        지방자치시대 주민참여의 실태 평가와 대안모색

        This paper seeks to evaluate the status of the institution and search for methods to activate citizen participation by conducting Questionnaire and Interview in Gwangju metro city. There is a significant difference between residents and civil servants groups about the operation of the institution of civil participation. Residents' willingness to participate is high, but practical participation is low. It is founded that it was caused by residents' indifference and a perfunctory system. The committee system include less women participants than men, more public employees rather than civilians. In addition, it mainly work as a consultative body. The civil servants have a high willingness about information disclosure, however, they don't have related knowledge enough. Residents have high demand of the information disclosure, however, they don't know well the formal process and the degree of their satisfaction are low. According to the result of the analysis, I suggest alternatives to accelerate the residents' participation to local administration.

        자치조직권 운영실태의 비교분석과 개선대안

        Authority for organization in local governments is one of core autonomy powers, and thus many commentators present the necessity of its improvement. Despite the debates of the necessity of the improvement, however, there are very few prior empirical studies that deal with the issue. This study comparatively analyzed Seoul Metropolitan City and Gyonggi Prefecture in order to examine the practical problems of the authority and found that the restraints of the authority led to inequity in establishing new organizations and their management. Finally, the study presents, as a short-term solution, the method of diversifying the criterion for organization establishment and, as a long-term solution, the devolution of organizing authority to local governments with the conditions of financial control and the strengthening of local parliament.

        지방자치단체 공무원의 행정윤리의식에 관한 연구

        This study was intended to investigate, through a means of survey, the levels of administrative ethic in public servants of local governments in the wake of the IMF bailout funds and public restructuring in 1997. According to the survey, they responded that corruption in officialdom has ever been on the decrease and local autonomy, which includes institutionalization of local councils and head of local governments, didn't affect their ethical degree. Moreover, job satisfaction of organizational members had the highest co-relation with administrative ethic. Bureaucratic value, part of constituent variables, was lower than that of new public management. Also, administrative ethic of public servants in local governments depended on the demooraphical-socioloaical factor of survey respondents. Namely, gender, age, and service periods had a statistical significance, concerning administrative ethic. Especially, the fifth-level servants marked low bureaucratic value but high new public management value. However, academic backgrounds didn't have much impact, in the statistical sense, on the administrative ethic. This study has several limitations in that sampling couldn't secure statistical representation of all local governments. Additionally, study results are not likely to be generalized, due to subjective perception of pollees. Nevertheless, this study is meaningful to the extents that it was trying to recognize experiences of public servants following restructuring and testing administrative ethic with demographic-sociological variable as well.

        인터넷 내용규제에 관한 연구-통신품위법 위헌판결을 통해서 본 법리의 발전경과

        본 연구는 전자정부시대의 인터넷 환경과 관련된 내용규제, 특히 미국사례에 대한 회고적 연구이다. 최근 인터넷 사이버스페이스에 관한 관심이 증가함에 따라서 대부분의 국가들은 인터넷의 음란한 사용에 관한 법적 정책적 타당성을 고려하고 있다. 인터넷은 의사소통의 효율성, 공공행정의 투명성, 그리고 전자민주주의라고 불리우는 시민의 참여를 증진시키는 좋은 기회를 부여할 수도 있다. 그러나 이것은 동시에 음란과 비속함, 특히 아동포르노와 같은 위험에 빠지게 될 수 있다. 본 연구는 미국의 GOA의 사례를 검토하고, 인터넷환경에서의 정책에 관하여 고려하여 정책적 함의를 찾고자 시도하였다. This study deals with the contents regulation issues surrounding internet in the era of the e-government and especially retrospects th case of America. As concerns for internet on the cyberspace have been growing in recent years, most of countries have considered the legal and policy feasibility of the obscene use of internet. Internet can provide good opportunities to ensure the efficiency of communications, the transparency of public affairs, and the participation of citizens called as e-democracy. However, it simultaneously poses the risks of obscene and profane expression, especially child phornography. In this study, we review the case of Communications Decency Act(CDA) in America. and consider policy issues surrounding internet, try to look for implications.

        민간경영기법의 공공부문 적용에 관한 연구

        우리나라에 목표관리제라는 민간경영기법이 공공영역에 도입ㆍ적용된 역사가 짧기 때문에 정확한 성과평가는 어렵다. 지방자치단체(광양시)에서 목표관리제 기법이 상대적으로 성공적으로 이식될 수 있었던 것은 최고관리층이 깊은 관심을 갖고 참여하였으며 목표관리제를 추진하고 있는 실무팀에게 힘을 실어주었을 뿐만 아니라 간부들에게 개별적 충고 등으로 목표관리에 의한 업무추진에 대해 적당한 긴장을 조성하였다. 목표관리제를 현장에서 적용하는 주관부서가 뚜렷한 목적의식을 갖고 많은 연구와 열의 및 추진력을 갖고 추진하였으며, 현장의 목소리를 중시하고 반영하였으며, 목표의 계량화에 노력하였다. 그리고 직원들로 하여금 많은 교육과 토론과 공개적인 논의과정을 통해 자발적이든 비자발적이든 할 수밖에 없다는 암묵적 동의를 유도한 점이다. 어떤 제도이든 처음부터 공공조직에 완벽한 시스템은 없을 것이다. 시스템이 살아있어 학습과정을 거쳐 스스로 개선을 하고 모든 연관된 제도와 원활히 연계시키도록 노력해야 할 것이다. 선진 제도나 경영기법을 도입함에 있어 완전 성공이나 완전실패란 있을 수 없겠지만, 목표관리제의 경우 이 제도가 정착되면 다른 경영기법을 받아들이기가 훨씬 용이할 것이다. 특히 MBO와 TQM은 제도의 구조가 유사하기 때문에 더욱 그렇다.

