델파이 분석을 활용한 경찰공무원 채용시험의 개선방안

최근 급격한 경찰행정수요의 질적ㆍ양적인 변화는 필연적으로 경찰행정의 전문화와 서비스제공자로서 경찰공무원의 자질향상문제의 해결이 당면과제가 되고 있다. 2012년 12월 24일 국무회의에서 고졸자의 공직 임용기회의 확대라는 취지로 2014년 순경 공개경쟁채용시험부터 고등학교 과목인 국어, 수학, 사회, 과학을 추가되는 개정안이 통과 되었다. 채용시험은 지원자들의 능력을 깊이 있게 평가하여 유능한 인재를 선발하여 조직구성원으로 확보하는 과정을 의미한다. 이와 같은 일련의 과정은 해당 조직이 필요로 하는 인재를 선발하는 직접적이며 매우 중요한 일이기 때문에 시험과목의 적절성이 무엇보다 중요하다. 따라서 이 연구에서는 경찰 채용 시스템에 대하여 이론적 배경과 선행연구를 고찰하고 경찰 교육 전문가 및 경찰 공무원을 대상으로 델파이 기법으로 설문 조사를 시행하였다. 설문은 총 3차에 걸쳐 시행하였으며 1차 설문은 3개 문항에 대한 개방형 질문으로 자유롭게 답하도록 하고, 설문에 대한 응답을 유목화 하여 빈도수로 정리하였다. 2차 설문은 서술형 문항으로 구성된 1차 설문지의 답변을 근거로 3개 영역으로 Likert 5단계 척도를 사용한 질문으로 구성하였고 각 문항에 대한 평균값 및 표준편차를 산출하였다. 3차 설문은 2차 설문 응답 결과의 항목 중 중요도가 높게 선정된 항목들에 대해 우선수위를 선정하는 질문으로 구성하였고, 우선순위에 따라 빈도수로 정리하였다. The rapid qualitative and quantitative changes in the demand for administrative practice of the police inevitably pose challenges of specializing police administration and improving competency of police officers as service providers. The Cabinet council amended 「Act on Appointment of Police Officer」 in December 24, 2012. For the past few decades, police agencies have reformed constable employment examination and police examination courses multiple times. The theoretical backgrounds of police employment system and previous studies were reviewed and a survey using Delphi was performed on police educational professionals and police officers. The survey was conducted three times. In the first survey they were asked to answer the three open questions freely and the answers were itemized and classified by frequency. The second survey was composed of three areas based on the answers of the first survey. They were asked to answer the questions using 5 stages Likert scale and then the average and standard deviation were calculated for each question. The third survey was composed of the questions to set the priority of the items that were proven highly important in the second survey. The priority answers were arranged according to the frequency.

방범감시카메라(CCTV)의 효율적 운용방안에 관한 연구

  범죄예방을 위하여 CCTV(closed circuit television, 폐회로텔레비전)의 설치ㆍ운용이 날로 증가하고 있다. 종래 금융기관이나 공공기관을 출입하면서 설치ㆍ작동 되는 CCTV를 별다른 문제의식 없이 지나친 것이 사실이다. 그러나 CCTV는 인간의 삶 깊숙이 파고들고 있다. 최근의 범죄는 갈수록 치밀해지고 과강하며 쉽사리 법행의 증거를 남기지 않는 범죄 수업과 도시화, 산업화에 따른 우리 사회의 대인적 익명성(anonymity )의 증가현상 등은, 이에 대항하여 범죄수사와 예방을 책임지고 있는 경찰에게는 CCTV와 같은 현대적 과학기술적 도구 사용을 필연적으로 요구하고 있다. 2002년 12월 서울 강남경찰서는 강력범죄가 우려되는 논현동 일대에 방범용 CCTV 5대를 설치해 시범운영을 시작으로 현재 많은 지자체와 경찰서에서 CCTV를 설치하고 있다. 그러나 범죄예방을 위하여 CCTV를 공공장소에 운용하는 것은 그 설치지역과 운영방법 등에 따라 개인의 초상권과 정보지기결정권 침해의 문재를 야기할 수 있으며, CCTV 설치지역을 왕래하는 시민의 사생활의 비밀과 자유를 침해할 수 있다. 더욱이 최근에는 CCTV의 범죄예방 효과에 대한 논란이 일고 있다. 따라서 이 글은 CCTV 설치 1년이 지난 시점에서 CCTV의 효율적 운영방안에 대해 알아보도록 하겠다.   The CCTV surveillance system due to a factor of civilization has been used as diverse forms in many social fields for its convenience. Also the use of CCTV has been getting increased in crime prevention part, However, as well as its convenience the voice of worrying about the side effect like an invasion of the human rights has been getting higher. There, I tried to search for the method not only to maximize the deffectivencess of CCTV systems on crime prevention but also to minimize the side effect of it through this research.<BR>  I has put an emphasis on the inquiries of domestic and foreign literatures of CCTV in this research and examined the example that the Kangnam police station has originally use the CCTV surceillance system for crime prevention in the Domestic.

