지역대학을 활용한 커뮤니티 케어 정책의 적용 가능성에 관한 소고(小考) : 해외대학의 사례를 중심으로

본 연구의 목적은 정부의 커뮤니티 케어 정책을 효과적으로 달성하기 위한 일환으로 지역사회 대학의 참여 가능성과 활용방안을 탐색적으로 살펴보는데 있다. 이를 위해 고령친화대학(Age-Friendly University: AFU)을 대학의 새로운 정책이자 운영방식으로 적용하고 있는 해외대학을 중심으로 커뮤니티 케어와 관련한 해외현지사례조사를 실시하였다. 조사결과 각각의 대학은 대학이 지닌 상황과 특수성을 고려하여 저마다의 특별하고 독특한 지역사회 돌봄을 실천하고 있었다. 또한 이들 대학은 주거, 건강의료, 요양과 같은 협소한 의미의 돌봄뿐만 아니라 평생학습, 경력개발, 사회참여 등의 거시적이고 포괄적인 개념의 돌봄 서비스까지 다양한 영역에서 중요한 역할과 기능을 담당하고 있음을 알 수 있었다. 이를 바탕으로 본 연구에서는 향후 지역대학이 커뮤니티 케어에서 어떤 역할과 기능을 담당하고 적용 가능한 분야는 구체적으로 무엇인지 탐색적인 관점에서 제시하였다. This study aims to explore in-depth ways of participating and utilizing community colleges in order for the government’s community care policies to be effectively realized, and to explore what roles and functions local universities can play in relation to community care. For this study, overseas local case studies were conducted on community care, focusing on overseas universities that applied the Age-Friendly University(AFU) policy as a way of operation. According to the survey, each university was practicing special and unique community care in consideration of the situation and special nature of the university. In addition, these universities expanded the meaning of care and care to more comprehensive concepts rather than limited to microscopic areas, showing that universities could play important roles and functions in various areas, including lifelong learning, career development and social participation, as well as housing, health care and nursing for the elderly living in the region. Based on this, this study presented the applicable fields and contents of local universities on community care policies.
