Administrative districts, are being readjusted to resolve conflicts in socio-economic activities resulted from inconsistent administrative boundary between urban and rural areas, and to restore cultural homogeneity which has in fact the same historic root. This paper seeks an alternative to the current rural planning system following changes in administrative districts due to urban-rural integration. This study makes the following three suggestion. First, the spatial units of rural plans should be reclassified into three hierarchies(i.e., Si or Gun, Countryside Planning Area, Detailed Planning District) rather than four hierarchies of the current rural plans (i.e., Gun, Myun, Project Distrct and Village). Second, an urban planning area should not cover the whole area of an integrated urban-rural administrative district. Even though newly integrated district is called Si(in Korean), most part of the district is composed of rural area. Therefore, both urban and rural planning should be made simultaneously in an integrate districts. Third, local planning system should be restructured with a three-step classification according to a hierachial planning order : Urban-Rural Integrated Regional Plan, Rural Plan and Detailed District(Village) Plan.
