본 연구는 민간위탁이 되고 있는 공공서비스 중에서 체육시설의 민간 위탁 실태와 법적 한계를 분석하여 그 대안을 제시하고자한 것이다. 본 연구에서 제시한 주요 내용은 다음과 같다. 첫째, 지방자치단체에서 민간위탁을 둘러싸고 제기되는 문제와 한계점들 중 큰 부분이 위탁이라는 제도에서 비롯되므로 효과적인 민간위탁을 광범위하게 실현하기 위해서는 위탁제도를 법적인 측면에서 개선할 것을 제안했다. 둘째, 지방자치단체 차원에서 보다 합리적이고 효과적인 민간위탁을 실시하기 위해서는 민간위탁을 둘러싼 제도와 관리방식 등이 체계화되어야 하므로 민간위탁의 목적, 민간위탁에 대한 개념, 민간위탁의 대상기능, 민간위탁대상에서의 배제기능 등이 조례에 구체적으로 제시되어야 한다는 점을 제시하였다. 끝으로 체육시설의 활용도 제고에 대한 정책추진은 단순히 시설관리정책의 차원을 넘어서 국민에 대한 체육복지서비스의 제공과 지방자치단체의 재정부담완화, 그리고 체육시설 등을 통한 국가 스포츠산업 발전정책과 연계성을 갖추면서 이루어져 한다는 점을 지적하였다. This study is intended to analyze the status of sports facility consignment and its legal limitations among public services which are consigned to the private sector and to present the alternatives. The main suggestions of the study are followed. Firstly, because the big part among the problems and limitations which are arisen from the private consignment of local government, originate with the system called as the consignment, the study suggests to improve the consignment system in the legal aspect in order to actualize an effective consignment widely. Secondly, the system and the management method of consignment must be systemized to conduct the reasonable and effective consignment in the position of local government. Accordingly, this study suggests that a purpose of consignment, definition of consignment, and consignment`s function, and an exclusive function of consignment target must be prescribed in the law. Finally, the study points out that the policy for the improvement of sports facility utilization must provide the sports welfare service to people, release the local government`s financial burden and have the connection with the national sports industry development policy through the sports facility, not just the facility management policy.

본 연구는 장애인스포츠·레저학교 설치 운영을 위한 구체적인 방안을 마련하기 위한 목적으로 수행되었다. 연구 목적 달성을 위해 장애인스포츠레저사업 현황 조사, 장애인스포츠·레저학교 운영을 위한 인식조사, 전문가 회의를 실시하였다. 연구결과 첫째, 장애인스포츠레저 사업의 문제점으로 장애인스포츠·레저 활동 비활성화, 장애인스포츠·레저 전문 인력 부족, 지원환경 인프라 부족이 지적되었다. 둘째, 장애인스포츠·레저학교 운영 인식조사 결과, 장애인체육단체 및 특수교육지원센터 관계자들은 장애인스포츠·레저학교 조성 및 운영 시 셔틀버스 운영 등과 같은 접근성(52.3%)을 가장 강조했으며, 운영 방식은 대한장애인체육회에서 직영 운영(61.8%)을 선호하였다. 장애인스포츠·레저학교 프로그램 운영 시 적합한 프로그램으로 가족단위 캠핑(39.2%), 수상레저스포츠(23.7%), 동계스포츠(11.3%), 자동차 레저스포츠(9.5%)등을 선호하였다. 셋째, 전문가 회의결과, 장애인스포츠·레저학교 설치와 관련하여 적합지역은 평창올림픽 및 평창동계패럴림픽이 개최된 평창지역을 가장 바람직한 지역으로 선정하였으며, 운영방식으로는 장애인스포츠·레저학교의 공익적 활용을 감안하여 대한장애인체육회 직접운영을 제시하였다. 프로그램으로는 동·하계스포츠·레저캠프, 교육연수프로그램, 가족 캠핑프로그램과 시설임대, 전시프로그램 등을 운영할 것을 제안하였다. The aim of this study was to prepare specific plans for the establishment and management of the sports and leisure school for the disabled. To achieve the purpose of this study, the current survey and the recognition survey for management of sports and leisure school for the disabled, and expert meetings were conducted. As a result of this study, first, the problems of sports and leisure business for the disabled were inactivation and lack of experts, infrastructure for sports and leisure for the disabled. Second, according to the survey on the recognition about management of sports and leisure school for the disabled, disability sports organizations and special education support centers emphasized accessibility (52.3%), such as shuttle bus, and direct management (61.8%) by Korea Paralympic Committee. Also, as the program of sports and leisure school for the disabled, camping with family(39.2%), water leisure sports (23.7%), winter sports (11.3%) and automobile leisure sports (9.5%) were preferred. Third, Pyeongchang where Winter Olympic and Paralympic Games were held was selected as the most desirable area for the establishment of sports and leisure school for the disabled and managed directly by Korea Paralympic Committee for public use. For the program, it was suggested to run the summer and winter sports leisure camp, educational training program, camping program with family, facility rental, and exhibition program.

