This Paper tries to reduce the evaluating bias, central tendency, leniency of the raters by using the statistical tool such as mean and standard deviation; Ⅰ.e., we ma the evaluating scores into standard normal distribution and transform the standard normal distribution to the normal distribution whose mean and standard deviation are determined, then every evaluation score group has the same mean and the same standard deviation, and the comparison and operation of the evaluated scores have the meaning in the personnel evaluation.

This paper condisers a problem of determining arc capacities for a communication network with fixed-charged linear arc-cost functions, which is known to be NP-hard. For the problem, an efficient heuristic solution procedure is derived. The procedure is further shown working well for designing arc capacities of a network in a situation where the network needs to be extended by connecting its nodes to some new nodes or where the network needs to be extended by expanding its arc capacities.

Many different scales of observation values come from the observer's own criteria to estimate the values on the same group. To exclude the different observer's criteria, in this paper, mean and standard deviation on the distribution of the observation values are calculated by the digital computer and we make this distribution the standard normal distribution by using the calculated mean and standard deviation. Finally, we redistribute the standard normal distribution into the normal distribution which has the deterministic mean and the deterministic standard deviation. This normal distribution of the observation values has the same scales of the observer's criteria and the biased are excluded by this method.
