This article analyzes inhabitant`s group action against regional development project to find the underlying key motives, and some policy lessons. The three case-region`s inhabitants appear largely to have moderate attitudes through questionnaire and interview survey. Their responses are divided as active(26%), mediocre(43%), and inactive(31%) participation. Active participation degree differs by area, for example, 39% at Anmyeondo, 22% at Boryoung, and 18% at Seosan. Regression analysis shows the motives by the eight variables such as interest for development project, participation willingness, income, sex, living satisfaction, belief on political efficacy, community satisfaction, and leadership experience. Also, the most influential are different from area in number and type. For example, self-esteem appears as the key motive at Boryoung with the other four variables while determinative are interest and benefit factor at Anmyeondo and income at Seosan. The paper draws a number of policy lessons-notably the need to do development planning from below, the need to widen inhabitant`s participation in development process, the need to open speedily the relevant information, and the need to develop the negative action into sound social movement.

In this study, a numerical model for a vapor compression refrigeration system using MPCM slurries as a secondary fluid through an evaporator was developed, and the system performance was compared with that using water. Generally, the MPCM system showed higher performance than the water system. The COP of the MPCM system was higher by 16.6 to 18.6% than that of the water system at all conditions. The MPCM slurry yields better performance in the aspect of heat transfer and heat transportation comparing to the sensible heat transfer medium such as water.
