한국철도통계 품질개선을 위한 이용자 요구사항 분석 : 2007년과 2017년의 표적집단면접 결과를 중심으로

The quality of statistical data has been changed its conceptual definition since mid-1990s by placing highlights on fitness for use rather than correctness or completeness. Under this background, this study aims to find users’ needs on a Statistical Yearbook of Railroad by conducting a Focus Group Interview (FGI) on rail experts. Authors examine whether the quality of Statistical Yearbook of Railway has been improved and there have been changes in users’ needs since 2007 by comparing 2017 FGI results with 2007 FGI results written in 2007 Reports for Statistical Data Quality Assessment. For the assessment, authors accept six quality dimensions (Relevance, Accuracy, Timeliness/Punctuality, Comparability, Coherence, and Accessibility/Clarity) suggested by the Statistics Korea. As a result, most requests of improvement suggested in 2007 FGI have yet to be addressed so far. Also, in a 2017 FGI, potential requests embedded in users’ needs has been turned out in a accuracy dimension and it is found that users’ needs have been diversified and specified in relevance, comparability and accessibility/clarity dimensions. 통계품질은 과거 정확성에 초점을 두었지만 점차 이용자 적합성(Fitness for use)을 강조하는 개념으로 변화하고 있다. 본 연구에서도 한국철도통계의 품질을 이용자 적합성의 관점에서 진단하기 위해 철도 전문가를 대상으로 표적집단면접법(FGI)을 실시하였다. 2007년 통계청에서 수행한 전문가 표적집단면접 결과와 본 연구에서 2017년 실시한 FGI 결과를 비교하여 과거 10년 동안 한국철도통계의 품질이 개선되었는지, 이용자 요구사항에 변화가 있었는지를 살펴보았다. 이 진단을 위해 통계청에서 제시하는 6가지 차원(관련성, 정확성, 시의성/정시성, 비교성, 일관성, 접근성/명확성)을 적용하였다. 그 결과 2007년 FGI에서 드러난 대부분의 이용자 요구사항이 지난 10년 동안 개선되지 않은 것으로 확인되었다. 또한 2017년 FGI에서는 2007년에 나타나지 않았던 정확성 차원의 잠재적 요구가 발현되었고, 관련성·비교성·접근성/명확성 차원의 요구가 다양화·세분화되고 있음이 확인되었다.

29 Boy's High school Hockey teams took part in the 36th National Assortment Hockey Championship Series, the 74th national Athletic Meeting and '94 Springtime National man and women Hockey competition which were held in 1993. Investgating the number of shooting and success rate in 43 games, I came to conclusion as follows : 1) In whole shooting, the number of shots in the area D was 48.89%, in the area B was 27.91%, in the area C was 19.07%, in order of shootings (p<.10). Success rate of shooting was about 26% in each A, B and C area, and it was comparatively high. 2) In angle shooting, the area Ⅲ marked 62.78% which was the highest success rate.(P<.10). The area Ⅳ marked 20.37%, and the area Ⅱ 13.19%. The success rate of shooting in the area was Ⅱ, Ⅲ, Ⅳ 23.73%, 23.60%, 20.91% which suggests the balanced distribution. Especially the success rate of shooting in the area I was 50%. and it says that boldness in shooting is very necessary. 3) In many kinds of shootings, penalty corner shooting was 39.44%, assist by pass was 23.89%, loose ball was 14.63%(P< .50). The score of penalty corner shootings was 35.78% which marked the highest goals. In assist by pass, solo dribble, free hit and penalty corner except penalty stroke, the success rate of shooting was 23.75% on the average. 4) At the position of stick used in shooting, fore position was the highest frequeney in use. It was 91.1%(P< .01). One touch action shooting was 59.63% which marked the highest frequency in shooting(P< .05). The rate of score was 51.22%, but in the success rate of shooting, direct action shooting is higher 32.18% than that. 5) Hit and push shooting was 84.07% of the whole shootings. Push shooting was the best in the rate of score(P< .05). In the success rate of shooting, flick shooting(51.35%), was higher than push shooting (27.27%).

Smart cities are gaining more attention as they are being considered a means to solve various urban problems caused by the concentration of population and to improve the quality of life of urban residents. Among the smart city elements, smart mobility that has recently been developed and provided various mobility services is within the core area of smart city and people are expressing their interest in its active implementation in cities. Under this background, this study establishes 11 elements of smart mobility through literature review and evaluates their level of introduction in Seoul by conducting a survey targeting 20 experts in the transportation sector. To this end, four indicators (urban environment, vehicle and infrastructure technology, operation technology, and legal system) are proposed for evaluating the elements of smart mobility, and comparative evaluations are conducted for Seoul and overseas cities. The evaluation results indicated that the element of smart public transportation was rated the highest, while urban air mobility had the lowest score. Regarding the indicator-by-indicator comparisons, it was identified that the legal system field for smart mobility implementation was significantly low. The levels of overseas cities and Seoul were found to be very similar, indicating that the group of experts recognized that Seoul is not falling significantly behind in the race of smart mobility compared to overseas cities. In this study, we attempt to define the elements of smart mobility and quantify the levels of their introduction in Seoul. This effort would be meaningful in that it provides opportunities to explore future policy directions by objectively diagnosing the current level of smart mobility.
