북한을 철권통치 했던 김정일이 사망하면서 아들인 김정은이 3대 권력을 세습하였다. 3년이라는 짧은 후계수업 기간과 권력기반마저 미약하여 많은 우려를 자아냈으나, 현재까지 별다른 어려움 없이 최고사령관과 당 제1비서, 당 중앙군사위원장, 국방위원회 제1위원장으로 추대되면서 북한의 최고 지도자가 되었다. 김정은은 아버지와 달리 TV생중계와 공개연설 그리고 스킨십 등으로 대중 친화적이고 새로운 정치스타일을 보이면서 긍정적인 북한의 변화를 예측하게 하는 한편 공개연설을 통해 김일성 주체사상과 김정일의 선군정치를 계승·발전시켜 군사강국·경제강국을 달성하겠다는 다짐과 장거리 미사일을 발사하고 핵개발을 포기하지 않을 것이라는 입장을 보이고 있다. 앞으로 김정은은 체제 안정을 위하여 대내적으로 군부세력을 관리하고 당의 권한을 강화시켜 지도력을 강화하고, 주민의 생활을 개선과 경제난국을 타개하기 위한 경제정책을 펼칠 것이다. 대외적으로는 국제적인 고립을 피하고 정권의 존속을 위하여 절대적인 후원국인 중국과 협조관계를 공고히 하고, 미국에 대해서는 한국을 배제한 채 강온정책으로 평화협정 채결과 경제지원을 받기 위해 노력할 것이다. 또 한국에 대해서는 이명박 정부의 ``원칙 있는 대북정책``에 극도로 반감을 표출하고 있어 현 정권에서는 대남강경정책을 펼치다가 차기 정부와는 새로운 돌파구를 찾을 것으로 보인다. 특히 2012년은 한국의 대통령 선거를 비롯한 한반도 주변 주요국들의 정권교체가 있는 해로서 김정은 체제의 안정성과 향후 대내외정책에 따라 동북아와 한반도의 평화에 절대적인 영향을 미칠 것이다. 따라서 북한의 대내외 정책 변화를 신속정확하게 파악하고 국제사회와 긴밀한 협력으로 김정은의 군사적 모험주의에 대비하고 북한의 경제 개선전략을 지원함으로써 갈등과 대립에서 협력과 공동번영의 한반도로 거듭나야 할 것이다. Immediately after his father Kim Jong-il`s death, the younger Kim Jong-un was hailed as “the great successor”. Even though some of experts expressed their concerns that Kim Jong-un took only 3-year-class to be a successor and his political background was not strong enough, without any difficulty, he has held the titles of the First Secretary of the Workers` Party of Korea, the Chairman of the Central Military Commission, First Chairman of the National Defence Commission of North Korea and the Supreme Commander of the Korean People`s Army. And also he was officially declared the supreme leader of North Korea. 57) Kim Jong-un shows that he has new and public-friendly style of leadership which is different from that of his father. This implicates that North Korea will change in a positive way. He made his first public speech as North Korea marked the 100th anniversary of the birthday of Kim Il-sung on 15 April, praising the “military first” doctrine and emphasizing the need of economic growth. A few months into his leadership, North Korea launched a long-range missile which it said would put a satellite into orbit. It shows that Kim Jong-un will not give up reinforcing North Korea`s nuclear capability. In the future, Kim Jong-un will control military authorities, strengthen his leadership and push ahead economic policy to overcome financial difficulties internally. Externally, he will cement friendly relations which have existed between North Korea and China to avoid international isolation and maintain his regime. In addition, he will try to conclude a peace treaty between North Korea and the United States and demand economic aid. Regarding South Korea, Kim Jong-un has antagonism toward policy of Lee Myung-bak administration on North Korea. Therefore he has taken his hard-lined offensive movements against South Korea and he may shift to more moderate policy toward South Korea in the next government. In particular, there will be some of important events this year, such as an upcoming presidential election in South Korea and change of government in other neighboring countries. The stability and internal/external policy of North Korea will have a strong influence on peace of Northeast Asia and Korean peninsular. In conclusion, South Korea should analyze the whole situation of North Korea promptly and accurately, cooperate with the U.S., China and the International Society, develop national security strategy against Kim Jong-un`s “military first” doctrine and support the economic development plan of North Korea. By doing so, the relationship between South Korea and North Korea will be improved for the better.

