게임이론을 통한 골프장건설정책 연구 : 가야산 국립공원을 중심으로 Focusing on Mountain Gaya National Park

현대 공공정책결정은 다양한 이익이 표출되고 서로 복잡하게 얽혀져 있는 하나의 정치적 과정이다. 정치적 과정이란 정책영역에 존재하는 상황과 가치간에 내포된 상충적 요구를 설득 ·조정하며 정책과정에 주어진 상황적 요구를 수렴·반영하는 과정이다. 이러한 정치적 과정은 국립공원과 관련한 공공정책영역에서 그 의미가 더욱 두드러지게 나타난다. 이 연구는 이와 같은 배경에서 가야산 국립공원 골프장건설정책의 문제점을 게임 이론으로 선정하여 사회적 변화와 정책참여자의 역할 그리고 정책영역에서의 정책결정기관의 집행능력을 중심으로 딜레마 발생 요인과 전개과정 및 정책대응을 분석하고자 한다. 가야산 골프장건설의 딜레마상황 동태화 과정과 이와 관련된 정부조직의 정책대응을 중심으로 비교 분석한 결과를 살펴보면 다음과 같다. 첫째, 가야산 국립공원 골프장건설은 골프 대중화논리와 환경보전논리간의 상충되는 요구가 강하게 존재하여 정책 결정자에게 어느 쪽의 요구를 따를 것인가 하는 선택의 어려움을 초래하였다. 둘째, 딜레마의 동태화 과정은 정책환경과 정치적 과정 그리고 정책결정능력을 중심으로 파악하였다. 셋째, 집행기관의 집행능력과 정책 대응이다. 집행기관은 합리적 행위자와 제도적 요구에 대한 순응자 그리고 정치적 요구에 대한 집행자 등으로 나타난다. 이에 비해 본 연구의 집행기관인 경상북도를 비롯한 정부조직은 딜레마 상황을 회피하는 행동을 보여주었다. 넷째, 딜레마의 동태적 과정에서 정부 정책대응으로 인한 부정적 결과를 지적할 수 있다. 따라서 가야산 국립공원 골프장 건설에 대한 사례분석 결과는 90년대 이후 급속히 진전된 민주화와 다원화 그리고 지방자치제 실시로 인해 정부의 정책과정이 문제해결과정에서 구조적 ·상황적 제약요인으로 인해 딜레마 상황을 더욱 심화되는 계기로 작용되어 결국 정책실패로 귀결되었다. 즉 골프장 대중화 정책은 물론 환경정책 불신을 초래하였다. Making a decision on public policies in modem society is one of the political processes in which various profits are created and intermixed with one another. Here, political process refers to a process of persuading and controlling contradictory demands included in political situations and values and reflecting the demands of each situation set in policy process. The meaning of political process is more emphasized in an area of public policy regarding national parks. We have set the game theory with the problems of golf course construction policy in Mountain Gaya National Park as a background of the research and analyzed about the causes, expansion process and policy countermeasures focusing on social change, roles of policy participants and execution ability conclusion organs. Following are the results of comparing and analyzing the process of dynamic dilemmatic situation of Mt. Gaya Golf Club construction and political measures of relevant organs. First, Golf Course construction in Mt. Gaya National Park resulted in difficulties in making a choice due to intense contradictory demands between popularization principle of golf and that of environmental preservation. Second, a process of dynamic dilemma was researched focusing on policy environment, political process and policy conclusion abilities. Third, we have researched about the execution ability and corresponding measures of policy organs. In execution organs, there are rational executioner, accommodator of systematic demands, and executioner of political demands. However, the governmental organs including that of Gyeongsangbuk-Do, an execution organ of this research, displayed behaviors of avoiding dilemmatic situation. Fourth, we can point out negative results created by policy measures of the government in the process of dynamic dilemma. Therefore, as a result of analyzing the case of constructing a golg course in M. Gaya National Park, democratization and polycentrism, which rapidly progressed after the 1990s and execution of local autonomy deepened the dilemmatic situation due to structural and situational contract factors in the process of solving the problems by the government policy process, eventually leading to the policy failure. In another words, it created in popularization policy of the golf course along with distrust in environmental policy.

This study has a main purpose that closely examines the relationship between leisure absorption, leisure satisfaction and life quality of leisure sports participants. To this end, after setting of leisure sports participants to population, it used 249 copies as the finally research materials by utilizing the purposive sampling method. The statistical techniques, which were used for the analysis of this study, included frequency analysis, exploratory factor analysis, reliability analysis, multiple regression analysis, by using spss win 17.0. Through these procedures, the following conclusions were elicited. First, The leisure absorption of leisure sports participants influences leisure satisfaction. Second, The leisure absorption of leisure sports participants influences life quality. Third, The leisure satisfaction of leisure sports participants influences life quality.

This study has a main purpose that closely examines The effect of participating a Sports star’s advertising image of enterPrise on brand reliability and Purchasing intention. To this end, after setting of seeing sports star’s enterPrise advertising, it used 237 copies as the finally research materials by utilizing the purposive sampling method. The statistical techniques, which were used for the analysis of this study, included exploratory factor analysis, reliability analysis, correlation analysis, multiple regression analysis, by using spss win 18.0. Through these procedures, the following conclusions were elicited. First, The sports star’s advertising image of enterprise influences brand reliability Second, The sports star’s advertising image of enterPrise influences Purchasing intention. Third, The brand reliability influences Purchasing intention.
