민주화 지방화가 진전되면서 우리 사회내의 잠재적 갈등이 표출되고 있다. 특히, 최근 들어 공유재 이용을 둘러싸고 지방정부간에 갈등이 자주 전개되고 있다. 본 연구는 신항만 건설을 둘러싼 경상남도와 부산광역시간의 공유재 갈등 사례를 분석대상으로 하고 있다. 두 지방정부간 갈등이 협력, 협상, 타협 등을 통해 해결되어야 할 것이지만, 현실적으로 협력 등을 통한 갈등해결기제는 전혀 작동하지 못하고 갈등은 지속되고 있는데, 그 이유는 무엇인가? 본 연구는 이러한 문제의식 하에서, 최근 행정학에서 폭넓게 적용되고 있는 주인 대리인 이론을 가지고 신항건설과 같은 공유재의 이용을 둘러싸고 전개되고 있는 지방정부 사이의 끝없는 갈등의 원인과 해결방안을 분석하는 것을 목적으로 하고 있다. 즉, 복수 주인 대리인 이론관점에서 공유재 갈등의 해결방안으로 대리인이 도덕적 해이 없이 주인의 의사를 정확하게 대리하게 하기 위해서는 신항건설과 관련된 비용편익에 대한 정확한 정보의 제공과 함께 유인구조, 지역간 다원적 교류 네트워크 구축, 그리고 공공부문 갈등예방과 해결시스템 구축 및 도입을 제시하였다. This study aims to analyze the causes and solutions of conflicts derived from the use of the commons between local governments based on multiple principal theory. The analyzed case of the study is a dispute between Busan metropolitan city and Gyeongsangnam-do on the name using and jurisdiction of Busan Newport in Korea. The findings of this paper can be summarized as follows: In the viewpoint of the multiple principal-agent model, it is a free-moral hazard of agent that solves conflicts derived from the use of the commons between local governments. In order to settle the free-moral hazard, it is essential to establish an offer of correct information on cost and benefit, incentive design, interregional exchange network, and interregional cooperation system.

Xanthogrnulomatous pyelonephritis is an uncommon disease, which is usually seen in middle aged women and is quite rare in children. Authors report a case of focal xanthogranulomatous pyelonephritis in a 63 day old boy who had a partly functioning right kidney on IVP. On ultrasonogram and CT scan, well demarcated multiple septated cystic mass with enhancing rim was noted in right pole, suggesting as multilocular cyst or cystic Wilms'tumor rath than chronic infection at that time, which was proven as xanthogranulomatous pyelonephritis. Here a case of xanthogranulomatous pyelonephritis in infant is presented with review of literature.
