        The Policy Process of Professional Compensation System for Teachers (ProComp): An Application of Kingdon’s Multiple Streams Framework

        공공부문의 성과급을 논할 시 가장 많은 논란을 일으키는 제도 중 하나는 교사성과급제이다. 워낙 중요하면서도 논란을 불러 이슈인 만큼 교육학뿐만 아니라 행정학 및 정책학, 경제학, 사회학 등 다양한 분야에서 교사성과급제에 대한 연구가 진행되어왔다. 하지만 이러한 연구들의 대부분은 학생의 성적 혹은 교사의 임금 등 교사성과급제가 미치는 영향에 초점이 맞춰져 있다. 본 연구는 Denver, Colorado의 한 공립학구 (public school district)에서 미국 최초의 교사성과급제를 도입하는 과정을 Kingdon의 다중흐름모형을 토대로 분석을 하였다. 풍부한 나레이티브와 현지의 사회적 상황요인들에 대한 분석을 토대로 본 사례분석은 Kingdon의 다중흐름모형이 교육정책을 설명하는 효과적인 분석틀이 될 수 있음을 보여주었다. Teacher pay-for-performance (PFP) has been one of the most controversial debates among public sector performance-based salary system. As important as it is, PFP has been studied by over multiple disciplines in addition to policy studies, mostly focusing on the effects such as students’ test scores and teachers’ wage. However, not many studies have touched on its adoption, that is, the policy process. This study aims to explain the adoption of Professional Compensation System for Teachers (ProComp), which is the first teacher PFP policy of the US, through the lens of Kingdon’s multiple streams framework. By providing a rich narration of the local contextual factors and the convergence of the three streams, this study demonstrates the effectiveness of Kingdon’s model in explaining the policy process in the education domain.

        공공임대 아파트 배치특성이 이웃관계 만족도에 미친 영향:서울시 분양 임대 혼합단지 실증분석

        Housing policy for mixed tenure between a private sale- and public rental apartment housing has been adopted in Korea in order to mitigate both spatial separation of public rental housings and social exclusion of the residents. However, the effectiveness of such policy is still questionable since there has been the conflict among residents living in mixed tenure housings. Employing the 2011 Public Rental Housing Survey data in Korea, this study investigates the relationship between physical configurations of mixed tenure apartment housing and the social outcome of residents. More specifically, controlling for individual, household, and neighborhood characteristics, we quantify how and to what extent spatial proximity between a private sale - and public rental unit affects the level of satisfaction with neighborship as a proxy for social outcome. To do this, we categorized specific physical configurations of mixed tenure apartment housings into three types: separate, site-mix, and building-mix. Based on the results from the ordered logit model, all tenure mix types were positively associated with neighborship satisfaction when comparing to the type of pure public rental housing(no mix tenure), but we only found the statistical significance (at the below 5% level) in separate and building-mix. Notably, the variable of physical environmental performance is the most importance factor affecting neighborship satisfaction at the significant level. Also, as expected, both the number of household members and the duration of residence were positively associated with neighborship satisfaction, respectively. Therefore, it can be concluded that mixed tenure apartment housing policy in Korea has a merit to enhance the satisfaction with neighborship of residents living in a public rental housing, and hence contribute to the social integration. However, it does not necessarily mean that the higher spatial proximity is, the more satisfied with neighborship residents are.

        지구단위계획을 통한 공공보행통로 및 보차혼용통로의 법적 성격과 개선방안

        This paper seeks to identify the legal concept and limitations of Block-Through-Connection under District Unit Plan, conducting the analysis on legal theories and cases in Seoul. The results of the study are as follows. First, Block-Through-Connection limits the right to use and make a profit from land property rights. However, it can be also viewed as general planning restrictions through the balance of public and private interest due to the secured premise of floor area ratio incentives. Therefore, it merely gives the landowner a public legal obligation to open the part to the public for 24 hours, rather than secures the right to use the part of the land. Second, there is a fundamental limit because the National Land Utilization and Planning Act does not have a proper tool to enforce the property owner when he/she violates the obligations. Third, in order to overcome the legal limitations, it is necessary to secure the legal right to use the part of private property through the easement or partial air right under the Korea’s property law.

