동북아시아 지역에서는 지역의 패권을 위한 미중의 경쟁 구도와 함께 중일 갈등, 한일 갈등, 남북한 갈등, 한미동맹 강화, 미일동맹 강화, 한중 협력, 한러 협력,중러 협력, 북러 협력 등 다양한 양자 간의 협력과 갈등관계들이 나타나고 있다. 한국은 동북아시아에서 벌어지고 있는 국제질서의 변화와 재편 동향을 정확히 파악함으로써 국가이익을 극대화시켜 국가를 발전시켜 나가야 한다. 이 글에서는 동북아질서의 변화를 미중의 협력과 경쟁, 일본과 러시아의 정책 변화, 북핵 갈등 등으로 구분하여 분석하였다. 이러한 동북아질서 변화에 대처하기 위한 한국의 대응외교를 미중과의 협력 및 균형외교, 대일 외교, 대러 외교, 다자안보 협력외교, 중견국 외교, 공공외교 등으로 구분하여 분석했다. 결론에서는 북한 핵 문제의 해결을 위한 몇 가지 방안을 제시했다 There are various mutual cooperative and conflict relations in Northeast Asia:U.S.-China competition, China-Japan conflict, South Korea-Japan conflict, South Korea-North Korea conflict, strengthen of Korea-U.S. alliance, strengthen of the U.S.-Japan alliance, South Korea-China cooperation, South Korea-Russia cooperation, China-Russia cooperation, North Korea-Russia cooperation. This paper analyzed the regional order changes in Northeast Asia focusing on the U.S.-China relation, the changes of the Japanese and Russian policy, and the troubles being bound up with North Korea’s pursuit of nuclear development. This paper offered South Korea’s several foreign policies for corresponding to the regional order changes in Northeast Asia:proper cooperative and balance policy harmonizing between the strengthen of Korea-U.S. alliance and cooperative relation of Korea-China, Korea’s diplomacy toward Japan and Russia, multilateral security cooperation policies, middle power diplomacy and public diplomacy. 본 논문에서는 의회정치에서 정당의 역할과 기능이 활성화될 때 한국의 대의정치가 활성화될 수 있고, 이를 통하여 국민의 의사가 최대한 수렴되는 민주정치가 가능하다는 전제 하에 효율적인 의정활동과 관련하여 정당이 어떠한 역할을 수행해야 하는 가를 분석한다. 먼저 법안심사, 예ㆍ결산심의, 국정감사 및 조사 등의 의정활동에서 정당과 관련되어 나타난 문제점을 중심으로 설명하고, 다음으로 이러한 주요 의정활동을 보다 효율적으로 수행하기 위해서는 정당이 어떠한 역할을 담당해야 하는 가를 상임위 및 예결위 운영, 표결제도, 정책정당화 등으로 구분하여 분석 했다. 의회의 상임위 및 예결위 운영이 활성화될 수 있도록 정당은 변칙적인 상임위 교체를 지양하고, 상임위 배정시 선임우선의 원칙을 도입해야 한다. 또한 의원총회와 같은 당의 공식적 기구가 상임위원을 선임해야 한다. 의원들이 국민의 대표로서 표결할 수 있도록 자유투표제와 전자투표에 의한 기록표결제가 정착되도록 정당이 의원들의 자율권을 제고시키고, 당론과 배치되는 투표에 대한 보복 금지와 강제적인 상임위 교체 등이 지양될 수 있도록 정당의 당내 민주화가 이룩되어야 한다. 효율적인 의정활동이 이루어지기 위해서는 정당이 민주화되고 정당이 정책을 중심으로 구성되어야 한다. 이를 위해서는 정당의 정책개발위원회의 위상이 높아지고 정책개발비에 대한 많은 투자가 이루어지고 정책개발의 과학화나 온라인시스템을 이용한 정책개발이 이루어져야 한다. 한국 정치의 민주화가 공고해지기 위해서는 우선 정당과 의회가 본연의 역할을 수행하도록 하는 것은 필수적인 것이다. 정당이 당내 민주화룰 적극 추진해 나가면서 국민의 의사를 조직적으로 집약시켜 국정에 반영하는 정책정당으로서의 역할을 국회 내에서 제대로 수행할 때 한국정치의 민주화가 공고해 질 것이다. This paper analyzed the political party's role in the connection with effective parliament activity. In this paper we explained several issues with the activity of political parties on the debating legislative bills, examination on the budget, and inspection and investigation of state administration. And we presented the role of political party for these effective activities in relation to the standing committee, budget committee, voting system, and being policy party. For the activation of the standing committee and budget committee, political party sublate the their member's frequent change and introduce the institution of seniority's assignment in these committees. We get accomplished the democratization of political party in order to the fixation of the free voting and record voting institution. Political party developes expense investment and the on-line system on the policy decision for the being policy party. And activating of policy committee is very important.

The tension and confrontation structure between South and North Korea has been continued since 1945. The task which constructs peaceful system in Korean peninsula is very important to our country and nation. This study is to analyze the concept and problem of peaceful system in our country and explain various plans for the construction of peaceful system. In this paper I suggested three schems ; the construction of the mutual cooperation between South Korea and USA, the continuous propulsion of South-North Summit Talk, and the propulsion of multiple talks included the four parth talks. In this paper I present the special organization, the security commitee for peace system which practices the construction of peaceful system in Korean peninsula. The peaceful system in our peninsula solves three problems ; the prevention of war recurrence, the security guarantee of the South and North Korea Regimes, and the embodiment of positive peace. Now it is very important thing that alleviates mutual tension between two Korean Regimes and reduces the hostility in order to unify Korean Peninsula. One of the method is summit talk between two Korean leaders.

The principal purpose of this study is to explain the failure factors and developmental schemes of the progressive parties in Korea. Analytical framework for describing reasons why the progressive party couldn't be institutionalized within political process in Korea was divided into external and internal factors. External factors are political situation, various legal and institutional regulations, and political culture. On the other hand internal factors are divided into formation debate and process, political activity, and political principle and policy of these parties. Through this analysis I discovered the fact that two factors, external factors and internal factors opperated the failure of progressive party simultaneously. The development schemes for progressive party are as follows ; the abolition of bad laws included national security law restricting individuals' political activity, permission on the free organization and political participation of labor union, improvement of the laws being related to political party and labour laws, settlement of democratic political culture and improvement of anti-communisnistic consciousness, activation of subsystem, the employment of main officers through election, the presentation of the concrete and specific policies for labor class or alienation class, sound financial management through positive political funds included party expenditure, and maintenance of the unique relationship with conservative parties or opposition influences.

The Destiny of our country is influenced by the foreign policy of USA at Korean Peninsular, especially the foreign policy of USA at North Korea. The Bush administration being replaced the Clinton administration have hard-line policy toward North Korea. This policy is obstacle to the Second Summit Talk and disturb the exchange and cooperation between South and North. In this paper I analyzed the foreign policy of USA at North Korea in Clinton and Bush Administration.