        ‘지속가능한 지역발전’개념의 정책적 핵심요소 분석

        This study is based on the assumption that the core elements of the sustainable regional development concept has not been clearly identified up until now since the Brundland Report was published in 1987, resulting in that it is still ambiguous and therefore it is hard for the concept to be reflected and embedded in the policy process relating to regional policy. Under this background, this paper seeks to analyze the core elements within the sustainable regional development concept by utilizing the Network Text Analysis. The articles to be analyzed are the ones published in Korea and abroad. The analysis results show that the key elements within the concept ‘sustainable regional development’, which has been discussed in Korea, include five concept clusters: residents, regional community, macroeonomics, normative characteristics, and implementation at local level. Similarly, the ones in other countries involve region, environment and development, sustainability, network construction, and implementation. In conclusion, this paper puts forward that the core elements of the concept ‘sustainable regional development’ be considered in making regional policy at central and local level as well.

      • 여성 골프참가자의 생활스타일과 골프웨어 관심도 및 구매행동의 관계

        The Purpose of this study was to examine closely the relationship among life Style, golfwear interest and purchasing activity on women's golf participants. This study examined the 400 participants who were in golf practice fields. Data were collected by employing a questionnaire. According to research questions there are correlation analysis, multiple regression analysis, simple regression analysis), path analysis. Conclusions from this study method and procedure are as follows. First, there were significant correlations between lifestyle, golfwear interest and purchasing activity. Second, lifestyle of women's golf participants partially influence on golfwear interest. Third, lifestyle of women's golf participants partially influence on golfwear purchasing activity. Fourth, golfwear interest of women's golf participants partially influence on golfwear purchasing activity. Fifth, there was cause-and-effect relation among lifestyle, golfwear interest and purchasing activity.

        GBPR 준비도 분석에 관한 연구

        정보기술의 활용이 고려되지 않은 단순한 축소지향적인 지방행정조직의 개편은 효율성 면에서 효과가 반감된다는 점에서, GBPR를 활용한 지방자치단체 업무과정을 혁신할 필요가 있다. 지방자치단체 GBPR 준비도 측정도구 개발은 7개의 변수군으로 하였다. GBPR 준비도에 있어서 다른 변수에 비해 최고정책결정권자의 지지와 관심이 상대적으로 높은 비중을 차지하고 있다. 법과 제도, 열악한 재정사정과 정보화 환경이 업무흐름을 재설계하는데 장애가 되고 있다. 최고정책결정자의 정보화마인드와 GBPR 원리에 대한 이해 및 GBPR 추진전략의 홍보와 외부지원의 확보가 필요하다. 조직의 간부층들의 GBPR 기본에 대한 이해도는 그렇게 높은 것이 아니라고 조사되었다. 실시기관별 GBPR 준비도는 '기술과 혁신의 통합' 항목에서만 유의미한 차이를 보이고 나머지 부분에서는 유의적 차이가 없다. GBPR 참여경험 여부에 따라서는 GBPR 준비도에 유의적 차이가 없는 것으로 나타났다. 소속부서의 성격과 직무특성에 따라서는 부분적으로GBPR 준비도에 차이가 나는 것으로 나타났다. 조사대상의 개인적 특성요인에 따라서는 학력에 의해서는 '위험예견', 직렬에서는 '관리층의 지지와 관심' 항목에서만 유의적 차이를 보이고 나머지 항목에서는 유의적 차이를 보이지 않고 있다. 그리고 GBPR을 공공부분에 적용하는 경우 조직구성원의 저항을 가져올 수도 있는 측면을 간과해서는 안 된다. Government Business Process Reengineering(GBPR) is the fundamental rethinking and radical redesign of business core processes to bring about dramatic improvements in performance under political conditions characteristic of the public sector environment. The Readiness Assessment is based upon the following key definitions: Business Process is a specific ordering of work activities across time and place, with a beginning, an end, and clearly defined inputs and outputs that deliver value to customers. The Readiness Assessment questions are designed specifically to help Government organizations assess their readiness for BPR. because of the critical need for Administrative agencies to identify factors essential to successful BPR at the earliest possible stage before making major investments in time, money, and human resource. GBPR Readiness Assessment Questions consist of 7 Variables. That is, to gain Leadership Commitment, plan for action and communicate, integrate technology with Reengineering, anticipate resources and roles, develop performance measures, structure Reengineering teams. These factors are highly inter-related and found to fit as a results of tests about reliability and validity, but they are a little bit moderated by Interview and factor analysis. We've tried a Questionnaire Survey to the Public officials working for Seoul Metropolitan City and SeoGu, KwangJu City to find out if there is any gap between operating Authority, GBPR-experience, Job specific factors, personal characteristic factors in GBPR Readiness Assessment. The Review of the Research Model and it's Hypothesis indicated that there was a partical gap within such variables as awareness of the necessity of GBPR, place of duty, personal characters factors in the Readiness, while so little difference was noticed within the variables like the operating Authority, GBPR-experience, Job specific factors. and it was shown that the Support and Committment of Top Management was the most important factor for success of GBPR.