9.11테러 이후 새로운 유형의 테러리즘이 세계를 강타하고 있다. 국내·외 테러 위험 요소가 가중되고 있는 가운데 해상에서의 테러 위험 또한 중요시 되고 있다. 특히 인도 뭄바이 테러와 같이 해상을 이용한 테러행위는 삼면이 바다인 우리나라에게 많은 시사점을 주고 있다. 우리나라의 경우 전체 무역량의 대부분을 해상을 통하여 이동하고 있다. 또한 해안선을 따라 대도시를 비롯하여 많은 중·소도시들이 산재해 있으며, 이러한 해안도시에서는 대규모 국제행사와 지역행사가 지속적으로 개최되고 있기 때문에 해상테러리즘에 대해 대테러 활동은 매우 중요하다. 따라서 이 연구에서는 삼면이 바다인 우리나라의 해양에 대한 대테러 활동을 담당하는 해양경찰의 활동에 대하여 살펴보고, 체계적인 대테러 활동을 위해 앞으로의 발전방향을 해양경찰 대테러 기능과 특공대를 중심으로 살펴보고자 하였다. With terrorism attacks in and outside country being increased, the incidence of maritime terrorism were considered as a serious issue. Regarding the maritime terrorism in Mumbai, there are many implications for Korea, since Korea is surrounded by water on three sides. in Korea, almost all the trading business are handled by the sea freight through its ports. Small and medium-sized cities are straggled along the coastline in Korea. Since a large scale of international and local events are held consistently, looking for solutions in the counter-terrorism may be the significant matter for the Korea-Coast Guard. As mentioned earlier, the incidence of maritime terrorism were considered as a serious issue, since Korea is surrounded by water on three sides. Therefore, the activity in details of the Korea Coast Guard who are responsible for counter-terrorism may be examined in this study. Also, improvement methods for systematic approaching to counter-terrorism with the Korea Coast Guard and the government Commandos may be discussed.

A 42-year-old man presented with severe pancytopenia and uncontrolled epistaxis. The diagnosis of SLE was made and the pancytopenia was found to be due to myelofibrosis. The pulse therapy with methylprednisolone and maintenance therapy with prednisolone reversed both pancytopenia and myelofibrosis. Although myelofibrosis has been described in SLE, this coexistence must be very rare since there has been only 19 cases showing this combination. We report a case of SLE with myelofibrosis which was reversed by the treatment with glucocorticoid.

일반논문 : 경찰의 조직문화가 고객지향성에 미치는 영향에 관한 연구

이 연구는 경찰의 조직문화를 진단하여 어떠한 조직문화가 경찰의 고객지향성을 제고하는데 기여하는지를 도출하여 고객지향적 경찰조직에 맞는 조직문화를 활성화시키는 것이다. 경찰의 조직문화와 고객지향성 개념을 정립하고 선행연구들을 검토하여 실증적 연구를 하였다. 독립변수는 Quinn의 경쟁가치모형의 집단문화, 합리문화, 위계문화, 발전문화로, 종속변수인 고객지향성은 신속·대응성, 의사소통 개방성, 편의성, 신뢰성, 공정성을 선정하여 구조방정식 모형을 통해 경로분석을 하였다. 결과를 보면, 고객지향성에 영향을 미치는 조직문화 유형은 합리문화, 발전문화, 집단문화가 정(+)의 영향을 미치는 것으로 나타났으며, 합리문화가 가장 큰 영향을 주고, 발전문화 그리고 집단문화 순으로 나타났다. 반면, 위계문화는 고객지향성에 영향을 미치지 않는 것으로 나타났다. This study has been carried out for the purpose of examining the organizational culture of Korean police drawing out what sort of organizational culture are contributive to an improvement of police`s customer orientation targeting to revitalize a organizational culture fit for customer-oriented police organization. Accordingly, a theoretical background was build up for an empirical study by setting up of the concept of police organizational culture and customer orientation and then synthetically reviewing preceding study. Reliability test for each item was conducted to analyze an organizational relationship between those factors, and then analysed the factors of each item with confirmatory factor analysis. LISREL Ver. 8.3 analysis was used for the test of mediating effect of organizational culture types which has relationship of customer orientation. This researcher has drawn out a significant results of the hypothesis which had been sought to be proven in this study. In group culture, rational culture, developmental culture, costumer orientation was influenced significantly in statistics.

