Recently, various health associations have been attempting to establish separate bills favorable to their societies. A separate bill governing physical therapists was proposed at the 20th National Assembly in May 2019. The Korean Medical Association expressed strong concern about the introduction of the bill, while the Korean Physical Therapy Association welcomed it. Fortunately, the bill is currently pending in the National Assembly. Given the variety of opinions that coexist in the bill, this paper aims to point out the problems of separate bills and to suggest a proper response strategy by the medical community to the bill. First, we look at the original tasks of physical therapists throughout history. Second, we focus on legal problems regarding the physical therapist bill, based on the Constitutional Court’s past rulings. Third, we seek response strategies of the medical community. In conclusion, the bill does not reflect the reality of medical care and makes many dangerous public health provisions. The National Assembly should carefully review the bill and listen to the opinions of the medical community.
미국의 특별목적판매세(Local Sales Tax)를 이용한 도시기반시설 확충의 재원조달 도입방안 연구

중앙정부로부터의 보조금 지원이 감소하고 지자체의 재정여건이 악화되는 상황에서, 지방정부에게 있어서 기반시설 설치를 위한 새로운 재원이 지속적으로 필요하게 되었다. 각종 부담금 형식으로 부과되는 개발 부담금, 과밀부담금, 도시개발시설 및 추가설치 비용부담금, 기반시설설치비용 등의 국토해양부 소관의 부담금들이 있지만, 개발이 일어날 때만 산발적으로 이루어지는 재정방식이 기에 한계점이 노출되고 있다. 또한 현행 도시계획세(재산세 과세특례)를 제외하고는 사회기반시설을 위한 국가나 지방자치단체에 서의 안정적인 세금을 통한 재정의 확보는 이루어지지 않고 있다. 본 연구에서는 국내 도시기반시설 재원 조달시 문제점과 미국에 서 시행되고 있는 특별목적판매세 제도를 검토하여 국내에서 적용 가능한 도시기반시설 재원 마련 방안을 제시하고 있다.

= Abstract = Objectives: Presenteeism is known to be a much more economically damaging social cost than disease rest while going to work despite physical pain. Since COVID-19, social discussions on the sickness benefit have been taking place as a countermeasure against presenteeism, and in particular, farmers and fishermen do not have an institutional mechanism for livelihood support when a disease other than work occurs. This study attempted to examine the relationship between agricultural, fishing, and forestry workers and presenteeism using the 6th Korean Work Conditions Survey. Methods: From October 2020 to January 2021, data from the 6th working conditions survey conducted on 17 cities and provinces in Korea were used, and a total of 34,981 people were studied. Control variables were gender, age, self-health assessment, education level, night work, shift work, monthly income, occupation, working hours per week, and employment status. Results: As a result of the analysis, farmers and fishermen showed the characteristics of the self-employed and the elderly, and as a result of the regression analysis, when farmers and fishermen analyzed the relationship with presenteeism tendency compared to other industry workers, farmers and fishermen increased by 23% compared to other industry groups. Conclusion: This study is significant in that it has representation by utilizing the 6th working conditions survey and objectively suggests the need for a sickness benefit for farmers and fishermen who may be overlooked in the sickness benefit.