Characteristics Studies of Waste Tire Rubber Powders using the Different Grinding Methods

본 연구에서는 기존의 cutting 분쇄방식 대신 여러 가지 문제점을 개선한 shear방식 및 2단 disk mill 방식으로 폐타이어를 미분화시켰다. 각 파쇄 또는 분쇄 단계별로 다양한 크기의 고무 칩을 얻을 수 있었다. Shear방식 및 2단 disk mill 방식은 회전 속도와 방향이 다른 두 개의 드럼형의 칼날로 이루어져 있어서 기존의 cutting 방식보다 거친 표면의 미분화 폐타이어 분말을 얻을 수 있었다. 본 연구에서는 주로 shear방식으로 미분화된 폐타이어 분말의 형상을 SEM을 통해 비교하였다. 추가적으로 적절한 크기의 폐타이어 분말이 얻어졌는지를 확인하기 위해 입도분석을 수행하였다. In this study, a method of shear crushing and a two-stage disk mill were introduced to grind the waste tire powder. Rubber chips with various size were obtained during the crushing or grinding step. The two-stage disk mill was composed of two drum-type blades rotating at various speed and in opposite directions. Therefore, more roughly surfaced particles of micronized waste tire powder were obtained using shear crushing rather than using conventional cutting crushing. In this study, the shape of shear-crushed waste tire particles was compared with conventional cutting crushing particles by scanning electron microscope. In addition, the particle size analyzer was employed to determine the appropriate particle size of waste ground tire powders obtained in this study.

CoSlide 협업시스템을 지원하는 CoSpace 클라이언트의 원격 버전 관리

CoSlide는 WebDAV 기반의 Jakarta Slide 서버를 확장한 협업시스템으로서 협업참여자들을 위하여 그룹작업장을 제공한다. CoSpace는 WebDAV프로토콜을 통하여 CoSlide 서버에서 다양한 협업저작 활동을 지원하는 클라이언트이며 협업참여자들 사이의 효과적인 상호작용을 지원하는 그래픽 사용자 인터페이스와 협업참여자들의 공유자원 관리기능을 제공한다. 하지만, 협업 수행에 있어서 공유자원의 동시 수정은 협업참여자들에 의해 생성된 수정본들 사이의 충돌을 발생할 수 있어, 프로젝트 진행에 심각한 문제를 야기한다. 본 논문에서는, 이러한 문제점을 해결하기 위한 CoSpace 클라이언트의 확장에 대하여 기술한다. 확장된 CoSpace는 협업참여자들이 서버 자원의 버전을 원격으로 관리할 수 있는 원격 버전 관리 기능을 지원한다. 또한, 프로그램 소스코드와 같은 텍스트 파일의 변경 사항을 확인 할 수 있도록, 확장된 클라이언트는 두 버전을 비교하여 차이점을 시각적으로 표현하며 작업장 전체에 대한 버전 관리 기능과 지정된 자원의 불필요한 버전을 일괄적으로 제거하는 기능도 함께 제공한다. CoSlide is a collaborative system, extending the Jakarta Slide WebDAV server. The CoSlide server provides group workspaces for collaborators. CoSpace is a client which supports various collaborative authoring activities on the CoSlide server through the WebDAV protocol. CoSpace provides graphic user interfaces to support effective interaction among the collaborators, managing the shared resources for them. However, during collaboration, simultaneous modifications on the content of shared resources might cause conflicts among the content of the revisions made by the collaborators, leading to serious problems on project progress. In this paper, we describe an extension of the CoSpace client to solve the problem. The extended CoSpace client supports the remote version management facility through which the collaborators can manage the versions of the associated server resources in the distance. Also, to identify the changes of the text files such as program source codes, the extended client provides the facility for comparing two versions and displaying the differences in a visual manner. In addition, it provides the version management of a whole workspace and the removal of all the unnecessary versions of the designated resources.

WOBR : 효과적인 그룹별 접근을 지원하는 웹데브 기반의 OSGi 번들 저장소

OSGi 프레임워크는 원격으로 관리할 수 있는 자바 기반의 서비스 플랫폼으로서 응용프로그램의 생명주기 관리모델과 서비스 레지스트리, 실행 환경을 제공하며 이를 기반으로 다양한 OSGi 계층과 API, 서비스가 정의되어 있다. 번들은 OSGi 프레임워크에서 실행될 수 있는 응용 프로그램으로 번들 저장소를 통해서 배포되고 일반적으로 저장소에 있는 번들은 지정된 웹 페이지를 통해서 접근 가능하다. 하지만 불행하게도 현재의 번들 저장소는 어떠한 종류의 그룹별 접근이나 동적인 번들의 설치와 배포에 대한 기능을 제공하고 있지 않다. 본 논문에서는 효과적인 사용자 그룹의 접근을 제어하는 웹데브(WebDAV) 프로토콜 기반의 OSGi 번들 저장소인 WOBR에 대하여 기술한다. WOBR은 WOBR 저장소와 이를 관리하고 접근하기 위한 관리 번들과 접근 번들로 구성된다. 관리 번들은 WOBR 번들 저장소의 설정과 저장소에 접근하는 사용자 그룹을 관리한다. 접근 번들은 저장소 접근기능과 번들의 검색을 지원한다. 추가적으로, 로컬 환경에 설치된 번들의 생명주기를 관리하는 기능을 제공한다. The OSGi framework is a java-based service platform that can be remotely managed, providing an application life cycle management model, a service registry and an execution environment. Based on the framework, various OSGi layers, APIs, and services have been defined. A bundle is an application that can be executed in the OSGi framework, deployed through a bundle repository. Usually, bundles in the repository are accessible via a designated web page. Unfortunately, the current bundle repositories do not provide any kind of group access services and dynamic bundle installation and deployment. In this paper, we describe a WebDAV-Based OSGi bundle repository named WOBR, which supports effective group-based accesses. WOBR is composed of a WOBR bundle repository, a management bundle and an access bundle that interact with the bundle repository. The management bundle is for configuration of the WOBR bundle repository, managing group access facility to the repository. The access bundle provides access to the repository and search mechanism for the bundles. Additionally, it provides the life cycle management of the installed bundles on the local environment.