일반논문 : 수사경찰의 멘토링이 직무태도에 미치는 영향에 관한 연구

이 연구의 목적은 수사경찰의 멘토링이 직무태도에 미치는 영향을 파악하고자 선행연구를 바탕으로 독립변수를 경력 기능, 심리사회적 기능, 역할모형 기능으로 직무태도의 하위변수인 직무만족과 조직몰입에 어떠한 영향을 미치는지를 분석하였다. 직무만족에 대해서 멘토링 기능의 하위변수 중 경력 기능과 심리사회적 기능이 설명력(R2)은 15.2%, F값 = 9.751에서 유의수준 .001에서 통계적으로 유의한 것으로 나타났다. 조직몰입에 대해서 멘토링 기능의 하위변수 중 경력 기능만이 설명력(R2)은 21.5%, F값 = 6.147에서 유의수준 .001로 할 때 통계적으로 유의한 것으로 나타났다. 결론적으로 멘티는 멘토링 기능을 높게 지각할수록 직무태도에 긍정적(+)인 영향을 주는 것으로 나타났다. 하지만, 상대적으로 직무만족에서는 역할모형 기능과, 조직몰입에서는 심리·사회적 기능과 역할모형 기능이 통계적으로 유의한 영향을 미치지 않는 것으로 나타났다. This study was aimed to find out the effects of the mentoring on the job attitude of police investigation based on previous studies by analysing the career related function, psycho-social function, role model functions as influential variables on job satisfaction, organizational commitment which are the sub variables of job attitude. In job satisfaction, career related function and psycho-social function among the sub variables of mentoring function turned out statistically significant on significance level of 001 in explanatory power (R2) is 15.2%, F value = 9.751 In organizational commitment, career related function alone among the sub variables of mentoring function appeared statistically considerable for significance level of .001 in explanatory power (R2) is 21.5%, F value = 6.147. In conclusion, Mentee appeared the higher in positively affecting job attitude when perceiving mentoring function the higher. But role model function in job satisfaction, and psycho-social function and role model function in organizational commitment proved to be influential of statistically insignificant level.

