Currently, the investment on Research and Development(R&D) for defense core technology is continuously increasing to maintain advanced country's R&D level. In accordance with this trend, the national defense R&D investment management system is being more strengthening, and importance of performance evaluation is being emphasized more and more. However, the existing indicators of performance evaluation for defense core technology R&D is limited in efficient management because of the qualitative evaluation items and subjective allocation of points. In this paper, we developed a novel indicator for defense core technology R&D performance evaluation through domestic and foreign related literature and inquiry, brainstorming, and analysis techniques by Stepwise Multiple linear Regression(SMR) and Analytic Hierarchy Process(AHP). And we verified effectiveness of proposed indicators of performance evaluation by comparing with the existing evaluation indicators. Our proposed indicators for performance evaluation will create superiority performance on defense R&D fields.

본 논문에서는 코호넨(Kohonen)의 SOFM (Self-Organizing Feature Map) 알고리즘의 단점을 해결하기 위한 새로운 학습 알고리즘 ASOFM(Adaptive Self-Organized Feature Map)을 제안한다. 코호넨의 학습 알고리즘은 초기화된 연결 벡터에 대하여 극소점에 빠지는 경우도 있다. 그러나 제안된 알고리즘에서는 학습과정중에 네트워크의 상태를 평가할 수 있는 목적함수(object function)을 사용하였고, 이 함수의 출력에 따라 학습의 각 시점에서 적응적으로 학습률의 재조정이 가능하였다. 이 결과, 네트워크의 상태가 최소점에 수렴함이 보증 되고 학습률의 적응성에 의해 임의의 학습패턴에 대한 학습의 일반화 능력이 보장되었다. 또한 제안된 알고리즘은 코호넨의 알고리즘보다 약 $70\%$이상의 학습시간을 단축한다. In this paper, we propose a new learning algorithm, ASOFM(Adaptive Self Organizing Feature Map), to solve the defects of Kohonen's Self Organiaing Feature Map. Kohonen's algorithm is sometimes stranded on local minima for the initial weights. The proposed algorithm uses an object function which can evaluate the state of network in learning and adjusts the learning rate adaptively according to the evaluation of the object function. As a result, it is always guaranteed that the state of network is converged to the global minimum value and it has a capacity of generalized learning by adaptively. It is reduce that the learning time of our algorithm is about $30\%$ of Kohonen's.

Recently, service quality must reflect several demands of customers who show rapid and various changes so as to be compared with the past. So, objective and rapid measuring methods for service quality are necessary. For them, first of all, service company must calculate their standard of service quality accurately by measuring service quality exactly. Kano classified the degree of influence that is the degree of correspondence of the quality attributes of products and services to the subjective satisfaction of customers. As a result, the types of qualities are classified as attractive, must be, one dimensional, and indifference attributes. They have been widely used quality attributes in various industrial fields up to now. However, Kano model has a limit that it ignores the characters of the next frequent numbers even though there are not much gap comparing to the most frequent number in the questionnaire answers. The limit is attributed to the character of Kano model that the most frequent number is accepted as the only quality character. Timko calculated the customer satisfaction coefficient by using Kano’s method and studied the differences in quality character by classifying the quality characteristics in a graphical way through the relationship between the satisfaction and the dissatisfaction coefficient. In this study, we used the quality level determination method of the 7-point Likert scale, which takes the weight into account, to complement the deficiencies of the existing Kano model. We also developed and applied a Potential Satisfaction Level (P) and Potential Customer Demand Improvement (PCDI) Index to present a new approach to the determination of service quality attributes. To measure the level of potential service satisfaction and to understand the degree of improvement, we collected specimens of 51 participants who has been trained in the National Strategy Business Training Program, which has been managed by government agent, and analyzed the results.

It does not find for solution by limitation of technological mechanism of existent of leakage maintenance material. So, it is paid for huge expense because continuous report maintenance work is consisting. Besides, By the site experience where is not the fact that due to the evaluation which so far is appropriate and an analysis and a system objection the case which comes to be built to be many construction field is indicated with big problem point. Hereupon, it examines closely the efficiency of water leakage construction of the concrete structure which uses the acrylic resin total possibility expansion characteristic water leakage construction material from this research and it does.

The exist waterproofing membrane cause not to assure proper thickness in constructing. It become a serious problem which as decreasing of durability, waterproofing membrane to be torn and break down. Therefore, it is necessary that the expert have to construct waterproof works, if not, it can be frost and thawing or chemical corrosion called one of the reason in maintaining the safety of concrete structure. In summarize, for this paper, it would be understand that exposed and compound experimental study of waterproofing sheet using coat material filling into the protuberance to improve the durability for concrete structure can widely apply to field to solve the these significant problem.
