해외건설시장 진출을 목적으로 여러 전략을 구상하고 있다. 특히, 해외건설시장 진출을 위해서는 시장에 따른 경쟁력을 가져야 할 것이다. 따라서 본 연구에서는 경제 성장과 더불어 정부의 인프라 시설 확충 및 개발 부문의 투자가 증가하고 있는 캄보디아 건축시장의 진출 경쟁력 분석을 연구의 목적으로 한다. 캄보디아 건축시장 진출을 위해 사업유형별 필요 경쟁역량을 IPA기법으로 분석하였다. 분석결과 도급사업에서는 발주정보 및 글로벌 공급역량이 필요한 경쟁역량으로 나타났으며, 투자사업에서는 시장정보, 사업타당성 조사를 포함한 설계이전 단계의 역량 및 글로벌 네트워크가 필요한 경쟁역량으로 나타났다. 본 연구의 결과는 우리 건설기업들이 향후 캄보디아 건축시장 진출 시 필요한 기초자료로 활용되기를 기대한다. Recently, with achieved US$ 500 Billion international cumulative construction order, the Korean government presented overseas construction industry visions for international orders of US$ 100 B and entering the top five countries in global construction market. Also, Korean companies are developing strategies for expansion of international markets especially focused on company competitiveness as a target market. Therefore, this study aims to analysis of competitiveness for the Cambodian building construction market, which presents abundant development potential. The results of IPA result were as follows; construction order information and supply chain management are needed for public tender projects and F/S, global project financing, and supplier relationship management are needed for construction investment projects. However, this work is still considered to provide the basic data that can help Korean construction companies who plan to enter the Cambodian building construction market strengthen their medium and long-term capabilities.

건설정책 추진효과 분석을 위한 평가체계에 관한 연구

본 연구는 제4차 건설기술진흥기본계획의 성과평가를 통해 건설정책 성과분석 체계와 관련하여 보완되어야 할 점을 도출하고 더불어 제5차 건설기술진흥기본계획 수립 시 고려할 수 있는 성과평가체계 요인을 제안하는 데에 목적이 있다. 이와 같은 목적을 달성하기 위해 건설분야 전문가들로 하여금 제4차 건설기술진흥기본계획의 성과분석 체계에 대한 평가를 성과지표 적절성, 측정방법 적절성, 목표치 설정 수준을 이용해 평가하도록 하였다. 그리고 선행연구고찰을 통해 해외 선진국의 정책평가 제도를 분석하고 건설정책 평가의 방법론적 제안사항을 도출하여 제5차 건설기술진흥기본계획 수립 시 참고자료로서 활용할 수 있도록 하였다. The purposes of this study are both to identify suggestions regarding the evaluation framework of construction policy performance based on the analysis of the 4th Master Plan for Improvement of Construction Technology and to provide recommendations that can be used for developing the 5th Master Plan for Improvement of Construction Technology. In order to achieve this purpose, a questionnaire was distributed to construction industry-related professionals and makes them evaluate the performance of the 4th Master Plan for Improvement of Construction Technology by performance index appropriacy, measurement appropriacy, and target level. In addition, comprehensive literature review was implemented to extract important points, which are related to policy evaluation, that can be considered factors in developing the 5th Master Plan for Improvement of Construction Technology.
