정책성과인식 결정요인 분석 - 국가균형발전정책에 관한 국민인식 조사를 대상으로 -

This article examines the effect of policy literacy and the political tendency on the perception of policy performances, based on the public perception survey conducted by the presidential committee for the balanced national development in 2018. We found that the respondents with higher policy literacy are more positive about the balanced national development policies than those who with lower policy literacy. The progressive respondents are more positive about the balanced national development policies than conservative respondents. Specifically, the respondents’ perception on the previous administrations’ policies is affected by whether the respondents support politically the previous administration or not. These findings suggest that the policy literacy have a normative importance and affect the perception of policies, but political tendency also affect the perception of policies. Therefore, governments should increase the level of understanding of policy targets on relevant policies. At the same time, governments should consider importance of influence of political tendency on the perception of policy outcome. In this respect, It is implied that promotion of understanding of policy targets on policies and communications with them are very important in the whole policy process. 본 연구는 일반국민을 대상으로 한 국가균형발전정책에 대한 인식조사 결과를 토대로 정책성과 인식에 영향을 미치는 요인으로 정책 이해도와 정치적 성향의 영향력을 분석하였다. 분석결과, 정책이해도가 높은 응답자일수록 균형발전정책 성과에 긍정적인 인식을 하고 있으며, 정치적 성향이 진보적인 응답자들이 균형발전정책 성과에 긍정적인 인식을 하고 있는 것으로 나타났다. 응답자들의 정책성과 인식은 정부의 정치적 성향에 따라 달라지는 결과를 얻었다. 이를 통해서 정책이해도에 대한 규범적 중요성과 함께 정치적 성향에 따라 정책성과 인식이 달라질 수 있다는 점을 고려한 정책수행 전략이 필요하다는 시사점을 얻을 수 있다. 또한, 정책 수행과정에서 정책대상자들, 즉 국민들에게 정책 이해도 증진 및 정책관련 대 국민소통이 정책환류 과정 전반에서 중요한 것임을 시사한다.

지방분권 강화를 위한 재정조정제도 개편방안 연구 : 문재인 정부 지방분권 개헌안을 중심으로

지방분권의 당위성에 대한 논의는 이론적 논의부터 제도개선에 이르기까지 지방자치분야를 넘어서 공공행정의 주된 관심사였다. 다수의 학자들은 지방정부의 자율성을 확대하기 위한 선행조건으로 재정분권이 필수적임을 주장하였다. 문재인 정부에서 자치분권과 균형발전을 국정과제로 채택한 이후, 재정분권 논의에서 지방세 확충과 아울러 정부 간 재정조정제도의 개선방안이 강조되고 있다. 그럼에도 불구하고, 학계의 재정분권 논의는 지방의 자주재원 확보를 강조한 나머지 자치분권과 균형발전의 정책논의에서 재정조정제도 개편방안의 필요성은 다소 간과되어 왔다. 따라서, 이 연구에서는 재정조정제도를 통해 지역 간 불균형을 해소할 수 있는 제도설계에 중점을 두고 정부 간 재정조정제도를 모색하였다. 이 연구에서는 재정조정제도의 개편방향을 정부가 2018년 3월에 국회에 제출한 대한민국 헌법 개정안에서 밝힌 새로운 사회적 가치와 국정운영 방향 내에서 “지방정부의 재정운용 자율성 강화”와 “지방정부간 재정형평성 확대”로 설정하고, 이러한 방향에 부합되도록 법적 근거, 재원 및 배분방식, 관리주체 측면에서 개편방안을 제시함으로써 향후 지방재정조정제도의 개선에 기여하고자 한다. The debate on the legitimacy of decentralization has always been a matter of public administration, beyond the local autonomy, from the improvement of practical policy systems to theoretical discussions. Many scholars have argued that fiscal decentralization is a prerequisite for enhancing local autonomy. Since the present government has chosen decentralization and balanced development as national agendas, it is emphasized to improve the fiscal adjustment system among local governments for the balanced development. Nonetheless, the discussion of fiscal decentralization in academia has focused on the distribution of local autonomous financial resources, and the necessity of reforming the fiscal adjustment system has been overlooked within the policy framework of autonomous decentralization and balanced development. Therefore, this study focused on institutional design which can solve the regional imbalance through financial adjustment system, and sought the intergovernmental financial adjustment system together. In this study, the financial adjustment system was set up for strengthening autonomy of financial management of local government and expansion of fiscal equality among local governments within the framework of the new social value and state administration direction revealed in the Amendment Bill of the Constitution of the Republic of Korea. From the perspectives of legal bases, securement of necessary resources, methods of resource allocation, and reform of management-system, this study is expected to contribute to the improvement of the practical policy system of the fiscal adjustment system between the central government and local governments, and among local governments in the future.