        공공 임대주택 입주의향 인식 변화에 영향을 미친 요인: 신혼가구를 대상으로

        현 정부는 신혼가구, 사회초년생 등 젊은 세대의 주거안정을 위해 2017년까지 총 15만호의 행복주택을 전국적으로 공급할 예정이다. 기존 공공 임대주택은 저소득 가구에 초점을 두고 있으나, 최근 도입된 행복주택은 보다 포용적 관점에서 소득 이외에 다양한 사회 취약계층(대학생, 사회초년생, 신혼부부, 노인계층 등)으로까지 정책 수혜 대상을 확대 적용하고 있다. `2015년도 신혼부부 가구 주거실태 패널조사`에 따르면 공공주택에 입주할 의향이 있는 신혼가구는 48%로 나타났고, 입주의향이 없는 이유로 29.7%가 사회적 인식 때문이라는 결과가 나타났다. 신혼가구의 안정적인 삶의 위해서 공공임대주택을 공급하고 있지만, 실제 수요계층인 신혼가구는 공공임대주택의 입주를 꺼리는 것으로 나타나고 있다. 이에 본 연구는 신혼가구의 특성을 반영하여 가구, 주거, 제도, 정책 선호 특성이 공공주택 입주의향에 미친 영향을 규명함으로써 신혼가구의 안정적인 정주환경 조성을 위한 주택공급 측면의 정책 시사점을 도출하고 정책수립에 기초 자료를 제공하는데 목적이 있다. 분석결과 입주의향 인식변화에 통계적으로 유의미한 (+)영향을 미치는 요인은 맞벌이 가구, 이사경험, 수도권 거주, 주택마련정책, 생활안정정책으로 나타났고, (-)영향을 미치는 요인은 가구주 나이, 학력, 자녀수증가, 총소득증가, 월세로 나타났다. 따라서 신혼가구 공공주택 입주의향을 높이기 위해서는 생활안정정책의 확대 및 주택정책과의 연계 적용이 고려될 필요가 있다. Korea government has a plan to supply 0.15 million units of public housing for the improvement of housing stability of various types of career starting households till 2017. Unlike the previous public rental housing policy more focused on a low income household, this project potentially targets on vulnerable social groups, such as university students/graduates, newlyweds, and elders, in terms of housing welfare/service. According to the 2015 Newlyweds` National Housing Panel Survey, the percent of the newlyweds with the intention of moving into public rental housing is approximately 48%, and the newlyweds without the intention mostly concern about negative awareness of public housing. While there has much attention to the characteristics of public housing and residential satisfaction on public housing, the mechanism through which the newlyweds as a potential market demander make the decision to live in public rental housing is still questionable. This study aims to provide basic information on implication on public rental housing supply for the improvement of settlement environment by empirically analyzing the factors affecting the intention of the newlyweds to move into public rental housing. Employing the 2015 Newlyweds` National Housing Panel Survey, we found that dual-income, relocation, metropolitan residents, housing policy, and living-supportive policy are positively associated with the intention of moving into public rental housing at the 0.05 level. However, householder age, education, increase in the number of children, increase in gross income, and monthly rent are significantly associated. Therefore, the expansion of living-stabilization and linkage into housing supply policy will be effective in increasing occupancy intention of public rental housing of the newlyweds.