기존의 부스트 컨버터는 출력 전압이 커질수록 스위치와 다이오드의 전압, 전류 스트레스가 커져 실제 사용 가능한 승압비가 제한된다. 그러므로 본 논문에서는 높은 전압전달비를 가지는 DC-DC 부스트 컨버터를 제안한다. 제안한 컨버터는 커플드 인덕터 방식을 사용하여 인덕터의 턴비로 승압을 가능하게 하기 때문에 작은 듀티비로 높은 전압으로 승압 할 수 있다는 장점이 있다. 제안된 컨버터의 동작원리를 설명하고, 이론적 해석과 실험을 통해 타당성을 검증하였다.

효과적인 다중 세션 관리를 지원하는 PECOLE의 확장

PECOLE은 Peer-to-Peer 기반의 멀티미디어 분산 협업 환경으로 세션 단위의 협업을 위한 작업공간을 제공하며 다중채팅, 화상회의, 화면 공유 등의 다양한 협업 애플리케이션을 제공한다. 또한, 새로운 세션을 생성하거나 존재하는 세션에 참여하는 등의 기본적인 세션 관리를 지원한다. 하지만, 단순한 세션 메커니즘으로 인하여 실행 중에 다른 세션을 탐색하고 세션을 변경하거나 동시에 복수의 세션에 참여하는 등의 실제 협업 과정에서 나타날 수 있는 복잡한 세션 관리기능은 제공하지 못하고 있다. 본 논문에서는 멀티미디어 분산 협업 환경인 PECOLE의 단순 세션 관리 메커니즘을 개선하여 실제 협업 과정에서 나타나는 복잡한 세션 그룹 활동을 지원하는 효율적인 다중 세션 관리 메커니즘을 개발에 대하여 기술한다. 개발된 세션 관리 메커니즘은 PECOLE의 실행 중 세션을 변경과 함께 복수의 세션 참여, 세션 탐색, 다른 세션의 협업 사용자를 초대하는 등의 실제 협업에서 실시간 벌어지는 다양한 상황에 대처할 수 있는 유연하고 효과적인 협업 환경을 제공할 수 있다.

최근 목숨을 걸고 북한을 탈출하여 국내에 정착한 탈북민들의 재입북 사례가 늘고 있다. 하지만 이들은 비공식 경로를 통해 입북하기 때문에 정확한 숫자를 파악하기 어렵고, 앞으로 재입북의 가능성이 있는 탈북민도 많은 것으로 알려지고 있다. 더구나 북한은 재입북자들을 대남선전용으로 이용함으로써 국내 탈북민 사회에 심각한 혼란을 야기하고 탈북민 정책에 많은 어려움을 줄 것으로 예상된다. 따라서 재입북의 원인과 지원실태를 알아보고, 재입북을 막을 수 있는 맞춤 지원정책과 원활한 업무 수행을 위한 협조체제의 구축과 통합기구의 설치가 필요하다. There has been an increase of re-entry cases to the North Korea of North Korean Defectors who settled down in the South Korea at the risk of their lives. Around 2,000 people out of approximately 25,000 North Korean Defectors escaped from South Korea, and about 200 people reentered into North Korea. However, it is difficult to figure out accurate numbers of North Korean Defectors because these people reentered to North Korea through informal channels. And there are also many North Korean Defectors who have the possibility of reentering to North Korea in the future. In addition, it is expected that North Korea will take advantage of these people for propaganda against South Korea to cause a serious chaos in the domestic North Korean Defectors society and give several difficulties to the policies on the North Korean Defectors. North Korean Defectors are human resources who can prevent political, social, cultural chaos in the unification process. Meanwhile, the government made a lot of efforts to North Korean Defectors, but there are lack of supports customized by individual and countermeasures of Police against maneuvers and threats from North Korea. In this research, we analyze the causes of reentry to the North Korea and the problems of Korean National Police support system to the North Korean Defectors, and we recommend some measures as policy alternatives, including an enforcement of supportive policy suited for North Korean Defectors, foundation of an integrated organization driven by Korean National Police Agency, construction of public and private cooperation network. For these measures to succeed, they should be positively supported by government agencies involved and the entire nation.
