In the Republic of Korea, with the start of the sixth Republic in 1988, the Constitutional Court was established as a key part of the Constitutional system, The new Constitution, based on the Korean people's deep enthusiasm for democracy, adopted a new judicial review system - the Constitutional Court - to safeguard the Constitution and to protect the people's fundamental rights. The Constitutional Court has jurisdiction over Constitutional Petitions. Under the Constitutional Court Act, any person who alleges that his fundamental rights guaranteed by the Constitution have been infringed through exercise or non-exercise of public power can petition for relief or remedy to the Constitutional Court. Further, any party to a court proceeding whose request for referral to the Constitutional Court for judgement on the Constitutionality of a law was rejected by the court of original jurisdiction can have recourse to the Constitutional Court to get a final and proper judgement on the constitutionality of the law Constitutional Petitions are now regarded as a double functional instrument to protect fundamental rights and to safeguard the Constitution and called the essence of the Constitutional judgement system. As the object of Constitutional Petitions, "Public power" includes all kinds of lawmaking:the regulation of Supreme Court and National Assembly, and the order of the Executive.
장애물을 고려한 비면허대역 공중-지상 채널 경로 손실 측정

In this paper, we conduct field measurement using a drone to examine the path loss variation of air-to-ground (A2G) channels with obstacles in unlicensed bands. For A2G channel measurement, a commercial WiFi router is attached to the drone, and several ground receivers with wireless local area network (LAN) cards are placed in a line-of-sight position, behind an obstacle, inside a vehicle, and on a car trunk. The path loss is measured using WiFi beacon signals in 2.4 GHz and 5 GHz unlicensed bands. To examine the effect of the drone body on the signal transmission of the WiFi router, the radiation pattern is measured using the router attached to the drone. Also, we measure the path loss by changing the elevation angle and ground distance, and analyze the effect of obstacles on the path loss. Through the measurement campaign, the A2G channel parameters are derived considering the elevation angle, the ground distance, and the obstacles. 본 논문에서는 비면허대역에서 장애물을 고려한 공중-지상 채널의 경로 손실 변화를 파악하기 위해 드론을 이용한 채널 측정 실험을 진행한다. 공중-지상 채널 실측을 위해 드론에 상용 무선랜 라우터를 부착하고, 무선랜카드를 장착한 지상 수신기를 가시선 위치, 장애물 뒤, 차량 안, 차량 위에 배치한다. 2.4 GHz 및 5 GHz 비면허대역에서 무선랜 비콘 신호를 이용해서 경로 손실을 측정한다. 드론이 무선랜 라우터의 신호 전송에 미치는 영향을 파악하기 위해 드론에 부착된 라우터의 방사 패턴을 실측한다. 또한, 고도각 및 수평 거리를 변화시키면서 경로 손실을 측정하고, 장애물이 경로 손실에 미치는 영향을 분석한다. 이를 통해 고도각, 수평 거리, 장애물을 반영한 공중-지상 채널 파라미터를 도출한다.