      • 혁신도시 개발이 주변지역 주택가격에 미친 영향

        This study investigates the effect of Innovation City development on nearby housing(apartment) price, employing hedonic price models largely specified by housing unit characteristics, site environments, and urban spatial structure. Previous studies often highlighted the influence of housing unit performance or micro-scale site characteristics(e.g., the access to residential facilities). However, this study is more focused on the role of macro-scale urban spatial structure(e.g., the access to urban/sub-center), revisiting a bid-rent theory. Moreover, in measuring the distance between housing unit and residential facilities/urban center, a network-based approach was adapted for a more fine-grained resolution. Results from multivariate analysis revealed that deterioration(-0.826), the distance to urban center(-0.327), the distance to sub-center(-0.277), housing area(-0.227), and the distance to subway(-0.217) are associated with housing price at the statistically significant level(p<0.05). Interestingly, the influence of a newly developed center was no longer significant when macro-scale urban/suburban centers were controlled. Also, a networkbased measurement is more efficient than a straight-line measurement in explaining housing price around the study area. Therefore, a ripple effect of a new development project on housing market mechanism might be properly captured by a better understanding of macro-scale urban spatial structure.

        지역역량강화사업 교육·훈련프로그램 만족도에 영향을 미치는 요인: 봉화지역 5개 농촌마을종합개발사업 실증분석

        농촌마을종합개발사업이 물리적 하드웨어 중심에서 비물리적 소프트웨어 방식으로 전환되고 있으나, 지역역량강화를 위한 구체적인 소프트웨어 사업의 일환인 교육·훈련프로그램에 영향을 미친 요인에 대한 실증연구는 미비한 수준이다. 본 연구는 농촌마을종합개발사업이 완료된 경북 봉화지역 5개 지역역량강화사업을 대상으로 교육·훈련프로그램 만족도에 영향을 미치는 요인을 정량적으로 분석하여 향후 소프트웨어 사업 시행에 있어 정책적 시사점을 제시하는데 목적이 있다. 순위형 로짓 모형을 적용한 실증분석 결과, 주민참여 기회요인의 세부 변수인 주민회의 참여, 선진지 견학 참여, 홍보 및 정보제공 모두 통계적으로 유의한 수준에서 교육훈련프로그램 만족도에 (+) 영향을 미치는 것으로 확인되었으나, 행정지원/거버넌스, 취업/수입증대 요인은 예상과 다르게 통계적으로 유의미한 영향을 확인할 수 없었다. 특히 주민회의 참여(B=5.08) 변수의 상대적인 영향력은 선진지 견학 참여(B=3.09), 홍보 및 정보제공(B=1.64)보다 높은 것으로 분석되었다. 이러한 분석결과 주민참여를 통한 교육·훈련프로그램의 제공은 농촌마을종합개발사업의 성공을 위해 매우 중요한 요소임이 실증적으로 입증되었으며, 따라서 지역리더 육성 보다는 사업참여 주민의 개인역량을 강화하기 위한 교육 및 공동체 활동에 초점을 둔 소프트웨어 사업 운영이 필요할 것으로 판단된다. The operational strategy for a comprehensive rural village development project has changed from physical hardware to nonphysical software programs. However, little is known about the factors affecting educational training program for local capacity building. Focusing on 5 comprehensive rural village development projects already completed in Bonghwa, Gyeongsangbuk-do, this study aims to suggest policy implication for the operation of software programs by quantifying the factors affecting the satisfaction with educational training program. Based on literature review and field survey questionnaire, we specified the empirical framework and conducted ordered logit model. The results revealed that participation in resident’s meeting, field trip for excellent case areas, and publicity activities are positively associated with the satisfaction with educational training program at the statistically significant level (p<.05), whereas the significant influence was not found among the specific variables regarding governance and job/income improvement. Moreover, the impact size of participating in resident’s meeting (B=5.08) is larger than that of field trip (B=3.09) and publicity activities (B=1.64). From these findings, software programs more focused on individual resident’s capacity building rather than on local leaders will be highlighted and recommended in operating the future rural development projects.

        In this paper, we propose a novel loop transformation method considering loop pipelining and loop unrolling for better high level synthesis results. We first perform loop pipelining for throughput, then calculate lower-bounds of resource usage, and finally unroll loops to reduce actual resource usage. The lower-bounds are for checking the sloping condition As a result, our proposed method finds out a schedule with minimal resources still satisfying throughput constraints.