장애인체육 행정전달체계의 개선 방안 연구 -시군구지부 설립을 중심으로-

본 연구는 지방행정조직을 중심으로 장애인체육 행정전달체계의 현황 및 인식을 조사하고, 이를 근거로 발전적인 개선 방안을 모색하고자 하였다. 이를 위해 장애인체육행정 전문가와 담당 공무원, 체육단체 관계자 등을 대상으로 설문조사를 실시하였으며, 이에 대한 전문가 집단의 의견을 종합하여 다음과 같은 개선 방안을 제시하였다. 정부부문 행정전달체계에 대한 개선 방안은 첫째, 광역자치단체 수준에서는 전담 부서의 설치, 기초자치단체의 경우는 담당 공무원의 배치 방안이 적절하다. 둘째, 장애인체육 행정전달체계에서 체육지도자 배치는 매우 중요한 정책 수단이며, 이에 대한 단계적 접근이 필요하다. 다음으로 민간부문 행정전달체계에 대해서는 첫째, 시군구지회 설치는 기초자치단체 현실에 맞게 자율적으로 설치하거나 연합지회 설치 등의 방안을 고려할 수 있다. 둘째, 유형별 체육단체의 시도지부 가맹에 대해서는 시도지부에 유형별 체육단체를 가맹시키는 것은 바람직하지 않으며, 각종 위원회 설치는 생활체육위원회와 같이 지역의 전문인사 참여와 지부운영의 민주성 확보 등이 필수적이다. 셋째, 지부 운영체계 및 운영 매뉴얼 표준화는 대한장애인체육회와 시도장애인체육회, 시군구장애인체육회와의 원활한 업무 협조 및 사무처리 차원에서 필요하다. 넷째, 유관 체육단체 활용에 있어서는 지방의 생활체육협의회를 활용할 수 있으며, 지방장애인체육회의 지부 보직자 직급체계 표준화가 필요하다. This study was conducted to explore the current status and perception for sports administration system for people with disabilities in Korea and to seek the developmental improvements. In order to achieve this purpose, a questionnaire was used to as the survey tool. Experts and officials in sports administrative organizations for the disabled and professors in sports science for the disabled participated in this survey. Based on the expert group`s suggestions for the result of survey, developmental improvements were presented. The improvement plans in government sector were presented on two aspects. First, it was suggested that metropolitan governments have to set up a unit to take full charge of and local governments have to post official. Second, placement of sport instructor is crucial political means in administration service system for the disabled and there is a need to access in phases to achieve the goal. Secondly, the improvements in private sector were revealed in four aspects. First, establishment of branch in ward and county is need to be progressed by current situation of local government and it need to be considered to place allied branch in each local government. Second, to affiliate sport organizations into branches of local government is not desirable and establishment of all sorts of committee is needed to secure transparency and democracy in administration of branches and participation of experts. Third, standardization of administration system and manual in local branches is positively necessary as a matter of collaboration affair with Korean Sports Association for the Disabled and provincial sport associations as well as a way of smooth conducting business. Fourth, it is pertinent to make use of local council of sport for all for sport organizations and standardize the classification system in provincial sport association for the disabled.