민간경비원의 셀프리더십과 감정노동이 고객지향성에 미치는 영향에 관한 연구

한국의 민간경비 산업은 짧은 역사에 비하여 양적 성장과 외형이 괄목할 만큼 발전을 이루었다. 하지만, 21세기 유망 산업이라는 민간경비업의 외형적 성장 이면의 실체를 살펴보면, 몇몇 업체를 제외한 영세성, 업체간의 과다경쟁, 인적자원의 자질 문제, 높은 이직률 등의 질적문제가 내재되어 있는 것을 부인할 수는 없다. 이와 같은 최근 민간경비 산업의 환경은 서로간의 경쟁이 심화되고 이렇게 심화 된 생존경쟁에서 살아남기 위해 고객이 만족할 수 있고, 또한 다시 선택할 수 있는 소비자 중심의 서비스로 패러다임이 전환되고 있다. 따라서 민간경비 산업의 양적 발전과 함께 질적인 발전도 같이 이루어지기 위해서는 고객지향적인 마케팅적 접근이 필요하다. 이 연구는 민간경비원에 대해 경영학이나 마케팅 영역에서 논의되고 있는 고객지향성의 정도를 파악하고, 문헌적 연구를 통해 셀프리더십과 감정노동의 고객지향성에 대한 영향 관계를 파악함으로서 민간경비원의 고객지향성을 향상시키고, 잠정적으로 고객만족과 서비스 향상에 기여하는데 도움이 되는 기초자료를 제공하는데 이 연구의 목적이 있다. 이 연구의 결과 민간경비원의 고객지향성의 평균은 4.86(7점 척도)으로 중간 보다 약간 높은 것으로 나타났다. 이는 타 직종의 고객지향성에 대한 연구와 비슷한 수치이나 아직까지 민간경비 분야에 대한 고객 지향성에 대한 연구가 미흡한 실정이라 이 연구결과만으로 논하기는 어려움이 있다. 내면감정노동의 평균은 4.79로 앞서 언급한 타 직종과 비슷하게 나타났으며, 민간경비원의 고객지향성에 가장 큰 영향을 미치는 것으로 나타났으며(β=.41), 민간경비원이 관련 부서에서 근무한 총경력은 고객지향성에 영향을 미치는 것으로 나타났고(β=.25), 마지막으로 셀프리더십의 평균은 3.51로 중간 정도의 수준으로 나타났으며, 셀프리더십도 고객지향성에 유의한 영향을 미치는 것으로 나타났다(β=.24). The purpose of study is to provide basic data for improving the security guard's customer orientation by recognizing the security guard's customer orientation and its influential factors, and to improve the customer orientation through the customer satisfaction by meeting the customers needs from their perspective. Among randomly selected 250 security guards who were working in priveate security enterprise in Seould and were consent with this experiment, the target was set as 218 security guards who submitted their questionaires. The data collection was conducted in form of questionnaire from July 22nd to August 6th, 2011. As the research tool, this study used some tools to measure the customer orientation, the self-leadership, and the emotional labor. The collected data was analyzed using SPSS window 18,0 according to this study's purpose. The results of study are as follows. First, The security guard's customer orientation was 4.86 point in average, and for the relevant factors, it was found that the self-leadership was 3.51 point, the expressive emotional labor of 4.19 point, the internal emotional labor of 4.79 point. Second, As the result corelation analysis between the security guard's customer orientation and relevant factors, it was found that the customer orientation had positive corelation with the factors of self-leadership, the whole carrier period, the internal emotional labor(r=.44-.60, p<.001). Third, For influential factors on the security guard's customer orientation, the internal emotional labor was the highest influential(β=.41), and followed the carrier period(β=.25), and then the self-leadership(β=.24). So the security guard's customer orientation could be explained as 36%. From the above results, it was found that the self-leadership, the inner emotional laber, the whole career were directly influential factors on the security guard's customer orientation. That is expected to be utilized as a basic data for developing strategies to improve the security guard's customer orientation.

해양경찰의 발전방안에 관한 탐색적 연구

UN 해양법 협약과 EEZ(배타적 경제수역) 선포로 인해 세계 각국은 해양자원 선점을 위한 무한경쟁을 가속화하고 있다. 또한 해양환경 변화와 어자원의 고갈 등에 따른 불법조업이 급격히 증가하고 있다. 그리고 국민소득 증대에 따른 해양레저의 확산 등 국민의 해양치안서비스 욕구도 점차적으로 증대되고 있다. 따라서 이처럼 급변하는 해양치안환경과 국제 해양질서 재편의 흐름 속에서 이러한 변화에 대응하기 위한 우리나라 해양경찰의 발전방안을 탐색적으로 모색해 보았다. 첫째, 해양경찰의 제도적 정체성 확립을 위하여 국무총리 산하에 치안위원회 두고 그 산하에 경찰위원회와 해양경찰위원회를 둘 필요가 있다. 둘째, 해양경찰의 지방조직 강화를 위하여 인천, 목포, 제주, 부산, 동해의 5개 권역별 지방해양 경찰청으로의 증설이 필요하다. 셋째, 해양경찰의 전문 인력의 확충과 운용의 개선이 이루어져야 할 것이다. 넷째, 해양경찰의 대형선박 및 항공기 등에 대한 장비의 전력 증강이다. 마지막으로 해양경찰은 증가하는 해양범죄 및 국제범죄에 대한 수사력을 제고하여야 할 것이다. The proclamation of the UN Convention on the Law of the Sea and EEZ (Exclusive Economic Zone) has accelerated the limitless competition for the preoccupancy of marine resources between the all the countries of the world. Besides, the change of marine environment and the exhaustion of fisheries resources are rapidly increasing Illegal fishing. The public demand for the diffusion of marine leisure and marine security services are also increasing gradually by the increase of national income. Accordingly, in order to cope with such change in the midst of rapidly changing marine security environment and the reorganization of international marine order, this researcher has looked into a development plan for Korea coast guard. First, there needs to be a security committee under the Prime Minister and then police committee, coast guard committee affiliated to the committee for the establishment of institutional identity of the coast guard. Additional build up of 5 local coast guard in Incheon, Mokpo, Jeju and the East Sea is required to strengthen local organization of coast guard. .Third, the expansion of skilled manpower for the coast guard and improvement in its operation need to be achieved. Fourth, the coast guard’s war potential needs to be reinforced. Lastly, coast guard’s investigatory power needs to be improved.
