우리나라는 2013년 소형위성발사체(나로호) 발사 성공을 계기로 우주발사체 독자개발을 위한 한국형발사체개발사업에 본격적으로 착수하였다. 이 사업은 선행 사업의 성과를 직접 연계 활용하고 있고, 또한 2040년으로 예정된 후속대형 발사체 개발을 위해 본 사업의 성과 역시 연계 활용한다는 비전이 우주개발중장기계획에 제시되어 있다. 본 연구에서는 우주발사체개발사업 전체를 대상으로 논리모형을 활용한 산출과 결과 중심의 성과지표를 도출하고, 이에 근거한 해당사업의 성과관리 현황을 분석하였다. 이를 통해 각 사업의 최종 성과를 후속 계획으로 연계 활용한다는 국가 정책에도 불구하고 현재 해당사업의 성과관리가 연구개발 활동과 산출 중심의 지표를 바탕으로 이루어지고 있음을 확인할 수 있었다. 이러한 문제점을 감안하여 본 연구는 현행 우주발사체 개발의 최종 전략목표와 연계성을 갖는 성과지표를 보완 도출하여 제시하였을 뿐 아니라, 현재 해당 연구개발사업에서 수행하고 있는 단기적이고 단편적인 양적 성과관리에서 벗어나 장기적 · 상호보완적 성과관리 수행을 위한 성과지표의 합리적 적용방안도 제시하여 우주발사체개발사업의 발전적 성과관리 방향을 제시하였다. With the success of the launch of the small satellite launch vehicle(NARO) in 2013, Korea has started Korean Space Launch Vehicle(KSLV) Development project to develop its own space rocket. This project directly links and utilizes the results of the proceeding NARO project and a vision to use the results of KSLV project in connection with the development of a large-scale projectile scheduled for 2040 is also proposed. In this study, the output and outcome-based performance indicators using a Logic Model were drawn for the entire space launch vehicle development project, and the performance management status of the corresponding project was analyzed. This confirmed that despite the national policy of linking and utilizing the final performance of individual project as a follow-up plan, the performance management of the current project is being conducted based on R&D activities and output indicators. Considering these problems, the study not only complemented and presented performance indicators that are linked to the final strategic goals, but also suggested reasonable application of performance indicators for the long-term and complementary performance indicators, away from the short-term and fragmentary quantitative performance management currently carried out in order to prepare the best way forward for the development of performance management of the project.
